(KGTV) -- Three people are dead following a crash on Interstate 805 in University City.The California Highway Patrol says the crash happened in the northbound lanes of I-805 at Miramar Road around 4:30 p.m.According to CHP, the crash happened after a wrong-way driver drove onto the road at a high rate of speed."Through the investigation, we will try to determined where this individual, if they got on the freeway the wrong way, where they got on," CHP Officer, Jake Sanchez said. Hector Puga was on his way to Los Angeles when the car in front of him combusted. He somehow managed to escape the crash and flames. "All I can do is hold onto the steering wheel and run over everything that exploded," Puga said. He escaped with just a flat tire and broken windshield.10News also spoke to a pair of sisters who had just finished up a fun day of shopping at UTC Mall when hopped into their car. Minutes later, they endured a near-death experience. "It was like a scene from a movie," she said. "All the cars were stopping. There was smoke. Fire. Loud noise. As soon as I look up in front of me, that car other there was flying and tumbling down the freeway."They said the driver of the flipped over SUV managed to crawl out of the car.  The survivors carried him to the shoulder, where an ambulance later picked him up. SAN DIEGO (KGTV)- Students say they are nervous about what’s next for the Art Institute of California San Diego.Last July, the organization’s parent company announced they were no longer enrolling new students at the Mission Valley Campus. The school’s federal funding is now in jeopardy. The Department of Education has decided to stop providing financial aid to the institution’s parent company, Argosy University. “They tell me everything is going to be fine, but in reality, it's not,” says student Nicholas Roberts. He is just three months away from getting his degree for the Art Institute of California San Diego. “(I’m) a little afraid because my family and myself kind of rely on me finishing this degree.”Classes are still in session at the Mission Valley Campus.A letter was sent out to students from the institution, saying in part: “We continue to work with our accreditors, state regulators and the U.S. Department of Education to identify the best path forward for our students and are working with them to ensure students know their options.” 1066

(KGTV) -- People living on the streets are worried that the new portable restrooms installed by the city will get shut down because of those using them for illegal activity.  The city installed four portable bathrooms on First and C Street near City Hall. Four hand washing stations were also installed.On Monday, people using the restrooms were thankful and said the restrooms were long overdue. One man, a Navy veteran, told 10News he's used the restroom twice since they were installed. On one of those trips, he found a used needle. He worries drug users will force the city to shut the bathrooms down. The area has 24-hour security. Security guards work in 12- hour shifts. One guard told 10News he warns people that they can't stay in the bathroom for too long. The city plans on installing other portable restrooms at different locations in the coming weeks. SAN FRANCISCO (AP) — California voters approved a measure Tuesday requiring all eggs sold in the state come from cage-free hens by 2022.Proposition 12 led with 59 percent of the vote with nearly 4 million ballots counted.Supporters say the measure is a step toward more humane farming practices, while opponents say it doesn't go far enough.The measure sets new minimum requirements on the sizes of pens that farmers use to house breeding pigs and calves raised for veal, and it bans sales in California of products from hens, calves and pigs raised in other states that do not meet California's standards.Dubbed the Prevention of Cruelty to Farm Animals Act, Proposition 12 builds on an earlier ballot measure, Proposition 2, that passed in 2008 and banned keeping hens, calves and pigs in tiny cages so cramped they couldn't stand up, lie down or turn around.That measure took effect in 2015 but lacked specific size requirements and did not apply to out-of-state farmers whose products were sold in California.Proposition 12 specifies how much floor space farmers need to give each animal.The measure was sponsored and financed by the Humane Society of the United States, which also backed Proposition 2 and says the upgrade will strengthen the earlier measure and restore California as a leader in the ethical treatment of farm animals.A decade ago, Proposition 2 was the furthest-reaching law for farm animals in the country. Since then a dozen states have banned or restricted confinement for at least one farm animal. SAN FRANCISCO (AP) — A small wildfire broke out Sunday morning near Vallejo (vuh-LAY'-ho) with flames coming dangerously close to homes and forcing a college to evacuate at the northeast end of San Francisco Bay.A live broadcast on KGO-TV shows the fire on both sides of Interstate 80 and homeowners using hoses on a hillside to try and fight it.The fire forced the freeway to close and the California State University Maritime Academy to issue an evacuation order.The wildfire halted traffic at the Carquinez Bridge toll booth as the freeway became shrouded in thick smoke.Vallejo is 55 miles (88.5 kilometers) south of Geyserville where a massive wildfire forced 180,000 people to flee their communities. 714
