SAN DIEGO (KGTV) -- San Diego’s Planning Commission met Thursday to discuss potential new rules that would help regulate the short-term rental industry in the city.A plan proposed by City Councilmember Jennifer Campbell was first introduced in July after a compromise was reached among members of the hospitality industry and short-term rental companies.The plan would implement tighter restrictions such as capping the number of short-term rental permits that are granted. There are also plans to require a two-night minimum stay to avoid one-night stays that are often connected to big parties that concerns residents.A representative for Campbell says implementing tighter regulations will help law enforcement address any problems that may arise.The proposed plan creates penalties and fines for those who violate the city’s “good neighbor” policy.More than 500 people signed up to voice their opinion about this proposal during Thursday’s virtual meeting.One caller said, “We depend on this for our livelihood, especially since the pandemic has taken a toll on us already. Without having the ability to host, many of us will be forced to leave our homes.”Another caller added, “This has been an issue for years. It’s now time to act and bring it to a close.”The next step will be to send the proposal to the full City Council for review. 1350
SAN DIEGO (KGTV) - Small hands eagerly grabbing candy aren't always paired with young minds showing good judgment. That was certainly the case in San Diego County on Halloween night, when surveillance video captured trick-or-treaters behaving badly.“Frustrating and really disappointing,” said Eastlake resident K.C. Helman.Helman returned home from trick-or-treating with his kids Thursday night to find his candy bowl gone.Video showed two costumed kids walking up to the bowl. One of them grabbed it and they both ran away.It wasn’t the only trick on Halloween night. 10News gathered a collection of videos posted by residents victimized by some frightful behavior.The candy thieves are a far cry from the generous South Bay boy who was caught on camera in 2017 pouring his own candy into an empty bowl so other children wouldn't be disappointed.Lawrence Malot, then 15, explained what motivated him to share his candy.He's not the only good example in San Diego. SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew. "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. They said that means 15 minutes for an appointment and 45 minutes for walk-ins. 1837
SAN DIEGO (KGTV) -- Scripps Research scientists have figured out how to reverse the desire to drink in alcohol-dependent rats. According to a news release, the researchers were able to use lasers to temporarily inactivate a specific circuit in the brain to reverse the behavior. “This discovery is exciting—it means we have another piece of the puzzle to explain the neural mechanism driving alcohol consumption,” says Olivier George PhD, an associate professor at Scripps Research and senior author of the new study.Though the discovery is exciting news for science, researchers say the treatment is far from ready for human use. George says he believes that the discovery will open the door to developing drug and gene therapies to treat alcohol addiction. “We need compounds that are specific to this neuronal circuitry,” George says. In the U.S., more than 15 million adults suffer from alcohol use disorder, according to the National Institute on Alcohol Abuse and Alcoholism. 991
SAN DIEGO (KGTV) — Steve Askin tells the story of a tenant who rented from him for a decade.He charged rent below market - but still made out well."Over those ten years they paid me a quarter million dollars. They paid my mortgage, and then some," Askin said.Askin said he realizes he's way better off today because of his tenants.That's one reason he joined a group called The Property Owners for Fair and Affordable Housing. On Thursday, he and 15 other member landlords announced support of a bill that protects financially struggling tenants from eviction during the Coronavirus era."We as landlords aren't happy if someone can't pay the rent, but we have many more resources than our tenants," said Askin.Assembly Bill 1463, carried by Democrat David Chiu, would ban evictions of tenants who cannot pay rent through April 1, unless the Coronavirus state of emergency ends earlier. Tenants would then have a year to pay back the missed rent. Only then could a landlord take a tenant to court - and eviction would not be one of their legal remedies."It's trying to mandate something that we're already doing," said Kendra Bork, who heads the San Diego Rental Housing Association, which opposes the bill.Bork, CFO of Cambridge Management Group, said 90 percent of her tenants are paying rent on time - and the others are doing payment plans."We're trying to keep people in their apartments. We don't want a bunch of vacancies," Bork said.She said a better option would be rental assistance - which can also help keep the economy going. Bork also raised concerns about mortgage forbearance being deducted from a landlord's owed rent should it go to court.A spokeswoman for Assemblyman Chiu says the bill is being amended to make sure that won't happen. 1761
