California has certified its presidential election and appointed 55 electors pledged to vote for Joe Biden, officially handing the Democrat the Electoral College majority needed to win the White House. Secretary of State Alex Padilla’s formal approval of Biden’s victory brought the Democrat’s tally of pledged electors so far to 279, according to a tally by The Associated Press. That’s just over the 270 threshold for victory. These steps are often ignored formalities. But the hidden mechanics of electing a U.S. president have drawn new scrutiny this year as President Donald Trump continues to deny Biden’s victory and pursues specious legal strategies aimed at overturning the results. 699

CHICAGO, Ill. – Approximately 7 million Americans live with the movement disorder known as essential tremor. Another 1 million have Parkinson’s. But a new incision-less treatment that focuses ultrasound beams onto the brain is providing new hope to patients who suffer from movement disorders.Gary Sindelar, 75, began experiencing tremors in his hands and legs while in his early 60s.“They were kind of scary because I didn't know what it was. I didn't know why my hands were jumping and my fingers were moving, and I didn't want them to,” said Sindelar. The tremors made everyday activities, like eating, increasingly difficult.“I would cut, and I would cut and all of a sudden my hand would jump in and would throw the food right off the plate,” he said. Essential tremor is a neurological disorder that causes involuntary and rhythmic shaking. It can affect almost any part of the body, but the trembling most often occurs in hands, making simple tasks, like drinking water from a glass or tying shoelaces, difficult.“I didn't like you have to explain to my grandchildren all the time. ‘What's the matter with grandpa?’”After years of living with the condition, Sindelar’s doctors at Rush University Medical Center in Chicago determined he was a candidate for a new, non-surgical procedure.“There are some patients who are old or older and the surgical risk is high,” said Dr. Sepehr Sani, associate professor of neurosurgery at Rush University Medical Center. “And so, they choose to accept and a very poor quality of life with tremors.”Neurosurgeons used a mouse and a computer instead of a scalpel. More than 1,000 ultrasound waves coalesce to burn lesions in the brain and stop the tremors. The neurosurgeon is guided by real-time hi-resolution MR imaging.“We can actually see with our own eyes what's happening inside the brain as this is occurring and that allows us to control exactly where and how much of the lesion we make,” said Sani. The innovative treatment is now covered by Medicare in all 50 states.Sani says the new incision-less outpatient procedure could be a revolution in treatment.“Now the patients literally walk into an MRI machine and get the treatment and they can leave within about an hour, hour and a half.”Six weeks after undergoing the procedure, Sindelar’s left hand and leg are more still than they’ve been in more than a decade.“This side, I can hold it steady,” he said.Regaining that steadiness, he says has been life-altering.“I would have said to you that I think I probably had 10 years of life,” said Sindelar. “And I could have 50 years left now.”It’s an emotional reality that could provide hope to countless others. 2667

Carrie Underwood silenced any questions about her readiness to return to the spotlight in perhaps one of the most anticipated performances of the 53rd annual Academy of Country Music Awards.PHOTOS: See red carpet arrivals from the 53rd annual Academy of Country Music AwardsUnderwood has been largely missing from the mainstream country music scene since a nasty fall at her Nashville home late in 2017. Just weeks after the Country Music Awards she fell down a set of stairs and later shared with fans that she had to have 40-50 stitches on her face. Adding some additional drama to her big return, Underwood did not walk the red carpet at this year's ACM Awards. ALSO: Sugarland dropping new track with Taylor Swift next weekWhile Underwood looked flawless onstage in a black and silver fringe dress, her vocals clearly dominated the moment as she belted out her new single, "Cry Pretty". GALLERY: TAKE A LOOK INSIDE THE 53RD ANNUAL ACADEMY OF COUNTRY MUSIC AWARDSShe got a standing ovation that went out for a measurable time inside the MGM Grand Arena as fellow country music performers and fans welcomed her back to the main stage. Fellow singer and winner of three ACM Awards Miranda Lambert touched on Underwood's performance backstage after winning Female Vocalist of the Year."It makes me proud to be a woman in this industry when I see her stand up there and do that," Lambert said.  1431

