FORT MYERS, Fla. -- Caleb Lowman says he was forced to use his shotgun on his neighbor's three dogs when they escaped their cage and began attacking his goats. “When I came out, I had the shotgun with me with the hopes it wouldn’t have to be used,” Lowman said. Lowman says this isn't the first time the dogs have gotten out and been aggressive. On last Monday, the dogs got out of their fence and attacked the goats in his yard. Photos show the goats suffered bite marks up and down their neck and legs.However, one of the dogs' owners, Jake Hutto, claims his pets have never been aggressive. “I don’t understand how it’s possible to shoot three dogs in the head, to blow their face off," Hutto said.Lowman's family called Animal Control after last week's incident and says they safely returned all three dogs to the neighbors. Five days later, Lowman says it happened again — this time in front of his 13-year-old daughter, Chloe. “I had to go outside and watch basically my babies be attacked by dogs," said Chloe. Lowman says despite his family's efforts, the dogs killed two of the goats. That's when he pulled out his shotgun and killed all three dogs. Hutto came home to find that Animal Control had left his pets in three large trash bags.“There’s nothing more you can do, nothing’s going to bring them back,” Hutto said. Records show several citations had been issued from Animal Control to the dog owners' household. But with two goats and three dogs now gone, Lowman says this isn't what he wanted. "This time it was our goats, Monday it was our goats; if we let that happen again that could have been my children," he said. "It didn’t need to be this way if they just secured their dogs."A spokesperson for Animal Control says this is an active investigation. Lowman claims when he put in his final statement today at Animal Control, he was told two citations would be issued against the dog owners. Florida is once again in the crosshairs of Tropical Storm Eta as the slow-moving system meanders its way toward Florida’s Gulf Coast.On Tuesday afternoon, the National Hurricane Center issued a tropical storm warning for the Dry Tortugas, and a tropical storm watches for parts of Florida's west coast, including the Tampa area.The storm has top sustained winds of 60 mph and has been drifting off the northwest coast of Cuba since early Monday after Eta went over the Florida Keys. The tropical storm’s outer bands have been raking the Florida peninsula for days.As it turns more toward the north, Eta is forecast to remain a tropical storm until Saturday, according to the National Hurricane Center. Eta’s forecast cone does not bring the center of it over land until then, but its outer rain bands are expected to dump heavy rain in parts of Florida that could lead to flooding.Eta was the 12th named system to strike the US this hurricane season, setting a record. This hurricane season set a new record on Monday for most named systems with 29 after the formation of Theta in the eastern Atlantic.Theta marks the deepest jaunt down the Greek hurricane naming list. Theta is the seventh storm this season named after a letter in the Greek alphabet. For more than a decade, Dawn Comstock has studied sports injuries among high school athletes, collecting data from hundreds of high schools across the country.She says after going over all the numbers, something began to stand out about men and women’s lacrosse.“We really just set out to ask the question, "how much of the concussions of girls lacrosse could be directly attributed to the fact that they are prohibited from wearing the hard shell helmet with the full facemask that’s required in boys lacrosse?" said Comstock.Ann Kitt Carpenetti from US Lacrosse says the differences create almost a different game with different issues.“The game rules are different, the culture is different, we do recognize that injuries do occur in both games," said Carpenetti.There’s no body checking, basically a running shove, in women’s lacrosse like there is in the men’s game. Because of that rule, women's lacrosse players don't wear helmets.But Comstock and fellow professor Sarah Fields found that rule isn't keeping female players from getting hurt.“What we found was 72.7% of all of the concussions among girls high school lacrosse players resulted from being struck by a stick or a ball," said Comstock.Almost three quarters of concussions among women's players have nothing to do with player-to-player contact.The researchers estimated that by requiring them to wear helmets, they could reduce the total concussions in the sport by 45%“61.5% of the concussions that resulted from being hit by the stick or the ball in girls lacrosse players could have been prevented if they had been wearing the same helmet the hard shell helmet with the full facemask that boys lacrosse players are required to wear,” said Comstock.US Lacrosse says it has a helmet designed for women’s lacrosse and is testing it in Florida“In terms of the rate of head injuries caused by stick and ball, some concussive, some other, we agree it was notable.
