SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. SAN DIEGO (KGTV) -- Police have released pictures of a man accused of shooting and killing a 27-year-old man in the Midway District in late February.Police say Ernesto Castallenos Martinez, 41, shot and killed Alexander Mazin in a parking lot behind the 24 Hour Fitness on the 3600 block of Midway Drive.Following the shooting, police were led to the intersection of 30th Street and Upas Street where an hours-long standoff took place.RELATED: Police identify Midway District shooting victim, suspect of North Park standoff?After SWAT teams entered an apartment in the area, they didn’t find Martinez. SAN DIEGO (KGTV) — One person is dead and another person is facing life-threatening injuries after a pair of separate crashes involving Bird scooters Friday and Saturday.The first incident happened just before 9 p.m. Friday in Hillcrest. San Diego Police said a 42-year-old woman had been riding westbound in the 1200 block of University Ave. in a bike lane when, for unknown reasons, she overturned while on her Bird scooter and hit her head.The woman was taken to a nearby hospital with life-threatening injuries. Police say the woman was not wearing a helmet and had been drinking.In the second incident, a man was riding on a Bird scooter southbound in the 1400 block of Third Ave. when he was hit from behind by a vehicle just before 4 a.m., Chula Vista Police said.26-year-old Esteban Antonio Ramon Galindo died shortly after being transported to the UC San Diego Medical Center, according to police. It's not clear whether Ramon Galindo was wearing a helmet when he was hit.Police said the driver remained at the scene and has been cooperating with police. The cause of the crash was still under investigation Saturday. Investigators did not believe drugs or alcohol were factors in the crash. 1208

SAN DIEGO (KGTV) — President Trump wants to restart the U.S. economy by April 12, but multiple economists, governors and health officials are expressing skepticism about that date amid efforts to flatten the curve of coronavirus infections.Still, the longer the shutdown lasts, the harder it will be for businesses to get up and running, economists say. Alan Gin, an economist at the University of San Diego, said if this lasts through April, it should be survivable for many businesses. However, anything beyond that could render reopening less likely."Some businesses are not going to be able to hang on, even with the help that is coming from the federal government, so they will end up closing for good," Gin said. San Diego's economy is hurting as thousands of restaurant, retail and hotel workers are laid off amid the coronavirus restrictions. SAN DIEGO (KGTV) -- Neighbors in Scripps Ranch are on edge after a series of break-ins over the course of a week at the beginning of March.Residents in the area reported five break-ins or attempted break-ins to the Scripps Ranch Civic Association's Neighborhood Watch from March 9 to March 16.During one of the burglaries on the 11800 block of Charmaine Way, suspects shattered a sliding glass door and were able to take jewelry and electronics.RELATED: Burglar squeezes past security system, raids homeDuring another break-in, it appears the suspect was unable to get into the home, according to the neighborhood watch.
