SAN DIEGO (KGTV)-- As of today, it is illegal to live in your car in the city of San Diego. This controversial law took effect right after yesterday night's City Council vote. Homeowners in many San Diego neighborhoods said it is about some regulation is enforced. But homeless advocates called it a human rights violation. 10News met with two "van-lifers," as they called themselves. One of them was 39-year-old Jason Thorwegen. He said he is a Southern California native, who has been homeless since childhood."I started being homeless at the age of 8 years old," Thorwegen said. He admitted, it has not been easy, and that he is not perfect. But he never thought he would be in trouble, while trying to stay out of trouble, inside his van. Tuesday night, San Diego City Council approved the updated the Vehicle Habitation Ordinance, after residents complained about health and safety. "People who live in my neighborhood are defecating and urinating on the street, I see it. and I live it," one lady said at the Council meeting Tuesday.RELATED: San Diego City Council passes restrictions on living in vehiclesStarting Wednesday, living in a vehicle is illegal on city streets between 9 pm and 6 am unless parked in a designated Safe Parking Zone. "It's kind of disheartening, to be honest, to see that it's not as comprehensive as it could have should have been," Teresa Smith said. Smith runs the non-profit organization, "Dreams For Change," which provides 60 safe parking spaces throughout the city. The city currently has 120 spaces, with plans to offer more this year. "Even though as much as they try to say it was not around criminalization, I do not see how it is not," Smith said.10News also spoke to "van-lifer," Maria Ennis. She plans to get the ACLU on her side, to fight that the untimely law, is a human rights violation. "If they are making more parking lots, why don't they make the parking lots first? And then try to make that law?" Ennis asked.Thorwegen said the new lots would not change his lifestyle."I have anxieties that prevent me from living inside," Thorwegen said. He said he has non-combat-related PTSD and other illnesses. That is why started "Van for a Plan."The Go-Fund-me campaign asks people to donate old vans. He then converts them to be provided to clean, homeless veterans. "We want them to do the work, and that way, they can earn the vans," Thrrwegen said. He is working on his second van now. But now with this new ordinance, he is worried his efforts will become mute."What didn't help was when people made it illegal for me to be. You know, illegal for me, to be," Thorwegen said.The city said officers would first have to be trained about the new ordinance before issuing tickets. But Smith anticipated people would likely find other ways to avoid the consequences."So one of the issues we suspect is going to start, is people will start moving right outside the city limits. Organized by District 4 City Councilmember Monica Montgomery, the goal is to find solutions to address the underlying root causes of violence and build trust between police and the communities they protect."It doesn't happen overnight," Montgomery told 10News. "It's continued understanding. It's getting in places where we're uncomfortable. It's listening to things that maybe we don't agree with all the time. Those are the things that will help us understand each other."San Diego Police Department chief David Nisleit said he's on board with the effort, specifically calling on people in communities beset by crime to come forward when they have information that could help investigators bring perpetrators to justice. Some community members are reticent to contact police. "We'll get there. There's no doubt in my mind we'll get there," Nisleit told 10News. "I'm going to focus on this as a positive step. We'll build those community partnerships. We'll work together. We're already doing that, we're just going to do it on a larger scale."Another speaker at Monday's press conference launching the initiative was Bishop Cornelius Bowser. As a former gang member himself, Bowser has tried to take a leadership goal in bridging the divide between residents and law enforcement. "I'm willing to lead the way and take those risks," Bower said. "But the struggle with me is when I try to do that, I need law enforcement to understand this and get my back. I need the community to understand this and get my back."Bowser says building relationships with both sides means walking a fine line, as the very appearance of a strong relationship with either side could encourage distrust from the other. He says the important thing is having the right people at the table having real conversations. He also believes developing trust will be a slow process. "You have to get one person at a time. You're not going to be able to go into a meeting and change 100 people in a meeting."One part of the new "Peace Movement" initiative is getting rid of gang graffiti. SAN FRANCISCO (AP) — A woman who drove off a Northern California cliff last month in an SUV carrying her wife and children was drunk, authorities said Friday.Toxicology tests found Jennifer Hart had an alcohol level of 0.102, said California Patrol Capt. Toxicology results for a third child killed are still pending, Carpenter said.Carpenter said none of the car's occupants were wearing seatbelts.Sarah and Jennifer Hart and their six adopted children were believed to be in the family's SUV when it plunged off a cliff in Mendocino County, more than 160 miles (250 kilometers) north of San Francisco.Authorities have said that data from the vehicle's software suggested the crash was deliberate, though the California Highway Patrol has not concluded why the vehicle went off an ocean overlook on a rugged part of coastline. A specialized team of accident investigators is trying to figure that out with help from the FBI, Carpenter said.Five bodies were found March 26 near the small city of Mendocino, a few days after Washington state authorities began investigating the Harts for possible child neglect, but three of their children were not immediately recovered from the scene.Two more are missing and another body has been found but not identified.The 100-foot (31-meter) drop killed the women, both 39, and their children Markis Hart, 19; Jeremiah Hart, 14; and Abigail Hart, 14. (KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. SAN DIEGO, Calif. — As we work to manage the pressure of the pandemic, a new device could take away some of the stress.San Diego State University (SDSU) engineers, biologists, mathematicians, computer scientists, and public health experts have worked together to develop a wearable device to detect early, remote detection of lung function abnormalities.“Knowing the current status of our health, I think that will give a lot of benefit," said Kee Moon, a researcher, and professor of mechanical engineering at SDSU. The size of a Band-Aid, the wearable device contains medical-grades sensors, collecting more than 4,000 data points per second. Placed on a person’s chest, it monitors heart and lung health, looking for problems in real-time.The device can detect abnormalities in the lungs before a person shows COVID-19 symptoms, alerting doctors before there’s a true emergency and hopefully preventing hospitalizations.By monitoring heart health, users can also get a better sense of their stress levels.“Understanding the level of stress you’re getting is important, as important as the other physical health monitoring," said Moon. Moon was already working on the technology before the pandemic to monitor other health conditions like asthma, COPD, sleep apnea, and lung cancer. But COVID-19 accelerated and pivoted the focus of the research.The team hopes to license the technology to a company that can produce and sell the device, likely at a price of around a few hundred dollars.“Seeing that would be a tremendous joy for me," said Moon.Moon is hopeful the wearable could be sold next year and that it will continue helping patients after the pandemic is over, delivering a sense of control in a time of such uncertainty. 1740
