SAN DIEGO (KGTV) — Laura Bolt’s plans for a summer abroad in Austria came to a screeching halt because of the coronavirus.“Of course I'm super disappointed that I wasn't able to go,” she said.Bolt is majoring in physics at the University of San Diego. She suddenly had an empty summer schedule.“I figured I needed to do something productive with myself, and so I started applying like crazy,” she said.Bolt landed an internship with MakeSAFE Tools, a San Diego manufacturer of devices that allow emergency stops on construction equipment in the home and in the field.Sales at the company, however, are down 60% to 70% since March.“If you're going to get a really solid intern, they've still got to do something for money, and we're not in a place that makes sense for paying interns, but we can provide really authentic experiences,” said Scott Swaaley, founder of MakeSAFE Tools.Bolt found a different way to get paid. She turned to the USD Career Center, which, through private donations, offers stipends to interns who demonstrate that they have a real learning opportunity at hand but will incur expenses.They can be granted between 0 and ,000. SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) - Local high school students who are trying to take the ACT college admissions exam say that their test dates keep getting canceled because of the pandemic. ABC10 News discovered that some frustrated students are planning to drive or fly to other cities to take the exam in time for college applications.“It's just been a very unsure time,” said Betsy Mains on Wednesday. Her daughter, Chelsea, is already feeling the stress of starting her senior year at University City High School through a remote learning program. Mains said that’s now compounded by fears associated with getting her ACT test done in time to apply for college. “These tests are required for a lot of the applications and a lot of the scholarships,” she added.“The communication's just been very poor. They've had to cancel tests. They didn't tell folks they were canceled. Their website crashed,” Michael Coleman told ABC10 News on Wednesday. His daughter, Sam, is about to be a senior at Canyon Crest Academy.She’s facing a similar challenge. Both students' families say their ACT tests have been canceled and rescheduled multiple times because of a lack of testing sites.“The first thing that I could find that was remotely possible for her was in December here in San Diego. That’s problematic because the college application process starts before then,” said Coleman. He told ABC10 News that parents have been looking for test sites in other cities.“I started putting in different zip codes to see if I could find something somewhere else. I eventually did get one in San Bernardino,” said Mains. “I found something in the Magic Mountain area a little sooner than December,” added Coleman.On Wednesday, the ACT sent ABC10 News the following information:Summer testing:In general, COVID-19 severely impacted testing centers’ capacity for spring and summer test dates. We rescheduled our planned April test date to June, and due to the demand and adherence to local and public health guidelines and social distancing requirements, the June and July test dates operated at limited capacity (i.e. limited seats for test-takers). Our teams performed a massive manual outreach campaign to thousands of test site administrators to better understand which sites were open and prepared to administer the test in a COVID-19 environment in line with local public health guidelines, knowing that conditions could change quickly in certain locations where the virus was surging.Our top priority is to provide testing opportunities for all who wish to pursue a path to college and career. We were able to provide makeup tests in certain locations for those impacted by last-minute cancellations and have added additional test dates [leadershipblog.act.org] to our regular national testing schedule this fall. COVID-19 has created many challenges for large-scale testing.We’re working to accommodate the demand and serve our customers, while acknowledging that seat and site capacity is subject to change, due to the changing nature of COVID-19. We’re in the process of adding additional seats to MyACT and encourage students to check back this week as seats in sites across the nation are added.MyACTWe know students are in need of scores and we are working hard to accommodate the extreme demand for seats in this unknown environment.
