Interior Department Secretary Ryan Zinke signed an order Friday morning aiming to expand access for hunters and fishers to public lands and monuments.In what is being described as an "expansive" secretarial order, Zinke's rule would ultimately allow broader access across the board to hunters and fishers on public lands managed by the Interior Department, according to the order.A section of the order also amends the national monument management plan to include or expand hunting and fishing opportunities to the "extent practicable under the law."The order cites a 2007 executive order from President George W. Bush to "facilitate the expansion and enhancement of hunting opportunities and the management of game species and their habitat." It directs agencies to to create a report and plan to streamline how best to enhance and expand access to hunting and fishing on public lands.The Interior Department oversees national parks, wildlife refuges and other federal lands.The secretarial order also aims to expand educational outreach for hunting and fishing to "under served" communities such as minorities and veterans as well as increase volunteer access to federal lands."Today's secretarial order is the latest example of how the Trump administration is actively moving to support hunting and other forms of outdoor recreation on public lands," Zinke said in a statement."Hunting and fishing is a cornerstone of the American tradition and hunters and fishers of America are the backbone of land and wildlife conservation," he said.Interior said Obama administration policies were too restrictive."Through management plans made under the previous administration, which did not appreciate access to hunting and target shooting like this administration does, access and usage has been restricted," said Interior spokeswoman Heather Swift.Zinke's rule will not have to go through a formal rule-making process.It is the second major action from Interior in the last few weeks.In August, Zinke recommended shrinking the boundaries of a handful of national monuments, but stopped short of suggesting the elimination of any federal designations following a review ordered by President Donald Trump.At Trump's direction, Zinke earlier this year launched a review of 27 national monuments, a controversial move that could undo protections for millions of acres of federal lands, as well as limits on oil and gas or other energy production. In it, the former Subway pitchman – now serving more than 15 years on charges of child porn and sexual conduct with a minor – alleges federal Judge Tanya Walton-Pratt, who sentenced him to prison, two members of the 7th Circuit Court of Appeals, an Illinois U.S. district court judge and both of his lawyers undertook a “scheme to defraud” Fogle by tricking him into pleading guilty to a false charge.READ | Full?Fogle?plea agreementIn addition to his wrongful imprisonment, Fogle claims he suffered at least million in damages. The suit asks the government to grant him threefold damages as remuneration in the sum of million.The claim – which purports to outline a sprawling RICO case involving fraudulent search warrants, bogus charges and ill-gotten advice from attorneys to agree to pay .4 million in restitution to Fogle’s juvenile victims (at least million of which Fogle had already paid prior to his sentencing) – is the latest attempt by Fogle to get out of the plea he entered in November 2015.Previous such attempts – an apparent “sovereign citizen” defense rejected in November, the demonstrably false claim that Judge Pratt was “biased” because of her two teenage daughters at the time of the sentencing (she had none), and the argument that he pleaded guilty to an “unconstitutional” charge of conspiracy –  have so far been unsuccessful. August 2020’s temperatures around the world made it the second-warmest August on record behind 2016, and the third-hottest season.Here in the Northern Hemisphere, August set a new record with a temperature departure from average of 2.14 degrees F, beating 2016’s numbers.“The most notable temperature departures from average were observed across Alaska, eastern Canada, the western contiguous U.S., Europe, northern Russia, central South America, Western Australia, eastern Antarctica, and across the North Pacific, the Bering Sea, and the Barents Sea, where temperatures were at least 2.0°C (3.6°F) above average,” NOAA scientists observed.The three-month season, June-August, surpassed the previous global record reached in both 2016 and 2019. This period is winter in the Southern Hemisphere, and they also had warmer weather than normal. Australia also had a drier than usual winter, 31 percent below average for precipitation.Globally, the ten hottest Augusts have all happened since 1998, and the five warmest have happened since 2015.Scientists believe 2020 will very likely rank in the top five warmest years on record.Also noted in the report, arctic sea ice continues to decline.
