SAN DIEGO (KGTV) — Ridership of dockless scooters and bikes has dropped off dramatically since the summer.New data from the city says 222,076 people rode the vehicles in the two week period ending Oct. 15. That was down from 441,830 rides from July 15 to July 30. "When I first started they were littered everywhere," said Kelly Callaghan, who rides scooters in Pacific Beach. "It's pretty insane how the change happened like this."On Monday, only a handful of people could be spotted riding dockless scooters in some of San Diego's most traveled areas, including downtown and the Mission Beach and Pacific Beach boardwalks. The change could be due to more than just the summer being over.In July, the city instituted new rules that — among other things — required scooter operators to use geofencing technology to reduce speeds on the waterfront and boardwalks to 3 miles per hour. Additionally, police have issued 383 citations and the city has impounded 3,733 devices. So far, two operators have pulled out, and a city hearing office may revoke Lime's permit within the next 30 days. In a statement, Lime said it hopes to continue operating in San Diego“We’re proud of our partnership with the City of San Diego and we believe the evidence presented demonstrates that Lime is the most compliant scooter operator in the city," the company said. "We look forward to addressing all concerns, proving our compliance, and continuing to serve the San Diego community.”On Monday, the City Council approved a response to a grand jury report that said in part the city should increase scooter enforcement. SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer issued a warning to motorized scooter and bike companies, tweeting a letter Friday night. In part it reads, "ongoing violations will result in revocation of your permit to operate within the City, or will serve as justification for not renewing your permit when it expires in six months... It is your responsibility to proactively move your devices within three hours... or it will be impounded."The companies could face an impounding fee of per device.Several riders told 10News they had no idea what the rules for riding and parking scooters were. They didn't know about the 300 freshly painted corrals around San Diego streets.Other infractions include riding on the sidewalk, riding two at a time, ignoring the rules of the road and dumping or parking scooters on the sidewalk."We enjoyed it but I got pulled over by two police officers, they said read the signs there were no signs anywhere," Rider Melissa Sherman said in frustration.The only sign you can see is the painted warning on the foot of the scooters, reading 'do not ride on sidewalk.'"You see them laying all over the ground, wherever, people don't want to take the responsibility of them so it is what it is, everybody has to abide by the rules. you know? SAN DIEGO (KGTV) - San Diego is celebrating 250 years of history in 2019 with special events planned to commemorate the anniversary. Mayor Kevin Faulconer announced efforts for the San Diego 250 initiative Tuesday at a news conference. The San Diego region has been Kumeyaay territory for thousands of years, but the San Diego we know today began on July 16, 1769, city officials said. “This year we mark a tremendous milestone – 250 years of history, culture and achievement,” Mayor Faulconer said. “San Diego is the place where California began, and we will reflect on our past, commemorate this moment in time and look forward to building a better future for all San Diegans in the next 250 years. I want to thank the many dedicated individuals and organizations that have come together to help celebrate this important anniversary and create opportunities to learn more about our history and heritage as a city and region.” A group of civic leaders, organizations, community volunteers has met biweekly to plan key events. Kumeyaay representatives have also contributed to the group’s discussions about an accurate historical representation of their history. SAN DIEGO (KGTV) - Ross Rock, or as locals prefer "The Rock," has had its share of headgear.The lone rock just off the coast from Sunset Cliffs Boulevard has been the target of vandals in the past and has again been crowned, this time by a mermaid.It's not clear how the mermaid was installed on top of the rock. Placing objects on the Ross Rock has almost become a ritual.In 2006, a large pterodactyl had sat atop the rock before being washed away. A peace sign, the numbers "2010" — local graduates, perhaps? — a Christmas tree, a tiki head, and at one point, a toilet with a Raiders fan wedged inside have all been found taking refuge from the waves below.It remains unclear who makes the objects or how they have installed them in the past.Time and again, however, Mother Nature or possibly another vandal has removed what's been placed. 1359

SAN DIEGO (KGTV) - San Diego Police officers were forced to abandon a pursuit Tuesday after learning a child was in the suspect's vehicle.The pursuit began after the suspect rear-ended an SDPD vehicle along 17th Street downtown around 1 p.m., according to police. The officer in the vehicle hit was fine.Police pursued the driver but terminated the pursuit after learning a child was in the car.SDPD ran the suspect's plates and found the vehicle was also stolen. During the pursuit, the suspect's vehicle collided with at least one other vehicle - losing the front right tire.No injuries were reported.The vehicle was abandoned in the 1300 block of Angelus Ave. in Lemon Grove. Police have yet to locate the suspect.The owner of the vehicle told 10News the car was stolen from Lakeside two days ago. He said he and his 12-year-old son worked on the vehicle as a project together. 943
