Chuck Schumer plans to propose legislation decriminalizing marijuana, Vice News reported Thursday."I'll be introducing legislation to decriminalize marijuana at the federal level from one end of the country to the other," the New York Democrat told Vice News. "The legislation is long overdue."Schumer, the Senate minority leader, told Vice that he had "seen too many people's lives ruined because they had small amounts of marijuana and served time in jail much too long."He added that it was "the right thing to do."According to Vice News, the legislation will be introduced in the next week, and it will include taking marijuana off the Drug Enforcement Administration's controlled substance list.Schumer also told Vice News the legislation will "maintain federal authority to regulate marijuana advertising in the same way it does alcohol and tobacco." 874

SANTEE, Calif. (KGTV) -- A Santee business is empowering veterans to help heal themselves and become independent with yoga.The veterans behind the program say it’s a union of mind and body that can also lead to a paycheck. The business is called Hot Yoga and it’s located in Santee.The business was opened two years ago by Marine veteran John Szczepanowski. John is a combat veteran whose service spans decades including the Persian Gulf in 1989 and later in Iraq and Afghanistan.John retired from the military in 2014 and discovered yoga a year later thanks to a friend. John dove in and became certified as a yoga instructor.The practice was something he wanted to share with others, specifically infantry men and women and Navy corpsman who serve on the front lines.10News was able to capture a day of classes in which 1o active-duty military members took part.Those in attendance had the opportunity not only to see how it feels, but to explore a skill they may use to support themselves.John says if they choose, the veterans can apply for what he is calling a “Warrior Yoga Scholarship” which will provide them with tuition if they choose to become a certified yoga instructor.For more information click here.  1229

SANTEE — A group of Santee residents trying to gather enough signatures to force a public vote on the recently approved Fanita Ranch development say they are facing intimidation from the developer.Meanwhile, the developer says the signature gatherers are the ones acting unethically.The Santee group, called Preserve Wild Santee, has until election day to gather signatures from 3,500 registered city voters to force the Santee City Council to either rescind approval of the development, or send it to a public vote.On Sept. 23, the council voted 4-1 to approve the project, which calls for roughly 3,000 new homes, 80,000 square-feet of retail space, a school, a farm and public trails. Proponents say the project would provide homes to help with the county's severe housing crisis, while opponents say it would create too much traffic and increase wildfire danger.The homes would start in the 0,000s and could be available as soon as mid-2022."We're for reasonable growth and in the right places and in the right locations, not in an extreme fire hazard location," said Santee resident Janet Garvin, one of the signature gatherers.Garvin said, however, that people who come to sign the forms are being heckled by a project supportes, funded by developer HomeFed. On Monday, Santee Councilman Stephen Houlahan, the lone no-vote on the project, confronted HomeFed's workers on camera at a strip mall."It seemed like a very, very strong coincidence that there was two women volunteering here, and they were surrounded by three men in a very intimidating posture," he said.Houlahan also said the HomeFed workers have also promised to follow signature gatherers across Santee to try to stop them from getting more supporters.But Jeff O'Connor, vice president of HomeFed, stood by the workers. He said they have been respectful, and are there to correct misinformation he says the signature gatherers about the project - namely about the improvements promised to Highway 52, and when it comes to tax increases. While there could be a Melo Roos fee on homeowners, O'Connor said there will be no tax increase on the general Santee population."They're being professional, they're getting the facts out, they're being courteous," he said. SANTEE, Calif. (KGTV)— A Santee family is praying for recovery and justice, as their mother remains on life-support. She was the victim of a hit-and-run crash Wednesday night. 10News spoke to Richard Johnson. His mother Julie Johnson and sister in law, Jayme Morton-Johnson were the victims of the hit-and-run.According to Richard Johnson, Wednesday at around 8 pm, they heard a commotion outside their home. Johnson said Julie ran outside and saw a neighbor boy getting beaten by three teenage boys.  Julie's other son, Robert, who is also Jayme's husband, says he was making dinner when his mother called him outside because of the altercation.  Robert stepped in to help break up the fight. They, and a neighbor, were able to put an end to it, but the teens ran into the car. “(Julie) always had a heart out for people are hurt or hears somebody in need, she acts right away, and that’s what she did," Richard Johnson said of his mother. As the suspects made their get-away, they sped onto the curb, hit the women, and flung them onto the street. “Jayme rolled off the side of the car with little injury," Johnson said. "And my mom flew off the car, and the impact was deadly. “Jayme was released from the hospital Thursday."The only thing I recall is seeing that drivers eyes and him hitting us and that’s when we grabbed each other, and by no means do I see it being an accident," she said.Jayme is expected to make a full recovery. Julie Johnson was not so lucky. The impact sent her flying 40 feet. Her brain is now non-responsive. An oxygen machine is the only thing keeping her alive. San Diego County Sheriffs Department said within two hours, they found the get-away car at Sonrise Community Church just two miles south of the crash. The owner of the vehicle then turned in one of the passengers, a 16-year-old boy, who was booked into juvenile hall for Felony hit-and-run. The two other teens have not been arrested. "I just want them to turn themselves in and give justice to my mother in law," Jayme said.“An irresponsible decision can end somebody’s life," Johnson said. While Johnson and his family wait for an arrest, they also pray. They said that is the only thing that may save their matriarch."The only thing they can do is hope from God that she will come back," Johnson said. "I’ve been praying that he’ll give her a chance.
