BEIJING, March 25 (Xinhua) -- Local authorities in southwest China are moving to clamp down on food price hikes as the worst drought in decades shows no sign of easing.Authorities in Guiyang, capital of the poverty-stricken mountainous Guizhou province, have indicated they would step up price monitoring and crack down on price gouging.Vegetable vendors will be fined up to 100,000 yuan (14,650 U.S. dollars) if they are found involved in jacking up vegetable prices. The maximum fine for businesses is 1 million yuan.In Kunming, capital of the hardest-hit Yunnan province, the local government is monitoring food prices and supply on a daily basis. Local price control and industry and commerce authorities have launched campaigns to crack down on food hoarding and price gouging.Local governments in their neighboring regions have taken similar measures to prevent huge rises in prices of grain, edible oil, and vegetables.The dry weather has been ravaging southwest China for months, affecting 61.3 million residents and 5 million hectares of crops in Guizhou, Yunnan, Sichuan, Chongqing, and Guangxi.The worsening drought has damaged wide swathes of vegetables and sparked sharp price hikes. Many vegetable prices have more than doubled.Hou Junfa, a purchasing manager in a hotel in Nanning, capital of Guangxi, said vegetable prices continued to surge even after the Chinese Lunar New Year when prices usually fall.Wang Wenying, a wholesaler in Nanning, said that prices of onion and potato continued to rise because of output declines in Yunnan, a main vegetable producing region.The price hikes have resulted in increases in household expending.A local resident in Nanning, surnamed Yang, said he spent five yuan more on vegetables than a month ago.Some residents choose to buy cheaper vegetables to cut household expending.Amid other efforts to curb huge price rises, the local governments have also started importing vegetables from non-drought-stricken regions to increase supply.Authorities in Kunming earlier in the week bought 250 tonnes of wax gourd, pumpkin, and eggplant from other regions to ease supply shortage in local markets.Prices of grain, including the staple food rice, has recorded relatively moderate gains of about 10 percent.Some sellers, taking advantage of the lingering drought, have started increasing their rice prices in some cities.The drought has caused speculation of further inflation rises as it has damaged hundreds of millions hectares of crops and disrupted spring planting as well.But prices are expected to stabilize as grain is being sent to the drought-stricken regions. BEIJING, April 27 (Xinhua) -- The Chinese government announced Tuesday the lifting of the 20-year-old ban on entry for foreigners with HIV/AIDS, sexually transmitted diseases and leprosy.According to a statement released Tuesday by the State Council, after gaining more knowledge about the diseases, the government has realized that such ban has a very limited effect in preventing and controlling diseases in the country. It has, instead, caused inconvenience for the country when hosting various international activities.The revision comes days ahead of the opening of the Shanghai World Expo. The government temporarily lifted the ban for various large-scale events, including the 1990 Beijing Asian Games, the Fourth World Conference on Women in 1995 and the 2008 Beijing Olympics.Mao Qun'an, spokesman for the Ministry of Health, said the groundwork for the lifting of the ban began years ago. The ministry had been advocating lifting the restriction since the Beijing Olympic Games. It took a few more years only because of the necessary procedures.The two decisions altered regulations for the Border Quarantine Law and the Law on Control of the Entry and Exit of Aliens, which set down the ban in the 1980s.The previous ban was made in accordance with the "limited knowledge about HIV/AIDS and other diseases," the statement said.Zhang Beichuan, a medical professor with Qingdao University and a front-runner in advocating the rights of people living with HIV (PLWHIV), said it's the move is huge progress."Previously, China viewed HIV/AIDS as an imported disease related to a corrupted lifestyle. But now the government handles it with a public health perspective," he said.He Tiantian, a woman in her 30s living with HIV and an AIDS activist, said, "This revision shows us a silver lining, because we have been advocating for the rights of PLWHIV for years, and now we know we didn't do it in vain.""However, it still takes time to end discrimination, but the change in the government's stance will help change the public's attitude towards this group of people," she added.According to the health ministry, the estimated number of people living with HIV in China had reached 740,000 by October 2009, with deaths caused by AIDS totalling 49,845 since the first case was reported in 1985.The statement said the lifting of the ban won't bring an outbreak of disease in the country as scientific research has proved daily contact doesn't cause infection.HIV/AIDS is usually transmitted through blood, sex and from mother to infant. Leprosy is usually transmitted through skin injuries.Meanwhile, the government also narrowed the restrictive scope for mentally ill and tuberculosis patients to only "severe mental patients" and those with infectious tuberculosis.According to the statement, not all tuberculosis diseases are infectious and mental patients won't harm the country's social order and personal safety.Statistics show that currently 110 countries and regions around the world have no ban on entry for HIV/AIDS carriers. The United States and Republic of Korea both lifted the ban in January.

BEIJING, April 5 (Xinhua) -- The Communist Party of China (CPC) has set up more than 60,000 new grassroots party organizations nationwide while rectifying some 50,000 slack branches during an 18-month campaign to boost party building.The campaign of studying and implementing the Scientific Outlook on Development, launched in September 2008, has covered all the 75 million Party members in more than 370 branches across the country.The Scientific Outlook on Development, set forth by General Secretary of the CPC Central Committee and President Hu Jintao in 2003, emphasizes the well-being of the people and a comprehensive, coordinated and sustainable approach to development.Statistics show that during the campaign, more than 1.4 million items of outdated bylaws were abolished in units and departments nationwide. In addition, some 2.1 million new ones were issued and 2.5 million were amended. The bylaws cleanup covered science and technology development, environmental protection, people's livelihood, anti-corruption among other aspects.In the non-public sector, 12,000 new CPC branches were set up during the campaign, and another 24,000 are in the pipeline.
