A suspected suicide bombing at a wedding hall in the Afghan capital, Kabul, has killed 40 people and injured dozens more, officials say.The blast ripped through a venue near the city's international airport, where a gathering of religious scholars was taking place, the Afghan interior ministry said. The blast occurred around 6:15 p.m. local time, police said.It was likely caused by a suicide attack, according to Najib Danish, spokesman for the Afghan Ministry of the Interior. A Texas jail guard suffered a heart attack two years ago, and if not for a group of inmates, he could have lost his life, WFAA-TV reported.Gary Grimm of Weatherford, Texas is thankful for those inmates who gave the now 52-year-old retired jail guard a second-chance at life."Instead of overtaking me and taking my gun, and killing me or taking a hostage and escaping, they looked at me as a human being," Grimm told WFAA. The inmates reportedly had to knock down a locked gate to get to Grimm after they realized he was having a medical emergency. The group of eight inmates were able to get the attention of others in the jail, who were able to help Grimm seek medical attention. Grimm never got the opportunity to personally thank the inmates as they were transferred to other institutions."I get emotional. If they wished harm for me, all they had to do was sit there and do nothing," Grimm told WFAA. Grimm said he treated inmates the way he would want to be treated. Perhaps, that is why they came to his aid when he needed it."I don't care if they're a drug user, hot check writer, or child molester. They're still a human being. I don't have to like what they did, but it's not my position to be the judge and jury," Grimm told the station. 1275

A pro-growth group's sweeping victory this week could smooth the road for more dense housing in San Diego's uptown neighborhoods.The group, Rise Up Town, won all seven open seats on the city's Uptown Planning Group. The all-volunteer board makes official recommendations to the City Council on proposals in Hillcrest, Bankers Hill, Mission Hills and parts of University Heights. Rise Up Town campaigned on "taller, well designed buildings," with support for affordable development, faster approval, and more walkable and bikeable neighborhoods, with lower speed traffic. It also said the current board members weren't doing enough to support growth in a time that San Diego needs it. "We thought that we could address the problems that we saw in terms of housing affordability, in terms of bike and pedestrian infrastructure within the community," said Clint Daniels, one of the newly elected members. "We got together, we were passionate about it, and we thought those passionate ideas that we could serve the community well."About 500 people voted in the election, held Tuesday before the Uptown Planning Group's meeting. The vote unseated three incumbents, including board chair Leo Wilson. Mat Wahlstrom, who lost his bid for re-election, said he's concerned the new members could serve as a rubber stamp for developers. A potential tropical cyclone is looking to wreak havoc on Central America in the next few days.Known as "Potential Tropical Cyclone 14" by the National Hurricane Center, the storm is expected to form in the northwestern Caribbean Sea on Sunday, with heavy rains heading for western Cuba.The system is expected to become a tropical depression late Saturday or Sunday and become a tropical storm by Sunday night, the center said. On the current forecast track, the center said the system is expected to move across the Yucatan Channel near the eastern coast of the Yucatan Peninsula through Sunday night, and then move into the southern Gulf of Mexico on Monday.There is a tropical storm watch for the coast of Mexico from Tulum to Cabo Catoche, where tropical storm conditions are possible Sunday and Monday. There is also a tropical storm warning for the Cuban provinces of Pinar del Rio and the Isle of Youth.Currently, the storm is moving north at 7 mph. It is 120 miles south of Cozumel, Mexico, and is 240 miles south-southwest of the western tip of Cuba, according to the hurricane center's 11 p.m. ET update Saturday.The storm may also produce 3 to 7 inches of rain in western Cuba and 2 to 4 inches over the Yucatan Peninsula, Belize and northern Honduras through Tuesday.
