SAN DIEGO (KGTV) - San Diego politicians are rallying for businesses affected by the county's move to the purple most restrictive tier.Coronado Mayor Richard Bailey said the purple tier is taking a toll, hurting businesses that can't withstand another months-long closure.He said it could make or break them and their employees, "many of their employees have been let go now their second or third time as of yesterday and it's really heartbreaking to hear their stories."Bailey said he voiced his concerns on Instagram after learning Public Health Officer Dr. Wilma Wooten filed an adjudication request that stated, "San Diego's increased cases are not due to the sectors impacted by moving into a more restrictive tier." The most recent information from the county shows work is the location with the highest transmission rate at 30%. Businesses like restaurants and gyms that are affected by the purple tier restrictions make up about 20% of exposures altogether."So if these businesses are not actually contributing to the spread of COVID based on information from the County Health Officer then why would we be shutting them down in the first place?" Bailey said.Coronavirus cases are higher than they've ever been, at 64,768 as of Sunday.“This is a stark reminder that COVID is real, is spreading and must be taken seriously. At this point, we are pleading with the public to take action to slow the spread: wear a mask, physically distance, and limit contact with those outside of your household,” said Supervisor Nathan Fletcher, Co-Chair, County of San Diego COVID-19 Subcommittee.The purple tier closures went into effect Saturday. Over the last week, Saturday and Sunday saw the highest jumps in new cases we've seen."I think the desire of the entire region of course is to slow the spread," Bailey said, but he hopes to do that with a new system."We call upon the state of California to implement a better more nuanced policy that has protocols in place that allow businesses who are not contributing to the spread to remain open and place greater emphasis on the areas where we know gatherings are taking place that are contributing to the spread and subsequent hospitalizations."Bailey will be at a march and rally spearheaded by Supervisor Jim Desmond Monday afternoon voicing these concerns.They will march from Time Out Sports Tavern at 2:30 pm to the County Administration Building and hold a rally there. 2430

SAN DIEGO (KGTV) -- Sophie Felix may be petite, but there is nothing small about the way she approaches living and giving -- and it all started with her grandparents."Growing up, my Grandmother and my Grandpa Augie used to be foster parents so from a very young age I understood it's very important to give back to children in need," says Felix.Nine years ago, Sophie says she felt compelled to reach out to the Encinitas-based group, Passion 4 K.I.D.S. which stands for Kids In Desperate Situations. The group helps improve the lives of handicapped, neglected and underprivileged children.Through founders Linda and Charles Van Kessler, Sophie met Izaiah Wallis and his family. Izaiah has been unable to walk or talk since he was hit by a drunk driver at age one, 10 years ago.Sophie started out by planning special experiences for the family including securing sponsorships for trips to Disneyland and Seaworld as well as handicapped accessible gear such as a van --- and Sophie was just getting started. A mom herself, she became the chapter president of America's Children of Fallen Heroes. Off-roading adventure in a custom jeep is just one part of what the group does. A bigger part is providing the kids with a 10-year mentorship program so they can pursue anything and realize their dreams.Sophie says that is very important to her because she herself is living her American dream. In addition to her charity work, Sophie runs her own business, HBM Talent and Management, and she spreads her passion to every client she signs."That is part of our deal. They have to volunteer for at least 2 charity events per year," she says.Those clients, including former NASCAR driver Felix Giles, are happy to do it. If all that weren't enough, Sophie also makes sure a local brother and sister, whose mother can't afford Christmas presents, get presents every year.Sophie says her work with kids brings her, "indescribable joy, inspiration, happy tears, hope, faith" because she knows this is her purpose.Sophie's charity mentor Linda Van Kessler says Sophie has a heart of gold --- a heart that just gets bigger and bigger because of what she feels every time she helps a child. 2193

SAN DIEGO (KGTV) - San Diego Police said a mother was drunk and driving her children when she crashed going the wrong way on a Rancho Bernardo street Monday morning.The crash happened about 4:30 a.m. on Camino del Norte, just west of Interstate 15. The woman drove her Chevy SUV east in the westbound lanes of the road, hitting a man in a Jeep Liberty.Officers told 10News the mother, who is in her 30s, had her 8-year-old child in the backseat with her 2-year-old child in a car seat. An infant was also in the car, unrestrained.RELATED: Check traffic conditionsThe infant was taken to Rady Children’s hospital with major injuries. The other children had minor injuries and were rushed to Palomar Hospital.The mother, who had minor injuries, was also taken to Palomar Hospital, along with the male driver of the Jeep. Experts say the longer the vessels stay, the harder it is for the cruise industry to bounce back.The Holland America Koningsdam returned to the Port of San Diego Wednesday morning. It is one of five cruise ships scheduled to dock at the Embarcadero for fuel and supplies. SAN DIEGO (KGTV) - San Diego will continue using part of the second floor of Golden Hall as a temporary bridge shelter, and add a fourth location on the other side of downtown.The City Council voted Tuesday to fund its three current shelters for the next year, and seek an operator for a new one at 17th and Imperial. A recent point in time count found more than 5,000 homeless people in the city - about half of whom are unsheltered. The temporary bridge shelters in total have about 665 beds. The shelters provide services to help residents find work and ultimately transition to permanent housing. The San Diego Housing Commission reports that since the shelters opened around December 2017, about 540 previously homeless people - or 39 percent - have transitioned to permanent or other long-term housing after a month-long stay. That shows improvement from a March 2018 update, when that number was about 14 percent. "We're making headway big time," said Bob McElroy, who heads Alpha Project - which operates a downtown shelter. "Some of our folks have been out here 20-plus years, and you're not going to get your proverbial you-know-what together in three months."McElroy said longer-term financial commitments have helped attract more qualified staffing, and noted that Alpha Project recently opened a 52-unit complex that brought more housing opportunities.
