SAN FRANCISCO (AP) -- A coded letter mailed to a San Francisco newspaper by the Zodiac serial killer in 1969 has been deciphered by a team of amateur sleuths from the United States, Australia and Belgium.The San Francisco Chronicle reports Friday the cipher is one of many sent by a killer who referred to himself as Zodiac in letters sent to detectives and the media.According to code-breaking expert David Oranchak, the cipher's text includes: "I am not afraid of the gas chamber because it will send me to paradise."The Zodiac terrorized Northern California communities and killed five people in the Bay Area in 1968 and 1969. 637

San Diego, CA (KGTV)- Some high school students in the Grossmont Union High School District will return to partial in-person learning starting on September 29.Sixty-eight percent of parents surveyed districtwide wanted their high school students to return to an in-person, blended learning model, while 32 percent wanted their students to stay in full-time distance learning from home.The district is moving forward with both options.Starting Tuesday, some students will be back on campus with limitations."Students have to be divided into smaller groups," said Theresa Kemper, the district's superintendent.If parents chose the blended learning model, their student has been assigned to Group A, Group B, Group C, or Group D, based on factions like students per household, transportation needs, and course schedule."They each will come to school one day a week," she said.The group placement determines which day the students will come to campus; they will be learning from home the rest of the time.The district created a roadmap for reopening, which includes five levels."We want to make sure that we're really confident with new routines that have been established, we want to make sure the county health conditions are continuing to improve," said Kemper.All schools in the district have been operating at Level 1, which is strictly distance learning.Level 2 begins next week and allows students to learn on campus one day a week, with 25 percent of the campus population, in class sizes of eight to twelve students."Our Special Education academies and alternative schools are also starting at Level 2, but will attend two days a week instead of one," she said.All students will be screened and have their temperatures checked before entering the classroom, teachers, and staff will be tested for COVID-19 regularly, and everyone will be required to wear facial coverings.The schools will also be deep cleaned each day, and students will be physically distanced from one another."If everything looks good, after about two weeks, we could potentially announce going to the next level," said Kemper.By level five, students will be back on campus five days a week.Kemper said the district is taking a cautious approach and has plans in place if a school needs to jump back a level at any time."If we change from two days a week to one day a week, then we already got a plan in place, and it's easy to transition to that," she said. SAN DIEGO (KGTV)  - A Marine was found dead Monday afternoon at the armory of Marine Corps Air Station Miramar, according to military officials.The Marine had suffered a gunshot wound. No foul play is suspected, according to the U.S. Marine Corps.Military officials did not announce whether the incident was a suicide or accidental firing.The Marine’s identity has not been released. (KGTV) - The warmest ocean temperatures on record are making things interesting for San Diego’s fishermen.Local fisherman say they are seeing more game fish closer to the coast than even before.“2018 is a season that has been off the charts,” said Frank Ursitti, the owner of H & M Landing.Scientists recorded ocean temperatures at more than 80 degrees last week.Ursitti says his tours are lining in more dorado, yellowtail, yellowfin and bluefin this time of year than usual.  “Often time times anglers or recreational fisherman will have to venture 8 to 15 days at seas for certain kinds of fish,” said Ursitti, “but now some of anglers are venturing just 12 hours offshore for the fish of a lifetime.”Fisherman Magnum Scuro says they have all noticed the warmer waters, but he is curious for what may be it consequences next year.“There are some negative things that can happen with the warm water - it can kill the kelp,” said Scuro, “ (the) hot water is going to expose a lot of areas where there hasn’t been kelp so we can get to it, but there’s going to be be a lot of kelp that’s going to be gone.” 1151

SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617
