SAN DIEGO (CNS) - A proposal to add a fenced-in, off-leash dog park and walking trails at Fiesta Island in Mission Bay Park was vetted Thursday by the San Diego City Council's Environment Committee, which unanimously voted to send to the full council.The committee considered two options for an amendment to the Mission Bay Park Master Plan, which guides future development of the area. Either option would update Fiesta Island, a partially undeveloped area of the park, by adding new amenities and park area to the island's southwest section.The committee ultimately chose the plan dubbed "option B," which reserves much of the island's southwest area for a fenced-in, off-leash dog park and also includes parking areas and walking trails.Option A would have allocated much of the southwest area for a fenced- in, off-leash dog park but would have also included a non-motorized boat launching area along the water, a road extension, larger parking facilities and a designated swimming beach for residents.The Fiesta Island amendment to the Mission Bay Park Master Plan has been in development for roughly two years. Committee attendees, including members of the Fiesta Island Dog Owners group, overwhelmingly stated their support for option B.City Councilman Scott Sherman said his office received roughly 30 calls and more than 300 emails in support of option B, due in part of members of FIDO posting his office's contact information. City Councilwoman Vivian Moreno also expressed appreciation for the public support for option B, particularly among dog owners."I am confident that city staff will be able to find a permanent location for non-motorized personal watercraft in other locations in Mission Bay Park," Moreno said. "But I don't think we need to destroy the experience of thousands and thousands and thousands of dog owners who use Fiesta Island right now in order to do so."Option B also received support from former City Council members Donna Frye, Sherri Lightner and Lorie Zapf."It's important to preserve as much open space as possible," City Councilwoman Barbara Bry said of option B. SAN DIEGO (CNS) - Citing the potential risks of sexual and physical abuse to children, San Diego County District Attorney Summer Stephan today urged Gov. Gavin Newsom to consider allowing county school districts to make their own determinations regarding reopening in advance of a Tuesday decision that could send the county to the most restrictive tier of the state's coronavirus reopening roadmap.In a letter sent Monday to Newsom, Stephan said there has been ``a drastic increase in child predatory behavior on the internet'' with children out of school and teachers unable to ``be the eyes and ears of law enforcement'' to report suspected abuse among their students.Local reports to the Internet Crimes Against Children Task Force have tripled since schools were shuttered due to the pandemic, and that similar increases have been seen nationwide, Stephan said. Stephan also said domestic violence reports have increased since stay- at-home orders were issued, and that Rady Children's Hospital has seen an increase in ``consult cases,'' in which cases of suspected child abuse are reported by physicians.Stephan's letter was sent in advance of Newsom's Tuesday decision regarding San Diego County's COVID-19 category status, when the county could potentially slide into the ``Purple Tier,'' meaning many schools could not open for in-person learning.``When evaluating the health of our children and our community, we must consider the effects of COVID-19, but also acknowledge and weigh the other real and potentially more life-threatening threat from violence and exploitation of children,'' Stephan said.``This is the public safety lens that I sincerely hope you will consider.'' SAN DIEGO (CNS) - A short-circuit on a power line near the intersection of Interstate 805 and state Route 905 knocked out electrical service to about 1,600 nearby homes and businesses Tuesday and sparked a small brush fire. The switch malfunction on a utility pole on Hawken Drive in Otay Mesa occurred shortly before 1 p.m., according to San Diego Gas & Electric and the San Diego Fire-Rescue Department. The equipment failure sent melted materials dripping onto the ground, setting grass and other vegetation on fire, SDFRD spokeswoman Monica Munoz said. It took firefighters about 30 minutes to subdue the flames, which blackened about a half-acre of brushy terrain, Munoz said. No structural damage or injuries were reported. Utility crews expected to have power restored to the affected areas, which included pars of Nestor, Otay Mesa and San Ysidro, by early evening, SDG&E spokeswoman Jessica Packard said. 929

SAN DIEGO (CNS) - A man was suspected of stealing a car from a Rolando Park used auto dealership early this morning, then crashing the car when he tried to flee from police.An unknown number of accomplices stole three other cars from the same dealership, and all the accomplices remained unaccounted for Sunday afternoon, San Diego Police Officer Sarah Foster said.Two of the cars were eventually recovered, while one was still outstanding.Police were alerted to a break-in around 2 a.m. at Cash For Cars on University Avenue, Foster said. Officers spotted one of the four stolen cars leaving the parking lot and tried to pull it over.The driver fled, and police pursued him until he crashed into an embankment on College Avenue near Streamview Drive, Foster said.The suspect was arrested with the help of a police dog after he tried to hide from officers in a home near the spot where he crashed, Foster said.The man was treated for a bite wound before being booked into jail.Detectives were continuing to search for the remaining suspects. 1049
