Erie County Legislator Lynne Dixon announced a proposed expansion of 'Social Host Law' to include opioids. The original law was passed in 2014 to curb underage drinking. According to law, it "will serve to deter the consumption of alcoholic beverages by minor by holding those persons who are 21 years old or more responsible when they knowingly allow the consumption of alcoholic beverages by minors at their residences or on their privately owned property."The Erie County Sheriff's Office have been called to 81 instances of youth activity underage drinking since Jan. 1, 2017. The goal of the new expansion of the law is to hold parents and adults accountable for the actions of minors in their home or on their property for the use of underage drinking, illegal use of opioid and substances.Any person who violates the law will be fined. Fast food jobs pay some of the lowest wages in the country, giving workers little reason to stick around if they get a better offer and proving costly to employers who need to find people to replace them.In California, one Chick-fil-A franchisee says he's trying to break the cycle.Eric Mason, who for the last three years has owned a Chick-fil-A off the highway near the Sacramento airport, says that next week he'll start hiring "hospitality professionals" starting at an hour, up from the to an hour he pays now."When we go to the living wage, we're looking for people who are trying to raise families, improve their lifestyle," he told ABC10 News on May 26."Maybe they could just work one job, and then it's sustainable. What that does for the business is provide consistency, someone that has relationships with our guests. It's going to be building a long-term culture."Mason's marketing manager Marena Weisman confirmed to CNNMoney that the franchise would be hiring between 35 and 45 people at the new rate, for work in both the front and the back of the house, and that all current employees are encouraged to apply for the positions.According to the Bureau of Labor Statistics, fast food cooks in the Sacramento area make an average of .42 an hour, about a dollar higher than the national level.Even though California's minimum wage is currently an hour, and will rise steadily to by 2022, Mason's jump is unusual."All responsible employers are preparing for the impact of the increasing minimum wage, but they are usually doing it over time and planning for it," says Carey Klosterman, director of research and compensation services at the California Employers Association.One reason why: Even employees making just a little bit more than the minimum wage tend to expect raises too. So if employers raise wages too quickly, it can get expensive."While increasing the wage to this level at a fast food restaurant is commendable, I don't foresee that many businesses will likely be following in their footsteps," Klosterman says.Such big hikes in wages are also especially rare in franchised industries, where the headquarters often charges steep royalties and controls many aspects of the operation — including prices and promotions. That can make life difficult for franchisees in areas with higher fixed costs like wages."If you're in a territory where labor is much higher than the rest of the country, you could be underwater," says Peter Lagarias, an attorney for franchisees based in San Rafael, California. "When these kinds of pressures all build up, you can understand that franchisees are hurting."Lagarias hasn't seen the franchise agreement for Chick-fil-A, which is relatively new to California, so it's not clear whether an owner-operator could pass along increased labor costs by charging higher prices. Chick-fil-A is unusual in that each owner is limited to one store apiece, which keeps them more involved in day-to-day operations.A spokeswoman from Chick-fil-A's corporate office said only that local operators make their own hiring and wage decisions.However, Mason's strategy could pay off in the long run.Research has shown that raising wages can reduce turnover, which in the restaurant industry can be as high as 100% per year. Each time a worker leaves, it costs the restaurant owner money because they then have to fill the shift with someone else.Mason is also correct to point out that many low-wage workers have to hold down multiple jobs at a time in order to survive, and that full-time work at a livable wage is something many would try hard to keep."The reason people leave low wage jobs is that they're trying to find something just a little bit better," says Sylvia Allegretto, a labor economist at the University of California, Berkeley.At an hour, Mason's "hospitality professional" positions could be practically immune from turnover."You're going to try very hard to get that job, and you're going to be a very good, diligent productive worker," Allegretto says. "Because if you lose that job, your next job will be back down close to the minimum wage."That may position Mason's store to succeed in what's rapidly become a job seekers' market. Sacramento's unemployment rate tracks the national average, which is currently 3.9%. That's the lowest rate it's been since 2000 and it's expected to keep dropping through 2018.A wage would also allow Mason to be picky with the people he hires, and according to a job description, those expectations are high.A successful applicant, it reads, "must love to smile & connect with people, make eye contact & speak enthusiastically" and "makes working hard and delivering high standards look easy and effortless, enabling others to be efficient and effortless as well." 4858

