"We don't want them patrolling, we don't want them supervising, we don't want them to have any authority over people. We're all human beings and we want to be treated as such."But new Police Chief David Nisleit says the program never went into effect. He told reporters Friday that the email went out by mistake and was retracted within days."I can tell you right now this program was never authorized. Nor was it ever implemented," he said. SAN DIEGO (KGTV) - Point Loma families fighting to preserve a makeshift bike track are up against another setback.The land is owned by the San Diego Housing Commission, which recently hired an independent firm to do a feasibility study of the property. The firm looked at traffic, environmental factors, and the impact on schools; ultimately concluding it's feasible to build on the site. "Definitely heartbroken, this is such a special spot for our community," said Darren Miller, who often brings his boys to ride on the track. But Rick Gentry, President and CEO of the San Diego Housing Commission, says it's their job to create as much affordable housing in the city as possible. There are currently 80,000 people waiting for a Section 8 Housing Voucher. "The neighbors don't like to see the neighborhoods change, but change is going to happen, growth is going to occur. San Diego now is not producing enough housing to keep up with the rate of growth of the population," said Gentry. Miller and other neighbors have serious concerns about building on the land. "I don't know if they're necessarily opposed to affordable housing, I think they're just opposed to more development in an area that's already over-developed. In addition to just being an open space, it's a wetland," said Miller. The Housing Commission will be seeking developers for the project. SAN DIEGO (KGTV) — North County residents have banded together to help a woman who was living in her van with hundreds of pet rats and nowhere to turn.Locals were first alerted to the woman's situation outside a Del Mar convenience store, where she works. Carla was recently living in her van with two pet rats after becoming homeless, neighbor Kimberly Jackson told 10News reporter Rachel Bianco. The two rats had babies and the situation grew out of hand. The rodents eventually totaled more than 300. The animals chewed through the wiring of the van, rendering it inoperable."Everywhere, there was not one place in the van where they had not gotten into, the wiring, the engine, they came and went from the engine area," San Diego Humane Society officer Danee Cook said. "She was extremely helpful during the entire process as well. She did love her pets, she just let it get out of hand and she became overwhelmed."Video of the rats scurrying across the van's dashboard surfaced on NextDoor, catching the attention of neighbors like Jackson. "She said, "are you here to ridicule me, like everybody else," Jackson told 10News. "I saw what was going on in there, and said, 'how can we help you?' There were like 300 rats in that van." That's when Jackson and other neighbors stepped in, helping Carla tow her van from the parking lot. The San Diego Humane Society then removed the rats, which are healthy and now up for adoption.The acts of kindness have gone even further to help Carla. Neighbors set up a GoFundMe account that has raised nearly ,000 for Carla. Another neighbor donated a car. They're also helping connect her to homelessness resources and housing."She's just a gentle, gentle person, nobody knew she was homeless," Jackson said. "She's contributing to society and she fell on hard times. Everybody can use a little help now and then." 1865

SAN DIEGO (KGTV) -- Police are investigating a fatal officer-involved shooting in San Diego's Southcrest neighborhood. The shooting happened on 40th Street near National Avenue around 5:13 p.m., according to Captain Tom Underwood with the San Diego Police Department. In an evening update, Underwood confirmed that the suspect of a machete attack died at the hospital. Wednesday night's events started earlier in the afternoon on Boston Avenue, where police responded to several 911 calls for the machete attack. The suspect, identified Thursday as 48-year-old Vaughn Harrison Denham, wielding the machete is said to have known the man he attacked. 10News spoke to a man who lives at the home where the attack happened. He said the attacker is his sister's boyfriend. He said the boyfriend came over to the house and got into an argument with a family friend over a dog chain. The boyfriend then grabbed a machete and began striking the victim over the head, then to the rest of his body. That man was taken to the hospital with non-life-threatening injuries, according to police.Shortly after the machete attack, Denham was pointed out to police by witnesses.Denham had a three to four-foot metal chain in his hands when an officer approached, which he then began to swing at the officer, police said. The officer backed up, according to witnesses, telling Denham to drop the chain. When he failed to comply the officer used a taser, but it was ineffective and Denham continued to approach. At this point the officer fired his weapon at Denham, hitting him at least once. "The suspect then fought police, who tried to take him into custody," Underwood said. "He was ultimately taken into custody (and) immediately transported to the hospital, where unfortunately he did not survive his wounds and was pronounced dead at the hospital."Those who know Denham told 10News he is usually a nice person, but he had been acting up lately. Neighbors said they saw him swinging around a bat a day before the attack. SAN DIEGO (KGTV) — President Trump wants to restart the U.S. economy by April 12, but multiple economists, governors and health officials are expressing skepticism about that date amid efforts to flatten the curve of coronavirus infections.Still, the longer the shutdown lasts, the harder it will be for businesses to get up and running, economists say. Alan Gin, an economist at the University of San Diego, said if this lasts through April, it should be survivable for many businesses. However, anything beyond that could render reopening less likely."Some businesses are not going to be able to hang on, even with the help that is coming from the federal government, so they will end up closing for good," Gin said. San Diego's economy is hurting as thousands of restaurant, retail and hotel workers are laid off amid the coronavirus restrictions. Meanwhile, the people who are working from home have very few places to spend their money. Jessie Medina, who opened the Femx Quarter co-working and event center in Mission Hills in November, said her business is out ,000 and she had to put two new hires on hold.
