LOS ANGELES (CNS) - As part of its stepped-up response to a surge in COVID-19 cases, California is tightening its requirements for face coverings, issuing revised rules that mandate everyone wear a mask at all times outside the home when within six feet of people from other households. The revised guidance issued Monday states that residents "must wear face coverings when they are outside the home," unless they are more than six feet away from other people.People who are outdoors but not close to anyone else do not have to wear a mask, but they must have one with them to put on in case they come within six feet of other people. The rules apply to anyone aged 2 or older, but exempt people with specific medical conditions and those who are hearing impaired or communicating with a hearing-impaired person.Other exemptions to the rule include:-- people in a car alone or with members of their own household-- people working alone in an office or room-- people who are "actively eating or drinking"-- workers who must wear respiratory protectionThe state has long called on residents to wear face coverings in public, particularly while in close contact with others. The new rules broaden previous guidance that provided recommendations on when people should wear masks. The state rule essentially mirrors the guidance in Los Angeles County, which says residents "should use a clean face covering anytime they will be in contact with other people who are not household members in public or private spaces." 1518

LOS ANGELES (AP) — California State Parks officials are trying to solve a stinky mystery: A die-off has left hundreds of fish floating in a recently restored lagoon on the tony Malibu coast.California State Parks Angeles District Superintendent Craig Sap says Monday scientists believe the Malibu Lagoon die-off, which began last Wednesday, is very likely caused by the unusually warm water temperatures. But other possibilities include elevated nutrient levels, dropping levels of dissolved oxygen or having too many fish in the lagoon.Officials are taking water samples and fish for testing.Malibu Lagoon underwent a controversial restoration project in 2013.Sap says officials improved the ecosystem by providing better oxygen levels and the number of fish in the lagoon has since increased. 801

LONDON (AP) — Oxford University says trials of a coronavirus vaccine that it is developing with pharmaceutical company AstraZeneca will resume, days after being paused due to a reported side-effect in a patient in the U.K. The university said in large trials such as this “it is expected that some participants will become unwell and every case must be carefully evaluated to ensure careful assessment of safety.” It said globally 18,000 people have received the vaccine so far. Oxford insisted that it is “committed to the safety of our participants.” Pauses in drug trials are commonplace. The Oxford-AstraZeneca vaccine is seen as one of the strongest contenders among the dozens of coronavirus vaccines being tested. 728

LOS ANGELES (AP) — Nick Cannon has apologized for "hurtful and divisive" anti-Semitic comments that led ViacomCBS to cut ties with the TV host and producer. The company's move came in response to remarks made by Cannon on a podcast in which he discussed racial bias with a former Public Enemy member, Richard Griffin. Cannon produced "Wild 'n Out," a comedy improv series for VH1, the ViacomCBS-owned cable channel. Cannon says in a series of apology tweets that he had spoken with several Jewish leaders Wednesday and was committed to better educating himself in the future. The Anti-Defamation League and Jewish leaders had demanded the apology for anti-Semitic theories expressed by Cannon.Rabbi Abraham Cooper, the Simon Wiesenthal Center’s associate dean, told The Associated Press that Cannon reached out to him Wednesday and during a telephone conversation he asked him to post the apology on Twitter.Cannon apologized in a lengthy post on Twitter."First and foremost I extend my deepest and most sincere apologies to my Jewish sisters and brothers for the hurtful and divisive words that came out of my mouth during my interview with Richard Griffin," Cannon wrote. 1181

LOS ANGELES (AP) — A series of changes in California intended to boost voter turnout and smooth the primary election led to a surge in last-minute voters and computer problems that appeared to catch elections officials by surprise. On Wednesday, there was scathing criticism for the failures, particularly in the nation's most populous county. Los Angeles County did not have enough working voting machines or check-in tools and had a shortage of poll workers. That led to wait times of two hours or more. Voting advocates say the state may have tried to do too many new things at once and warned that changes are needed before November. 646
