SAN DIEGO (KGTV) — Cold, windy, and rainy conditions have prompted the San Diego Housing Commission to activate inclement weather shelters this New Year’s Eve. The commission activates the Inclement Weather Shelter Program when temperatures drop below 50 degrees, the chance of rain is higher than 40 percent or in the case of sustained high winds. The program is a partnership between the commission, the city of San Diego, Father Joe's and Connections Housing. The commission also funds the program. Father Joe’s Villages tells 10News they can take in an additional 170 people this New Year's Eve, including children.They will convert two dining halls into temporary shelters, filling them with cots. “When you’re out there in the rain and you get wet and then this cold air, you feel a chill in your bones, that’s what those on the streets experience,” said Deacon Jim Vargas, President and CEO of Father Joe’s Villages. Homeless individuals will be given meals as well as dry clothes when they leave. SAN DIEGO (CNS) - A former Mira Mesa dentist who bilked insurance companies out of hundreds of thousands of dollars by submitting claims for procedures she never performed, including hundreds of supposed root canals, has been sentenced to six years in state prison, the San Diego County District Attorney's Office announced today.April Rose Ambrosio, 59, pleaded guilty to three counts of insurance fraud earlier this year for fraudulently billing insurance companies for 6,700, for which she received more than 0,000 from 10 insurance companies, according to prosecutors.The DA's Office said Ambrosio falsely claimed she performed 800 root canals on 100 patients, despite not having specialized training as an endodontist to perform such procedures.Ambrosio was sentenced earlier this month, and in addition to a six- year prison term, was ordered to pay 5,633 in restitution. Her license to practice dentistry was also suspended last year, a few months after she was charged.Prosecutors say the fraud occurred between 2014 and 2018. During that time, Ambrosio billed for work she said occurred on days her office was closed and billed for more than 100 root canals during a three- month period, all of which were supposedly performed for a family of four, according to the DA's Office. She also billed for root canals on teeth patients didn't have or double billed for teeth she previously said she performed root canals on, the DA's Office said.``The way this defendant bilked the system is astounding,'' District Attorney Summer Stephan said. ``Unfortunately, when insurance companies get ripped off, consumers ultimately pay the price through higher premiums.'' 1683

SAN DIEGO -- Video taken Tuesday shows people climbing on top of the border fence near Friendship Park near the Pacific Coast US/Mexico border as the migrant caravan approaches.According to a Border Patrol spokesperson, agents are keeping watch on the U.S. side of the park, but aren’t aware of anyone climbing all the way over onto the U.S. side of the beach.Border Patrol says it’s technically not legal for people to sit on the fence because it’s on U.S. soil, but no arrests are being made at this time.It’s unclear whether or not the group is with the migrant caravan.The incident comes as U.S. Customs and Border Protection announced the closure of several northbound border lanes in San Ysidro and Otay Mesa.The closures are expected to cause delays. 765

SAN DIEGO — Democratic Congressman Mike Levin appears poised to keep his seat in the House of Representatives, according a scientific poll released Tuesday.The ABC-10News Union-Tribune poll showed Levin ahead of Republican Brian Maryott 49 to 37 in the 49th Congressional District, which stretches from Del Mar into southern Orange County. Levin, a first-term Congressman, defeated Republican Diane Harkey in 2018, flipping the seat longheld by Republican Darrell Issa, who decided not to seek re-election amid changing voter demographics. "We're going to do everything we can to leave no stone unturned for the next 50 days or so to make sure that we keep the 49th this coming November," Levin said. Democrats now outnumber Republicans in the district by about 3 percent. The SurveyUSA poll shows, however, that 13 percent of Republicans surveyed said they planned to vote for Levin. Meanwhile, just 2 percent of Democrats said they'd support Maryott. "If it was 25 percent or higher I would say something's going on," said political analyst John Dadian. "(Levin's) been an incumbent for two years, his challenger is an elected official but not in a good majority of the region."Maryott said it was still early in the race and that he and his campaign are working to get their message out. "People are just really starting to tune in now. Obviously Mike has name recognition that we don't, but we're out there talking to people everyday," said Maryott. Maryott said he would continue to push a message that Levin is to the extreme left of the Democratic Party. Levin said he expects attacks like that this campaign season but stands by his record. San Diegans already pay some of the nation's highest gas taxes, and they're about to fork over even more at the pump.On Wednesday, the state will raise the per-gallon tax by 12 cents to 41.7 cents per gallon. That's on top of existing state and federal taxes drivers pay on regular gasoline. Gov. Jerry Brown and the state legislature approved the increase earlier this year to help fund state and local transportation projects. There's an interactive project map here. The new tax is supposed to generate about billion over the next 10 years. "For us just regular people, we don't have the extra money to pay for gas, especially with the commute," said La Mesa resident Anneke Crowder, who was filling up Monday. But there is one force at play that could lessen the hit from the increase. The day the tax goes up, Wednesday, is also the day that gas stations can start selling the less expensive winter blend.Marie Montgomery, a spokeswoman for the Auto Club, says that should cut the gas price about 6 cents, offsetting half the increase.Diesel drivers will be hit harder on Wednesday, when the per-gallon tax increases 20 cents, and the sales tax goes up to 13 percent. On Monday, the average gallon of regular gas cost .05 in San Diego, and Diesel .14.  1308
