WENZHOU, Zhejiang, Aug. 31 (Xinhua) -- At least 246 tourists remain stranded on an island in east China's Zhejiang Province Tuesday as tropical storms and a typhoon cut off ship ferrying services Monday, local authorities said.The tourists, including six Russians and 26 students, have to stay in hotels in Nanji Island, a popular tourist destination in Wenzhou City of Zhejiang, after local transport authorities suspended ship services Monday due to strong gales triggered by two approaching tropical storms and typhoon Kompasu.Officials have said that room charges have been cut by up to 86 percent, to 40 yuan (5.9 U.S. dollars) per day, for the tourists. Also, local government workers are trying to help the Russians solve visa problems and book new flight tickets.Ship routes are expected to reopen after the wind weakens.

BEIJING, Oct. 20 (Xinhua) - China's State Council, or the Cabinet, unveiled a set of guidelines Wednesday, aiming at helping reconstruction work in landslide-hit Zhouqu County in Gansu Province.The guidelines affect taxation, finance, education and employment policies in the region which was devastated by the massive mudslide on Aug. 8.The document clarified that funds for the reconstruction would come primarily from central government subsidies.It said that priority would be given to rebuild damaged residential houses, public services, infrastructure and prevent the spreading of diseases.It specified tax reduction measures for enterprises and individuals who had organized and collected donations, and encouraged banks and financial institutions to increase loans to the mudslide-hit areas.Land required for housing, infrastructure and reconstructing public facilities will be allocated by the local government, according to the document.Local governments or universities have also been directed to financially assist Zhouqu-born college students, while high-school students in the landslide-affected areas have been exempted from paying tuition fees, the document said.A massive mudslide triggered by rainstorms slammed Zhouqu county in northwest China's Gansu Province on Aug. 8, leaving 1,472 dead, 294 missing and more than 15,000 people homeless.

BEIJING, Nov. 2 (Xinhua) -- Chinese companies' overseas investment rose 10.4 percent year on year in the first nine months even as global investment as a whole dropped sharply over the period, a senior Chinese official said Tuesday.Chinese companies invested 36.3 billion U.S. dollars overseas in the first three quarters, excluding investments in financial sectors, as other other companies, hit by the global downturn, reduced overseas investment, Zhang Xiaoqiang, vice chairman of the National Development and Reform Commission, China's top economic planning agency, said at the opening of the 2nd China Overseas Investment Fair in Beijing.China has emerged as a major source of foreign direct investment (FDI) outflows.Although global FDI outflows dropped 40 percent year on year in 2009, China's overseas investments rose 14.2 percent year on year to 47.8 billion U.S. dollars, said Zhang.By the end of 2009, more than 12,000 Chinese firms had set up 13,000 overseas enterprises in 170 countries and regions, he said.The National Development and Reform Commission approved the two-day Second China Overseas Investment Fair, which the China Industrial Overseas Development and Planning Association (CIODPA) and China Development Bank are co-hosting.Representatives of government, multinational companies, international organizations and financial institutions from more than 120 countries gathered at the trade fair to persuade Chinese investors to invest overseas.
