SAN DIEGO (CNS) - State data has landed San Diego County in the most restrictive tier of the state's COVID-19 reopening plan, meaning nonessential businesses have two days to prepare for the regression.Dr. Wilma Wooten, the county's public health officer, said the restrictions associated with the purple tier will go into place just after midnight Friday."These are the results of our individual actions and behaviors that assign us to a tier," she said.Many nonessential businesses will be required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms. Amusement parks, and live audience sporting events are closed. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers will be able to remain open with 25% of the building's capacity. No food courts will be permitted.Schools will be able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. San Diego County Supervisor Nathan Fletcher said Tuesday that 11 counties in California were preparing to move to more restrictive tiers. He said it was likely cases would continue to increase for weeks, even after the purple tier restrictions."Slowing the spread of COVID is like turning an aircraft carrier, it's not a jet ski," he said.Fletcher also announced the county would give 40,000 masks to law enforcement officers and encouraged law enforcement agencies throughout the county to step up enforcement.The county's demotion from the less-restrictive red tier is the result of two weeks of case rates that exceeded the threshold of 7 per 100,000 residents. In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.State officials reported Tuesday that San Diego County had an unadjusted new daily coronavirus case rate of 10.0 per 100,000. The adjusted case rate dropped to 8.9 per 100,000. "I commend the leadership there, up and down from their board to the number of people in their public health department and throughout the county who are really going to tremendous effort to not just keep things open but first and foremost to pay attention to transmission, to recognize that this is a serious and, you know, deadly situation for many and we want to do what we can to reduce transmission."According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.Even as the number of cases continues to climb, the testing positivity rate for the region continues a decline. From last week's data, it dropped to 2.6%, a 0.8% decline. It still remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.3% to 6.5% and remained in the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.The state data reflect the previous week's case numbers to determine where counties stand.San Diego County health officials reported 483 new COVID-19 infections and seven deaths Tuesday, raising the region's total to 61,053 cases and 915 deaths.Of the tests reported Tuesday, 5% returned positive, raising the 14- day rolling average of positive tests to 3.5%.Of the total number of cases in the county, 4,084 -- or 6.7% -- have required hospitalization and 944 patients -- or 1.5% of all cases -- had to be admitted to an intensive care unit.Five new community outbreaks were reported Tuesday, one each in a restaurant/bar, grocery setting, retail setting, TK-12 school and a business setting. Over the previous seven days, 39 community outbreaks were confirmed. SAN DIEGO (CNS) - San Diego Superior Court officials warned the public Thursday about a scam targeting the Hispanic community in which a scammer reportedly threatens to arrest people unless they pay for items they never ordered.According to court officials, a woman recently showed up at court looking for a fictional courtroom number. She had been told there would be a hearing on her refusal to pay for items the scammer said she purchased.The woman was told to either pay ,500 or be taken to court. When she came to the courthouse, the woman discovered there was no such case and the threat was a scam.When court staff dialed the phone number provided to the potential victim, the person who answered said she would only speak in Spanish.Superior Court officials are now warning vulnerable non-English speakers about the scam."It appears these scammers are targeting members of the community they believe won't go to authorities or show up at a courthouse," said Executive Officer Michael Roddy. "It appears they believe they can just take the money and no one will report them."These scams happen every year; sometimes they tell people there are charges for failing to show up for jury services or charges for clearing up arrest warrants; this time it's charges for not paying for ordered items," Roddy said. "Once again, we want the public to know the court or law enforcement will not call you with this type of issue and court will never, ever demand cash as the way to make charges go away."The public is told to simply hang up or contact law enforcement if the scammer gets aggressive. 1604

SAN DIEGO (CNS) - Police searched Thursday for a hit-and-run driver who ran a red light at a Mission Valley intersection and slammed into another car, seriously injuring it's 60-year-old driver.The crash was reported shortly before 5:30 p.m. Wednesday at the intersection of Friars and Frazee roads, San Diego police Officer Robert Heims said.A 60-year-old woman was driving a 2007 Lexus sedan southbound on Frazee Road when a man driving a blue Ford pickup truck westbound on Friars Road ran a red light at Frazee and crashed into the driver's side of the Lexus, Heims said.The pickup driver kept driving, then pulled over a short distance away before he got out and ran away, the officer said. SAN DIEGO (CNS) - Southwestern College President and Superintendent Kindred Murillo will retire at the end of this academic year after serving 24 years in the California Community College System, the college confirmed Wednesday.Beginning as an adjunct faculty member at Desert Community College District, Murillo has served in various roles. She spent 11 years as a chief business official and served her last nine years in the system as a college president, first at Lake Tahoe Community College District, and then at Southwestern College for more than four years."It is the commitment faculty, classified professionals and administrators have had to the success and achievement of our students that has made my career so rewarding," Murillo said. "Southwestern College has been the most remarkable community college I have had the privilege of serving during my entire academic career. We have worked together to establish a path of transformation for our students and our community."Murillo guided the college's accreditation status from warning to reaffirmation within her first year. According to a college statement, she also tackled a backlog of personnel investigations and complaints, increasing accountability at the district.Early in her tenure, she formed an Advisory Task Force on Inclusion & Race Relations that was intended to acknowledge a history of racism and inequity by design and to "develop transformative interventions designed to strengthen, enhance and support culture change," a college document said.Governing Board President Nora Vargas credits Murillo's commitment for positioning Southwestern College as a model of equity in the California Community College System."Murillo's transformative changes would have taken any other leader a decade to accomplish," Vargas said. "The work she has done will continue to benefit our students and our community for years to come. All league, local and state health and wellness protocols were being followed, the league reported.USL Championship also postponed Wednesday's Republic FC-Orange County SC game scheduled for Sacramento after the league was notified of a positive COVID-19 test result from a "previous opponent."Republic FC lost to LA Galaxy II, 1-0, last Saturday.USL Championship announced on Thursday that 11 "covered persons" with LA Galaxy II had tested positive in testing conducted Tuesday.USL health and safety protocols require all covered persons to undergo weekly testing.
