SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street  Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. The man, who hasn’t been identified by police, was pronounced dead at the scene.Following the crash, Franco stayed on scene. Police say drugs or alcohol weren’t factors in the crash. 712

SAN DIEGO (KGTV) — The H1N1 strain of influenza is the most prominent strain of the illness in San Diego and around the nation so far this flu season, according to local health officials.Of 1,730 confirmed cases reported in San Diego this season, nearly 94 percent are influenza A, the County Health and Human Services Agency reported Wednesday. Influenza A covers H1N1 and H3N2. The Centers for Disease Control and Prevention believes this is because older adults have been exposed more to H1N1 and younger adults tend to have lower vaccination rates."Older people have some element of immunity to Pandemic H1N1 because they’ve had more exposure to these influenza viruses than younger groups," said Sayone Thihalolipavan, county deputy public health officer, said.Last week, a 26-year-old woman visiting San Diego from Washington, D.C., died possibly due to H1N1 complications. She was also suffering from meningitis, though it's unclear if she had been vaccinated or suffered from any other underlying medical conditions.Another local resident, identified as a 49-year-old male, died of the flu, according to health officials. That man did have underlying medical conditions though it wasn't clear if he had been vaccinated.This season, there have been nine flu-related deaths, officials say, compared to 44 deaths at this time last season.Health officials advise the best way to prevent the flu is to get vaccinated, wash hands thoroughly and often, avoid going out if you're sick, and clean commonly touched services. Those with underlying chronic conditions, pregnant women, people who live with or care for others who are high risk, and those 65 and older are most at risk of catching the flu. 2041

Bahn Bao on Camino Ruiz, the staff is busy making steamed Vietnamese buns, days after an unappetizing discovery. "Scared, anxiety, disbelief," said Travis Nguyen, who owns the restaurant.When she got in on Thursday morning, she found loose change all over and the drawer of the cash register gone. The surveillance video revealed what happened. Just before 3 a.m., a figure is seen crouched low, shining a flashlight into the restaurant. After a few moments, the man pries open the door and walks in."It appeared he used a homemade tool to break the panic bar. It took him only a few seconds to get in," said Lon Holliday of Convoy Street Locksmith, the company that repaired the door.In the video, the man quickly heads to the cash register, removes the drawer and about 0 in cash."He knows what he's doing. I think he's done this before," said Nguyen. After the thief is done in the front - and with a loud security alarm going off - the intruder heads towards the kitchen, where he looks around. He then goes into the walk-in cooler. He apparently doesn't like what he sees and takes off."He's in and out of the restaurant in under two minutes. He's quick," said Nguyen. It's an elusive quality residents in the a nearby neighborhood are familiar with. Amid of a rash of porch and package thefts, one homeowner sent 10news video of a man on a bike she saw stealing a car jack from a porch two weeks ago. The man does resemble the intruder. If it's the same man who broke into the restaurant, he's getting bolder."You never know what he can do. Not only stealing stuff, he might be so desperate he might hurt people, too.
