SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. Our 10News Breaking News Tracker recorded the driver stumbling during his field sobriety test. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) - Near Crystal Pier, an unusual sight greeted residents and beach visitors in North Pacific Beach: a multi-million dollar home spray-painted with graffiti. Feet from Palisades Park is an impressive home, perched on a bluff and boasting a pristine view. That home is now adorned with something not so pristine."Not good. It's an eyesore for the area. Spoils the whole look for the area," said Nick Tulip, a tourist from England.Neighbors say the large tagging appeared on the home over the weekend. "This kind of stuff I've never seen before, so I hope it won't be trending," said Elise Bernier, who lives in the area.Just to the south, along other parts of the shore, the sight of graffiti is more common, especially as school lets out for the summer. Neighbors in North Pacific beach are concerned that could be headed in their direction."It's an early sign of what's to come," said Ron Calkins, a retired firefighter who has seen tagging escalate in other areas."Other people are going to cross it off and put their own tags up. It turns into a stupid turf war between people that don't even live here ... just going to get worse unless there is more enforcement," said Calkins.The possibility that there is more to come is an uneasy feeling in an area known for tranquility."Totally disrupts the beauty of what's going on," said Bernier. 1365

SAN DIEGO (KGTV) -- More than 24,000 people were left without power due to an unplanned outage in San Diego Tuesday afternoon. The power outage was reported around noon and affected 24,067 people throughout San Diego. As of 7 p.m., the San Diego Gas and Electric outage map showed 3,352 customers without power. Neighborhoods affected include: City Heights, Chollas Creek, Oak Park, Kensington, Talmadge, W State College, Rolando, E State College and La Mesa. San Diego Unified said several schools in the Rolando and College areas are without power. SAN DIEGO (KGTV) - More than 700 underclassmen moved into dorms at San Diego State University Thursday, and a new report says a growing number of them are from out of state.A new analysis by USA Today says 78 percent of SDSU's incoming freshman were from California students in 2017. That compares to 88 percent in 2012. Out-of-state students pay an extra ,880 in tuition each year. "The cost is definitely a part of it, but, just, Florida isn't as appealing. Too hot, too humid," said Jackson Noye, an incoming freshman from Jacksonville. "Nothing can really beat San Diego."The University called the study "a bit misleading." In a statement, it said enrollment for in-state and out-of-state students is increasing, and that any suggestion it is prioritizing out-of-state students is untrue. "The number of students SDSU can admit and teach, as defined by the resident target enrollments, is contingent upon the amount of state funding allocated," the statement read in part. "SDSU is given an enrollment target for in-state students every year, and the state only provides funding to teach the targeted number of students. For that reason, SDSU currently enrolls the number of students funded."While freshman admission may be getting more competitive, many times students have a better chance of getting in to their top choice as a transfer. "The most selective public four-year universities often have higher acceptance rates for transfer applicants than first-year applicants," said Craig Meister, an admissions consultant. Rob Franek, editor and chief of the Princeton Review, said in addition to having solid test scores and a high GPA, students can set themselves apart by showing their desire to go to their top choice. In other words, get in touch with admissions counselors and attend university events. Franek said many of those interactions can be tracked by universities over time. 1906

SAN DIEGO (KGTV) -- Now that Moderna’s COVID-19 vaccine has received approval from the Food and Drug Administration, San Diego County is one step closer to getting more people vaccinated.Moderna says its vaccine is safe and 94% effective. It will come in two doses taken 28 days apart.This week, there are two county hospitals that are expecting shipments of Moderna's vaccine. According to hospitals officials, the first shipment will arrive at Rady Children’s Hospital on Monday. It's unclear how many doses of the vaccine the hospital will receive.UC San Diego is also scheduled to receive their Moderna COVID-19 shipment this week.Gov. Gavin Newsom announced on Twitter that California is expecting 672,000 doses of the Moderna vaccine. It’s still unclear how many of those will be given to San Diego.By the end of the week and with two vaccines available, the federal government expects there will be 7.9 million doses delivered to more than 3,700 locations across the country.The distribution of the Moderna vaccine comes as the Centers for Diease Control and Prevention releases new recommendations about who should get the vaccine next. The CDC says frontline essential workers and adults ages 75 and older should be the priority in the next round.The agency describes essential workers as firefighters, police, teachers, and school staff. Those working in food and agricultural sectors, as well as U.S. Postal Service employees, public transit workers, and grocery store workers would be in that category.San Diego County has not said if the CDC's new recommendations will have any impact on their vaccine roll out plan.Until a wide distribution is available, the governor asks people to stay at home and wear a mask. 1734
