SAN DIEGO (KGTV) - The Medical Board of California has filed an accusation and petition to revoke the probation of a Del Mar doctor who is accused of prowling in a former girlfriend’s backyard.10News first broke the story about Dr. Jeffrey Lovin in May after we were given home security video showing a man lurking behind a home. An ex-girlfriend said the man in the video was Dr. Lovin, a radiologist. Lovin was charged with prowling, peeking and violating a restraining order. He pleaded not guilty.At the time, Lovin was already on probation with the Medical Board for other criminal activity. This month, the Board issued an accusation and petition to revoke his probation. According to the Board, he’s believed to have Narcissistic personality disorder and is at risk for making errors and disregarding rules.Lovin's license is listed as current.His criminal trial is scheduled for January of 2020. 1396

SAN DIEGO (KGTV) - The family of a YouTube star who drove his McLaren the wrong way on the 805 last year, killing a mom and her daughter, are suing the City of San Diego, County of San Diego, and the Psychiatric Emergency Response Team (PERT).The lawsuit claims the “horrific and tragic event” was entirely preventable.Eighteen-year-old Trevor Heitmann, known as McSkillet, drove his McLaren the wrong way on the freeway in August 2018, killing Aileen Pizarro and her 12-year-old daughter Aryana. The sports car collided with the family's SUV, which burst into flames.RELATED: Autopsy details mental state of McSkillet before deadly crash on Interstate 805 in San DiegoIn the lawsuit Heitmann's family claims "SDPD was warned by Plaintiff's on the day of, but before his death, that Trevor intended to drive his McLaren at a high rate of speed in the wrong direction on a public roadway, under the delusion that he (Trevor) could drive through vehicles traveling in the opposite direction without incident."Worried about their sons' dangerous intentions and fearing for his well-being, as well as the safety of others, Dr. Mary Rusher, a board-certified psychiatrist, called 911 and made a 5150 request for a psychiatric hold, the lawsuit alleges.The lawsuit claims, "Defendants' purported PERT response team conducted either or both no assessment or the wrong assessment of the mental health status of Plaintiffs' son Trevor, pursuant to and under California Welfare and Institutions Code 5150."RELATED: YouTuber's parents requested psychiatric evaluation before deadly I-805 crashIt alleges, defendants also failed and refused requests to take Heitmann into protective detention to transport him to a designated evaluation and treatment facility."As a consequence, and despite Plaintiffs' attempts to ensure their son's safety and the safety of others by blocking the driveway of their residents, Trevor later that day left his residence and drive the McLaren to the Interstate 805 Freeway where he was killed in the beforementioned collision, which also tragically took the lives of the Pizarros."A spokesman for the County of San Diego told 10News they couldn't comment.RELATED: Son remembers mother and sister after release of driver's autopsy in deadly 805 crashAs of this writing, officials with the City of San Diego and PERT have not responded to 10News requests for comment.This is the third lawsuit filed regarding the 2018 crash. SAN DIEGO (KGTV) - The city of San Diego is making sure its homeless students have the right tools to succeed in school.One San Diego’s “We’ll have your back campaign” is distributing thousands of supplies to the San Diego School District’s less fortunate students.Officials estimate more than 6,000 students are homeless in the district.“A lot of these kids don’t get anything new and that’s why we make it is possible,” said Katherine Stuart-Faulconer, the wife of San Diego Mayor Kevin Falconer.One San Diego will have several more similar events and drives this year. 579

  

SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico.At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. About 100 arrived last night. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation. The Trump Administration is committed to enforcing our immigration laws – whether persons are part of this ‘caravan’ or not.”RELATED: Migrant caravan heads toward US-Mexico borderDHS warned members of the caravan that they may be turned over for prosecution under illegal entry laws. Anyone seeking asylum may be detained while their claims are processed, DHS said.“Again, if you enter the United States illegally, let me be clear: you have broken the law. SAN DIEGO (KGTV) — The next great food craze could come from the waters of the San Diego Bay. A pair of scientists is planting a seaweed farm in the bay, to test the plant's marketability for use as food, animal feed, fertilizer, and bio-fuel."Kelp is the new kale," says Torre Polizzi, one of the owners of Sunken Seaweed.Polizzi and his partner Leslie Booher just got a 7,000 grant from the Port of San Diego to start a test-farm in the bay. They'll get 4,000 square feet of water off the end of the Grape Street Pier to use for their plants.RELATED: Drone testing gives boost to Chula Vista economyIt's part of the Port's "Blue Economy" project, which is designed to help incubate new businesses along the waterfront."San Diego needs to take notice of the ocean economy," says Port CEO Rafel Castellanos. "We're incredibly optimistic, we believe in ocean optimism, and we're looking forward to really developing this sector."The seaweed industry can be incredibly lucrative. "They're wildly supportive of using kelp and seaweed in their dishes."The farm will be entirely underwater and be filled with several species of seaweed. "Right now it's just a muddy-bottomed area by a pier. Hopefully, in a year's time, we'll see a nice little ecosystem while also creating an economy around that." 1718