CARLSBAD, Calif. (KGTV) - Monique Ramsey has struggled with weight most of her life."I'm 5'1, and so weight loss has always been something that's a struggle, and it's definitely a heredity component."Ramsey said diet and exercise were never enough."I think I've tried just about everything, and you know, it's hard to sort of feel like you're starving yourself through crazy diets and things like that," said Ramsey.RELATED: The DNA diet creates personalized diet plan for users; here’s how it worksIn July of 2017, she decided to try something new."This is a tool that is such a game-changer," said Ramsey. That tool is the Obalon Balloon System. Mark Brister invented the device at the Obalon Therapeutics manufacturing center in Carlsbad."There weren't a lot of technologies out there to help people who were just overweight. Most people had to wait until they were morbidly obese in order to be eligible for treatment so we decided to invent a product that would fit the middle ground," said Brister, who is the Chief Technology Officer at Obalon Therapeutics.Obalon is the only FDA approved swallowable gas-filled balloon for people roughly 30 to 100 pounds overweight. RELATED: Eating breakfast may not help you lose weight, study says"It's about the size of a cheeseburger, and the doctor will place three of these by having you swallow them in a simple in-office procedure over the six to eight weeks," said Brister. The balloon is inside a large capsule that is attached to a thin catheter. The doctor uses a computerized navigation system to track the balloon as it travels into the stomach. Once it's in the stomach, the balloon is filled with gas. The patient will get three balloons over six to eight weeks."This is sort of like being able to have stomach stapling without having surgery," said Ramsey.Side effects after the first balloon is inserted can include nausea and cramping. Ramsey said she didn't have any problems."You're actually taking up the room in the stomach, so you're having a smaller stomach, but there are no permanent after-effects long term," said Ramsey.RELATED: Celebrities are fighting over the 'keto' diet. Here's what science says about how healthy it isAfter six months, the balloons are removed during an endoscopic procedure. Ramsey lost 25 pounds and has managed to keep it off. She wants to lose 25 more."For me, that's a huge jump start, and I've never been able to get that far in that short amount of time."The balloons are kept in for six months, but success requires a life long commitment."What the balloons do, they're sort of a tool, I think is a tool to sort of say, help retrain your brain and help recondition yourself to eat less, eat better, make better choices," said Ramsey. The program also includes a year of nutrition and exercise support.RELATED: La Jolla lab creating cure for baldness"I can still be just as happy. I don't need M&M's, I don't need Fritos, or whatever "thing" it is, it really helps reset your mind and motivation to stay healthy," said Ramsey."All of a sudden, you start to see people as they start to lose weight, they start to gain confidence, so I have many times, we've seen people lose 50 or 75 pounds and gain 500 pounds of confidence," said Brister. In October, Obalon Therapeutics opened its first full-service weight loss center in 4S Ranch. Rita Starritt is the doctor."When you are very overweight, you've already tried a low carb diet, and you've tried a keto diet and you need something else to happen you and a lot of it is education, lifestyle changes, nutrition, the system, the balloon system helps people lose twice as much weight as those who did diet and exercise alone," said Dr. Starritt. In 2017, the FDA issued a warning about potential risks of liquid-filled intragastric balloons. The balloons have been linked to the deaths of twelve people around the world since 2016. The FDA has not issued any warnings related to the Obalon system."What Obalon does is it floats up, and it moves around, it's very buoyant, so in terms of the ability for the device to float around and not cause damage to the stomach, that's really what differentiates us," said Amy Vandenberg, Chief Clinical and Regulatory Affairs Officer of Obalon Therapeutics. The treatment costs roughly ,000 and includes a year of nutrition and exercise support."It's all about moderation, and the balloons are a nice reminder of that so that you don't have to feel that something is forbidden," said Ramsey. 4487

CHICAGO, Ill. -- Scientists are continuing to develop new COVID-19 testing methods. Everything from throat swabs and saliva tests to breathalyzers are potential options. The federal government has ordered 150 million rapid antigen tests to help quickly identify cases in places like schools and disaster zones.Still, we're six months into the global pandemic and experts say we still need better and more frequent testing.Supply chain bottlenecks, long turnaround times and the looming flu season have many pharmaceutical companies scrambling for a better test.“There's been a great push and a lot of innovation has gone into developing new tests that might be able to be used in different scenarios,” said Dr. Emily Landon, an infectious disease specialist at University of Chicago Medicine.Abbott Laboratories’ sixth iteration of the COVID-19 test, known as “Binax Now,” is a compact credit card sized rapid test similar to a home pregnancy test.“You are receiving a nasal swab and then that swab is directly inserted into the card and there's a small pouch there that it's inserted into. Six drops of a buffer had been placed there prior to putting in the swab,” explained John Hackett, Junior Vice President of Applied Research and Technology at Abbott Laboratories. And though it does require a health care worker to administer, no specialty lab equipment is needed to process the antigen test. Results are available in about 15 minutes. The cost is apiece.“So, in 15 minutes you can look at the front of this test and if you see a single line, that would be the control line, and if there's two lines, that would indicate that the individual is positive for SARS-CoV-2,” said Hackett. The test was granted emergency use authorization by the FDA. It includes an app that allows people who test negative to display a temporary digital health pass for quick screening. The Trump administration quickly bought up 150 million tests for about 0 million.Officials say they are already beginning to deploy the tests to states, nursing homes, schools and areas hit hard by recent natural disasters.“These antigen tests however are fast and cheap, and it can be done really easily,” said Dr. Landon.Though, helpful in some scenarios, Landon cautions quick antigen tests like this can be less accurate and have a high false positive rate.“These tests aren't perfect and some of you have been in that situation with strep throat where you find that even if the test is negative that they send off a culture afterwards to make absolutely certain that you don't have strep throat and these tests are kind of similar,” she said.Still, experts say having a variety of testing options is beneficial. But the gold standard of accuracy remains the deep nasopharyngeal swab tests processed in a lab. 2796
