All of which is not yet allowed under county orders.Right now you are allowed to exercise on the beach, walk or jog. In the water people can swim, surf, boat and fish. You cannot have gatherings, play sports or sit on the beach.Edelbrock said most of the crowd is following the rules, "probably 80% are coming down with good intentions."That other 20% then has to be contacted by police or lifeguards trying to enforce orders to stop the spread of the coronavirus."Their [lifeguards'] primary function is to facilitate safety out in the ocean to watch the water, watch over our kids and make rescues and do first aide and that kind of thing. Daily we’re making 1,000 extra contacts for people not considering the current rule set," Edelbrock said today's water conditions weren't great, making it more important to keep an eye seaward.In Pacific Beach a neighbor snapped a photo of a woman holding her dog, standing on the closed boardwalk while an officer was writing something. The neighbor said it was a ticket.Friday law enforcement said they would be out Memorial Day weekned enforcing the eased restrictions."It’s doing a disservice for those trying to do the right thing," Edelbrock said it also negatively affects those working to enforce the rules and puts them at risk.Chris Vanos, chief steward of Teamsters 911, said he's seen fights break out when lifeguards encourage people to follow the rules. (KGTV) — Every summer, a unique, orange ball can be seen bobbing on the ocean's horizon just off the shore of Ocean Beach.The "David Buoy" was placed off Ocean Beach pier last week, heralding in a summer tradition for the beach town.The buoy is one of several deployed by San Diego lifeguards between North Pacific Beach and Ocean Beach every year for lifeguards to utilize as a workout destination. Rick Strobel and James Murphy, a junior lifeguard program director, helped to standardize the use of buoys every summer for workout programs. In Ocean Beach, a group of Obecians asked Strobel about the buoy and started to swim out to it themselves, Strobel told 10News."It became a topic of discussion, 'did you swim the buoy today,'" Strobel said. "They were also big David Bowie fans and the named it 'David Buoy.'"Strobel says the following year, the group gave him a David Bowie sticker and asked him to place it on the buoy before it was set. "They signed the buoy, put messages of support for the lifeguards and stickers on it. It was great."Last summer, Strobel says the buoy was stolen from storage. But it didn't stop the buoy fans. Mostly lifeguards and junior lifeguards but swim teams water polo teams and triathletes as well," Strobel said. "'David Buoy' has been embraced by the OB community and we as lifeguards really appreciate the support."Strobel says swimmers should always check with a lifeguard before swimming out to any buoys and swim when lifeguards are on duty. And if someone can swim to a buoy in about 10 minutes, " you are an excellent candidate to become a lifeguard.""Know your limitations and know the conditions," Strobel says.Lifeguard tryouts are held every September for the following summer. OCEANSIDE, Calif. (KGTV) --The man accused of crashing into a car in Oceanside while under the influence, killing three people and injuring three others appeared in court Tuesday for a preliminary hearing. Mason Fish is accused of driving under the influence during the February 5 crash. Oceanside Police say he ran a red light on South Coast Highway at Oceanside Boulevard and crashed his Toyota Tacoma into a Mazda, killing three woman and injuring three others. Petra Arango, 40, of Oceanside; Rufina Rodriguez, 74, of Fallbrook; and 56-year-old Eloina Arango, of Mexico, were identified as the victims. A 13-year-old girl, who neighbors and friends call Kelly, was ejected from the vehicle and seriously injured. Aquilino Arango Ojeda, 82, of Fallbrook; and 43-year-old Rey David Velasco Herrera, of Oceanside, were in the front seats of the vehicle and also seriously injured. Arango Ojeda and the young girl have since been released from the hospital.RELATED:New details emerge in deadly Oceanside crashDriver arrested in deadly Oceanside crash had suspended license, DMV records showAt least three dead in Oceanside car collision, police sayFish's defense attorney claimed he just found out his grandmother died and was driving to the beach to clear his head, before going to class at a local community college.Meanwhile, the deputy district attorney said Thursday that investigators found cocaine in Fish's wallet.DMV records showed Fish's driver's license was listed as suspended or revoked on Jan. 26, 2019, and that he had been involved in three prior crashes on Dec. 23, 2017; Jan. 25, 2018; and Sept. 5, 2018.According to Fish's defense attorney, Fish was unaware his license was suspended. He added, in regards to the crashes, that Fish "tapped" a car at a red light and was sideswiped.The judge Tuesday found that there is sufficient evidence to send the case to trial. He is due back in court August 20.
