BEIJING, Oct. 1 (Xinhua) -- China plans to decrease leprosy rates by 50 percent over the next 10 years, according to a joint plan to fight the infectious disease issued by the Ministry of Health and ten other ministerial-level institutions.The prevalence rate is targeted to be brought down to one case per 10,000 people by 2015. The rate will further shrink to one in every 100,000 people by 2020 in at least 98 percent of the country's counties, according to the plan.A total of 500,000 cases of leprosy have been reported and treated for free throughout the country since the founding of the People's Republic of China on Oct. 1, 1949.The number of leprosy cases has plummeted over the past 62 years, but the country still faces challenges in fighting the disease, the plan said.Leprosy, an infectious disease that has affected humanity for over 4,000 years, is primarily characterized by skin lesions and progressive physical debility, and can cause permanent nerve damage.Despite sustained efforts -- and considerable success -- in bringing the disease under control, leprosy is still a serious disease in some parts of China and people who have been cured of the disease continue to face discrimination.More than 1,700 new cases have been reported annually in the past five years. The provinces of Sichuan, Yunnan, Guizhou and Hunan and the Tibet Autonomous Region are most affected by the disease, according to the plan.

HAIKOU, Dec. 16 (Xinhua) -- China will actively push forward maritime cooperation with the 10 members of the Association of Southeast Asian Nations (ASEAN) in light of the guidelines on conduct in the South China Sea, a Foreign Ministry official has said.Assistant Foreign Minister Liu Zhenmin made the remarks during an international seminar on implementing the Declaration on Conduct of Parties in the South China Sea (DOC) and maintaining the navigational freedom and security of the waterway.Early next year, China will hold a senior officials' meeting and working group meeting with ASEAN countries on the implementation of the 2002 Declaration on the Conduct of Parties in the South China Sea (DOC), Liu said in an interview with Xinhua on the sideliens of the seminar held in Haikou, Hainan Province, from Dec. 14-15..The senior officials' meeting is a guiding mechanism for implementing the DOC at governmental level. UNITED NATIONS, Jan. 19 (Xinhua) -- China's Permanent Representative to the UN Li Baodong said here Thursday that caution should be called for in metering out sanctions in international affairs.Li made the remarks when addressing a Security Council open debate on the question of justice and rule of law."We are in favor of improving the UN sanction regime on the basis of extensive consultations so as to improve its credibility, procedures and establishing effective monitoring mechanisms and to establish strict criteria, define timelines, " Li said."Sanctions should be only carried out on basis of facts and evidence. Double standards must be avoided. Impacts against civilian lives and social economic development must be minimized," the ambassador said.Stressing that the UN chart and the fundamental principles of international law as established in it should be upheld, Li said rule of law in international relations should be strengthened.The Charter as well as principles of international law established in it constitute the call of rule of law in international relations and represents the bedrock for developing rule of law in international relations, he said."In the conduct of international relations and international affairs, adherence to the Charter and other fundamental principles of international law, such as respect for national sovereignty, non-interference in internal affairs, fulfillment in international obligation in real earnest is the essence of promotion of international rule of law," said Li.According to the Charter, UN Security Council resolutions constitute the integral part of international rule of law. Promotion of international rule of law requires strict implementation of the Security Council resolutions by member states, he added.

SINGAPORE, Oct. 10 (Xinhua) -- A Singapore start-up firm has devised an innovative application to allow phone users to have access to their positioning information within buildings, where traditional global positioning system has often proved inaccurate, local daily Business Times reported on Monday.The firm YFind Positioning System feels that the application can help turn Singapore into the world's first location- intelligent city.Ting See Ho, co-founder of the firm, said the application works by first verifying the GPS coordinates to identify the building the user is in, and then collecting RSSI (received signal strength information) readings off WiFi access points within the building.The information is then sent by the phone to the central positioning server for comparison against records of the radio map of the building, which is calibrated earlier by the company.Ting said the RSSI readings continually fluctuates, making it difficult to estimate a position. This is where YFind Positioning System steps in with its patent-pending probabilistic algorithms to help accurately estimated the user's indoor positions.Once the phone application determines the location, then, it is able to map a course for a shop or other destination within the building where the user wants to go."You can think of it as creating an 'indoor GPS' environment in the buildings where satellite signals cannot be read," Ting said.He said that more than ten organizations in Singapore have approached the company to discuss deployment and partnerships and that it has begun work on three proof-of-concepts.The company's immediate goal is to make Singapore the world's first location-intelligent city before going to other cities, he said.