Fed up with limited leg room onboard airline cabins?Italian seat manufacturer Aviointeriors has come up with a design that allows passengers to stretch their legs as much as they want when they travel without any extra cost.The catch? The seats are so far upright that they'll be pretty much standing up.Unveiled at the Aircraft Interiors Expo 2018 in Hamburg, the SkyRider 2.0 aims to help airlines squeeze in more passengers by allowing an "ultra-high density" and reducing the space between rows.It's a new and improved version of a design the manufacturer revealed in 2010 but failed to get off the ground.The original Skyrider, which was was not approved by the US Federal Aviation Administration, was designed in the style of a horse saddle.Aviointeriors compared the seating position to that of a horseback rider, pointing out that cowboys can sit on saddles for hours without feeling uncomfortable.Stand up idea?The revised seats have extra padding, as well as poles to connect each row from the ceiling to the cabin floor.According to Aviointeriors, the SkyRider 2.0 "ensures an increased upright passenger position, allowing installation of the seat at a reduced pitch, while maintaining an adequate comfort."While it remains to be seen whether Aviointeriors' definition of "adequate comfort" matches the average person's, the company stresses that the seats, designed for short haul flights, have many benefits."The design of this seat enables to increase the passenger number by 20% allowing increasing profits for airline companies," says a spokesperson for Aviointeriors."Furthermore, Sky Rider 2.0 weighs 50% less than standard economy class seats and the reduced number of components enable minimum maintenance costs."Will it take off?The concept of vertical seats has been floating around for nearly two decades.Airbus proposed the idea of standing room flights as early as 2003 and in 2010, Ryanair's CEO Michael O'Leary announced that he was considering introducing special standing-room only areas of his airplanes.But the airline seems to have abandoned the idea for the time being."We have no plans to trial or introduce standing flights," a spokesperson told CNN last year.While Aviointeriors has dubbed the Skyrider 2.0 "the new frontier of low cost tickets and passenger experience," aircraft specialists have pointed out various stumbling blocks ranging from potential evacuation delays due to limited space and the fact that there is no room under the seats for personal items.The innovative seat is yet to be snapped up by an airline.   2592

  

Facebook users in the United States who want to run certain ads on the platform will need to hand over the last four digits of their social security number and a picture of a government-issued ID.The social network now requires anyone who wants to run ads related to political campaigns, civil rights, immigration, guns, economy, and other issues, to prove they're in the United States. Part of the proof required is the last four digits of your Social Security number.The move is part of a series of initiatives by Facebook to increase transparency on the platform after a Russian government-linked troll group spent thousands of rubles?on Facebook ads targeting Americsans ahead of the 2016 presidential election.In addition to a Social Security number, users wishing to buy ads will need to provide a picture of a government-issued ID and a US mailing address. Once Facebook verifies the information submitted, the company will mail a code to the provided address to authorize the user's Facebook account to buy ads.Facebook declined to share what services it uses to verify Social Security numbers and other personal details. This is no longer the case.The change, Facebook told CNN, is because advertisers that might not traditionally be considered "political" will also be subject to the new rules.It's not only ads advocating for or against a political candidate that qualify for the archive. Any ad mentioning a candidate will be subject to the new rules.In April, Facebook released a list of 20 "issues" -- including as abortion, education, guns, health, immigration, military and terrorism -- that apply to the new approval process.The last issue on Facebook's list is "values," which the company considers "issues that discuss the values used in determining societal standards, such as patriotism."The new rules mean many marketing campaigns will be subject to the new guidelines. For instance, Super Bowl ads that have in recent years taken on a more socially conscious tone. Lang Doesn't Have to Indulge Your Constant Cravings."Facebook said ads about civil rights will be subject to its stricter rules but the company told CNN this particular ad "would not be deemed political or issue content as it focuses on the journey of an individual rather than a civil rights discussion."CNN also asked Facebook if the same ad was running in a state where there was a ballot initiative on civil rights would it then be considered an issue or political ad. The company did not provide a response.Facebook says it plans to hire up to 4,000 more people to review and verify political ads. Their role will likely include navigating the nuance of what is and isn't political.Antonio Garcia-Martinez, a former product manger on the Facebook ad team, said that he believes the company is hoping to get ahead of any potential regulation of ads on social media.He said he thought verifying ad-buyers was a good idea, but added "there's this law of Facebook outrage.""No matter which choice they make they're going to have a howling chorus of people complaining about it," Garcia-Martinez said. 5657

  

Experts say language barriers, living situations, and access to healthcare are among the reasons Latinas make up most COVID-19 cases among pregnant women.The Centers for Disease Control and Prevention collected information from 11,000 pregnant women who tested positive for the virus. Of those women, 4,500 were Latina.Tri-State data mirrors national statistics. Dr. Amy Rule, assistant professor of clinical pediatrics at Cincinnati Children’s Hospital Medical Center, said at one point, 59% of mothers who were positive for COVID-19 identified as Hispanic or Latina.“Latina mothers only make up about three to four percent of our moms giving birth in the Greater Cincinnati area, so the disparity is quite dramatic,” Rule said.Alfonso Cornejo, president of Cincinnati’s Hispanic Chamber of Commerce, said the numbers are not surprising.“Hispanics are probably the only group growing in the state of Ohio, and our population is younger, and we have more kids per family,” Cornejo said.Latinas account for most of the COVID-19 cases among pregnant women for varied reasons, including occupation, Rule said.“Many of them are essential workers and don’t always have everything they need, whether that be PPE or sick leave,” Rule said. “They’re more likely to use public transportation.”Cornejo said living situations could also be a contributing factor.“They live in apartments where they are in close contact with their older brother, the spouse, you have four people in two rooms or three rooms and that also contributes to this,” Cornejo said. “The same thing with the African American group.”This week, the number of pregnant African American mothers with COVID-19 has risen to 31%, while the number of pregnant Latinas with the virus dropped from 59% to 42%, according to Rule.Although the number has lowered recently, the University of Cincinnati, Cincinnati Children’s, and the Latino Health Collaborative are launching a hospital and community-based survey on the issue.“We want to understand more about the knowledge community members have of COVID-19 and prevention of COVID-19 and barriers they might experience in being able to practice prevention behaviors like masking or social distancing and also accessing care,” Rule said.WCPO's Paola Suro first reported this story. 2290
