SAN DIEGO (KGTV) - A San Diego police cruiser struck a man that officers were trying to arrest, police said Monday.The incident happened at around 4:15 a.m. in the 4000 block of Winona Avenue in the City Heights area.Police said officers tried to stop a man riding a bicycle without a light, but he rode away.An officer got out of his squad car without putting it in park, and the vehicle rolled and tapped the bicyclist, police said.The bicyclist was taken to the hospital for an evaluation and later released to police custody. 537

SAN DIEGO (KGTV) — A woman was left laying in a gutter with a broken pelvis in Pacific Beach after a vehicle hit her and fled the scene Friday.San Diego Police say the 27-year-old woman was walking in the area of 4300 Ingraham St. at about 11:30 p.m. when a vehicle traveling northbound hit her. SAN DIEGO (KGTV) – A year-long construction project to improve State Route 163 hit a milestone Tuesday morning with the completion of work on Friars and Frazee Roads.Crews arrived early in the morning, finishing up last minute preps before the big reveal. One noticeably new addition are signal lights put in place to help regulate the flow of traffic.The city also made improvements, like adding lanes on Friars Road. There are four lanes going east and four lanes going west. Changes to the on and off ramps from the 163 onto Friars Road may reduce the confusion and congestion caused by the old traffic pattern. Crews also added sidewalks and clearly-marked bike lanes. “We can separate and have a path for all modes of traffic including foot and bike traffic. So, it will be safer for everyone using Friars Road. SAN DIEGO (KGTV) -- A state review board will decide Tuesday whether to grant parole to a former skateboarding star from Carlsbad who has spent nearly three decades behind bars for a brutal rape and murder.Mark “Gator” Rogowski was a world champion skateboarder in the 1980’s who drew comparisons to Tony Hawk. He parlayed his fame into endorsements and promotional videos until he entered a guilty plea to the 1991 rape and murder of Jessica Bergsten, whose body was found buried in the desert.“This was a horrific, heinous, monstrous crime by an individual who really doesn’t want to admit that he took out transferred rage on another innocent individual,” said Deputy District Attorney Richard Sachs, who will represent the state at Tuesday’s hearing.Rogowski was denied parole in 2011 and 2016, but his case was granted another review ahead of schedule, Sachs said. The parole board will determine if Rogowski remains a threat to the community based on a psychological assessment and other factors.In a promotional video by the prison rehabilitation non-profit Getting Out by Going In (GOGI), Rogowski said he’s taken accountability for the crime and found a higher power.“My identity as a man was skewed. I thought what it meant to be a man was to be a womanizer, to have a lot of relationships,” he said.In 1991, the former skateboarding celebrity invited Bergsten to his Carlsbad apartment. When she screamed for help, Rogowski covered her with a surfboard bag and strangled her through it. SAN DIEGO (KGTV) — A woman involved in a fiery multi-vehicle crash in the College Area on Wednesday died several hours after being taken to the hospital.Casey Diane Hargis, 22, was pronounced dead at UCSD Medical Center on Thursday morning, after a vehicle slammed into the Ford Fusion she was in as it was stopped at an intersection the night before.Hargis and the driver, a 22-year-old woman, were both taken to the hospital suffering from second- and third-degree burns on more than 70% of their bodies, along with internal bleeding.RELATED: Several hurt in multi-vehicle crash at College Area intersectionHargis died of vascular injuries from pelvic fractures, according to the county medical examiner's report.The condition of the driver has not been officially released.Wednesday, a 63-year-old man was driving in his Mercedes when he suffered an unknown medical issue and slammed into the back of the Ford that Hargis was traveling in at 70th Street and El Cajon Blvd.The force of the crash pushed both vehicles into the opposite lanes of El Cajon Blvd, where they were struck by three other vehicles, causing the Ford to ignite and leaving the women trapped inside before witnesses could pull them from the vehicle.The Mercedes driver was taken to the hospital for treatment, but his condition wasn't immediately released. The other drivers involved were taken to the hospital for minor injuries. 1412
