SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. SAN DIEGO (KGTV) - SeaWorld is seeing an unusually large number of sea lion rescues along the local coastline this winter."Most of those rescued are coming in emaciated and dehydrated," said Jennifer Zarate, SeaWorld Senior Animal Care Specialist.Zarate says since early December, SeaWorld has rescued 25 sea lions along the coastline."Definitely a little concerning," said Zarate.That is about three times the amount they normally see. Usually, rescue season begins in March, so these rescues are coming early. Those needing rescuing this winter are younger than normal, less than two years old. The cause is a mystery, but Zarate says those early winter storms could be playing a role. The big swells may be tiring the pups out, causing them to burn too many calories. The weather may also be impacting their food sources.."The winter storms may be pushing schools of fish out further than seal lion pups can get to. That's probably the reason why they might not find as much fish as they normally would," said Zarate. After being rescued by SeaWorld, the pups now doing well. So far, medical tests haven't turned up anything else unusual. The pups are gaining back weight as expected. Next week, the first three of those recently rescued will be released.SeaWorld says the coastline in Orange County has also seen an increase in sea lion rescues. SAN DIEGO (KGTV) — SeaWorld guests are getting their first look at a sea otter pup recently rescued in Alaska and taken in by San Diego staff for care.Cinder, an orphaned sea otter brought to SeaWorld earlier this month from Alaska, has nearly doubled in weight and has been hitting all the developmental milestones for her age, the theme park said. Veterinarians have been caring for the pup around the clock, the park says, and she has been adjusting well to her new home.RELATED: Orphaned sea otter pup brought from Alaska to SeaWorld's careCinder is viewable just in time for Sea Otter Awareness Week. SeaWorld keepers will be hosting presentations about otters and ways to public can help in their care in the wild through Saturday.The young pup arrived at the Alaska SeaLife Center underweight and dehydrated, before being transferred to San Diego. Cinder's now weighs a little more than 10 pounds, feeding on a special sea otter milk formula every three hours.Guests can view Cinder periodically throughout the day at the Otter Outlook nursery.The U.S. Fish and Wildlife Service has deemed Cinder non-releasable, so SeaWorld's Animal Rescue Team and veterinarians have provided constant care. She is expected to be introduced to the park's other resident female sea otters — Mocha, Coco, Clover and Pumpkin, who range in age from five to nine years old — who were also orphaned. 1393

SAN DIEGO (KGTV) - Students and staff at the King-Chavez Community High School Freshman academy have had a tumultuous few months.  They were displaced from their classrooms location at 1010 Second Avenue in downtown.The building closed down earlier this year for asbestos treatment, displacing many tenants including the school.RELATED: 550 San Diego city workers relocated due to asbestos“It’s been a nightmare,” Principal Kevin Bradshaw said, saying it was a very abrupt closure. “We left school on a Friday evening, came back on a Monday morning and we were locked out," he said.In a statement, the building manager said this to 10News: “We sent an email notice to all tenants immediately following notification from the regulatory agency."Bradshaw says they were not given time to move their things out of the classroom, in fact, they weren’t even allowed to retrieve their equipment. “We have televisions, computers, student’s work, teacher’s items, anything you would have in any normal campus is still in the building,” Bradshaw said. He says they’ve had to replace all those things in order to continue the education of students. The school also had to move their classes to the Boys and Girls Club in Clairemont. Bradshaw says that means they've had to bus their students to that location every day for more than two months, and the bills are racking up.He’s hoping they will be reimbursed.“The owner and all parties involved are actively evaluating the expenses associated with the shutdown,” building management told 10News in a statement. They went on to say that “the building has undergone extensive testing in accordance with the regulatory requirements for occupancy,” and is completely safe now.Bradshaw says he’s still not ready to bring students back to the building until he’s sure it’s safe and they won’t be displaced again. 1889
