"Every neighbor that we talked to it was the same story, we knew there was a fire in the area, we thought that we would get alerted, and nothing was said to us," said Carlson. Le'Ron Cummings, public information officer for the Solano County Sheriff's Office, says alerts went out to these areas. However, they cannot guarantee the targeted population will get the message if cell service, internet, or landline signals are impacted. He says it was determined that cellular services and power were affected by the fire.Solano County uses the Everbridge platform to alert residents via the AlertSolano program, delivering Amber Alert-style messages. Cummings says during an evacuation, the Solano County Sheriff's Office and allied law agencies do door-to-door notifications in addition to AlertSolano messaging. The Sheriff's office also uses the High-Low Siren system familiar in Europe to advise residents to evacuate immediately.Carlson says he is frustrated with the response because he believes he had full cellular service throughout the night, texting and posting to social media as he evacuated. "So I think that's where the frustration came in from that night. How many animals could have been saved? Could there have been less loss of life? And could structures have been defended better if we had more warning?" said Carlson. Carlson says two people in his neighborhood died in the fire; however, county officials say they have no reason to believe the alert system was associated with fire-related deaths.Napa County also experienced some kinks with its alert system, when a coding error prevented an alert from going out. Emergency officials say it was an error on the part of its vendor and that the message was not urgent. Staff realized the problem, and they were able to use a different platform to send out the alert. "It happens over and over again," said Art Botterell, who is now retired from the State of California's Office of Emergency Services.Botterell led the effort to develop the Common Alerting Protocol, which he says led to the creation of the FEMA Integrated Public Warning System and some products from the National Weather Service."We've got a pretty good penetration of cellphones, sirens, and telephone dialer systems, that's not usually what breaks down. What usually breaks down is that alert is not sent in time or not sent at all," said Botterell. He says during a 2017 wildfire in Sonoma County, that would prove deadly and destructive, officials failed to send an alert, fearing it would cause panic and clog roadways. Botterell says another reason alerts are often not sent is because officials believe they don't have enough information."It is fair to say that in a lot of cases, we have not given our public safety people the tools to issue public safety warnings effectively," said Botterell. Botterell says more training is needed and believes state and federal governments should provide more guidance to ensure effective responses.With the vulnerabilities in cellular towers and alert systems as a whole, Botterell says counties must utilize several tools to try and reach everyone."We've got a lot of technology. Authorities in Texas say a partially-dressed woman who was captured on a home surveillance system ringing a doorbell early one morning is safe after officials discovered her boyfriend died of a self-inflicted gunshot wound.According to ABC News, five days after the 32-year-old woman was recorded on a Ring doorbell’s surveillance camera, the woman was located and is reportedly safe, police said.The Montgomery County Sheriff's Office said on Wednesday they responded to a home in the Sunrise Ranch subdivision after receiving reports of a 49-year-old man threatening to kill himself.Deputies attempted to knock on the door multiple times before making forced entry into the home, officials said. When they made their way inside, they discovered the man lying dead of a single gunshot wound.Authorities tell local news outlets they believe his death is a suicide.The man left a note and mentioned his girlfriend but police say she was not at the scene by the time officers arrived. The woman was later identified as the person ringing a stranger's doorbell early in the morning.Last Friday, the woman was seen ringing a doorbell in the neighborhood north of Houston around 3:20 a.m., the MCSO said. The woman left the home before the resident answered the door.The eerie video of the woman was widely shared on the Internet as people on social media feared the woman — who was seen only wearing a T-shirt and broken hand restraints — was in danger. Authorities aren’t releasing any information about the woman because she is a victim of domestic violence. BALDWIN, La. — New details are emerging as law enforcement investigates the death of a 15-year-old boy who died under suspicious circumstances in Louisiana.KATC obtained police reports from Oct. 30 when the teen, Quawan “Bobby” Charles, was reported missing from his home in Baldwin and was found dead four days later near Loreauville.Records show that Charles’ mother contacted the St. Mary Parish Sheriff’s Office around 8:10 p.m. on Oct. 30 to report that her son was missing. The mother stated that her son did not come home and had on a West St. Mary High School jacket.SMPSO then dispatched an officer with the Baldwin Police Department to the 600 block of MLK Street in Baldwin.At 8:45 p.m., BPD spoke with Charles’ father and mother who said that he was last seen at around 4 p.m. Police then entered Charles’ name into the National Crime Information Center, which is a nationwide database used by law enforcement to locate missing persons, as a missing juvenile.According to a police report from BPD, Charles’ mother said that she was not present at the time that he went missing because he was staying with his father because the two did not live together. Charles had only recently been allowed to stay with his father for the two weeks prior to his disappearance.Charles’ father told police that he went to the store around 4 p.m., but after returning a few minutes later, he attempted to knock on the door to Charles’ room several times without a response.The father told police that he then used a tool to gain entry into the room and discovered the teen was missing.Both parents told police that Charles had not been a problem at home but had been placed on a curfew by the 16th Judicial District Court because of disciplinary problems at school.The parents told police that Charles did not have any friends and had never left home before without them knowing about it.The police state in the report that there was a football game taking place at West St. Mary High School in Baldwin as well as an event called Boo on the Bayou in Franklin. Charles’ father told police he would begin searching those areas. However, he later contacted SMPSO and said he was not able to locate Charles’ at either location.This is when police entered Charles’ name into the NCIC database as a missing juvenile while being on the lookout for him.Charles’ mother then told police that she would be heading back to her home in Youngsville to check and see if he had returned there.Charles was found dead four days later on Nov. 4 in a rural area off Ed Broussard Road near Loreauville. Since then, some family members are claiming Charles was murdered, and believe police ignored their initial cries for help.The family tells KATC they were told by investigators that Bobby drowned, but that they don't believe that. They cite a graphic photo of his body circulating online.Family members also say Charles left his home with a 17-year-old friend and the teen's mother without permission.Several dozen people, including Bobby's family, people from the community, and an organization called Stand Black, gathered on the courthouse steps Wednesday evening. They're demanding a thorough investigation of the case.The Iberia Parish Sheriff's Office is handling the investigation. Deputies have not said if Charles was killed. IPSO says it's being investigated under suspicious circumstances. As the pandemic continues, homeless shelters are having to change their approach to meet the needs of families.At least one network of shelters is doing that by trying to prevent homelessness.Family Promise is the largest homeless shelter in the country. Last year, it helped 93,000 people.It provides aid to those who need housing by placing them with community partners within the interfaith community.The executive director in Arizona says the problem right now is these communities are shutting down in the pandemic.“The congregations in the last six months, five and half months, have gotten used to not hosting,” said Ted Taylor, Executive Director of Family Promise Arizona. “We have to get them back into the hosting mode because it is what makes our model work. So, the fear that is at congregations still remains. It is real and it is a very difficult start.”Family Promise says the average cost to rescue a family is ,000 and it takes as long as four months. For Family Promise, it costs ,000 and takes 43 days.While their new effort to prevent homelessness gets up and running, Family Promise says looming evictions require more community support than ever.So far, Family Promise has prevented 10 families from homelessness in Arizona. It hopes to reach 40 by the end of the year.Nationwide, the executive director says the effort to prevent homelessness could reduce the number of people needing a place to stay by 25%. 1445
