SAN DIEGO (KGTV) — For many San Diego children, having a bed is a luxury. Instead, they sleep on couches, with siblings, or even the floor.When 13-year-old Lilia Montiel learned about the problem, she wanted to help fix it. Montiel's dad is a speech and language pathologist who works at several schools, including Empower Charter School. While working there one day, he learned his student had suffered rat bites due to sleeping on the floor.“That really struck a chord in my heart and made me really sad," remembers Lilia. SAN DIEGO (KGTV) -- Dozens of workers are racing to finish construction of the San Diego Zoo Safari Park's newest exhibit, "Walkabout Australia".It is scheduled to open to the public Friday, May 25. Monday, 10News was the first station invited for a behind-the-scenes tour. The various habitats are meant to reflect the deserts, plains, and rainforests of Australia.But the heart of the exhibit is a large open area in which 20 kangaroos and wallaby will be able to roam free with Safari Park guests."I think that the public will feel like there's virtually no barriers almost on the walkway going up and when they get inside. They're just going to have so much fun," said San Diego Zoo architect Robyn Badger.Zookeepers have been working with the animals before the exhibit opens, getting them comfortable with their new habitat and with being around humans.The kangaroos and wallaby are likely to approach guests on the path. If it happens, guests are asked to stay calm and avoid harassing the animals.While people are not encouraged to reach out to touch the animals first, if the animals make contact, it is okay to gently pet them."If you're calm and you're respectful of those animals, they're absolutely going to want to come and see what you're up to," said Animal Care Manager Steve Metzler.Other animals at Walkabout Australia include tree kangaroos, magpie geese, and cassowary. 1398

SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. SAN DIEGO (KGTV) - Friday, the American Psychoanalytic Association (APsaA) issued an apology to the LGBTQ community for recognizing homosexuality as a mental disorder for decades.The apology comes during pride month and on the 50th anniversary of the Stonewall uprising in New York City.“Regrettably some of that era’s understanding of homosexuality and gender identity can be attributed to the American psychoanalytic establishment,” said APsaA president, Dr. Lee Jaffe in a statement. “It is long past time to recognize and apologize for our role in the discrimination and trauma caused by our profession.”At the kick off of APsaA’s 109th Annual Meeting at the San Diego Intercontinental Hotel, Jaffe spoke to a room filled with psychoanalysts saying in part, “For many years we viewed homosexuality as an illness, and we denied opportunities for learning in our training programs to LGBTQ professionals unless they concealed their sexuality. Our views led to discrimination both internally and in society at large.”Over the last several decades, APsaA has pushed for LGBTQ equality, even becoming the first major mental health organization to support marriage equality. The group has also lobbied to end conversion therapy and to lift the transgender military ban.“While APsaA is now proud to be advocating for sexual and gender diversity, we all know that hearing the words ‘we are sorry’ is important to healing past trauma,” said Jaffe.Dr. Justin Shubert who is co-chair on APsaA’s Committee on Gender and Sexuality was in attendance of the annual meeting and says he hopes the words Friday are a step in the right direction.“It’s just a few words but they really mean a lot I think,” said Shubert. "I feel that this is a statement that where we’re saying not only we’re sorry, but we welcome LGBT people to treatment and now the focus is just about helping people feel authentic about who they are." 1914

Credit cards, students loans, and car payments are some of the biggest drivers.Vista resident Amanda Williams felt the pain of debt back in 2014. She and her now husband Josh were facing over 3,000."I got mad and said I had enough, I hit my breaking point and had to do something," Amanda said.This was around the time she earned her Bachelor of Arts and was working for an IT company making around an hour.
