BEIJING, Oct. 11 (Xinhua) -- China resolutely opposes U.S. move to start anti-dumping and anti-subsidy investigations into seamless steel pipes imported from China, the Ministry of Commerce(MOC) said. The current hardships facing the U.S. steel industry was because consumption and demand waned after the financial crisis. "Blindly blaming Chinese imports of dumping or subsidies is lack of factual bases, which China strongly opposes," MOC announced in a statement on its website Saturday. The statement came after U.S. Department of Commerce said Wednesday that it had initiated anti-dumping and countervailing duty investigations at the request of the U.S. Steel Corporation, V&M Star LP, TMK IPSCO and the United Steelworkers (USW). The U.S. petitioners requested a 98.37-percent anti-dumping duty against the Chinese imports and additional countervailing duties to offset what they allege are Chinese government subsidies. The case was the seventh such investigations this year launched by the U.S. Department of Commerce against Chinese imports that included claims of both dumping and subsidies, MOC said. Resorting to trade protectionism would not solve the real problem, instead it would hurt the interests of U.S. downstream steel businesses as well as bilateral trade, it said.
BEIJING, Sept. 17 (Xinhua) -- Chinese police have confiscated close to 53,000 guns by the end of August in a nationwide crackdown started in March this year, and 9,849 suspects involved in gun-related crimes were punished, the Ministry of Public Security (MPS) said Thursday. The ministry started the special crackdown on explosives and gun-related crimes in March, and said it would continue till China's Oct. 1 National Day celebration. The crackdown is part of the ministry's campaign to maintain public stability, as this year marks the 60th anniversary of the founding of the People's Republic of China. Police also confiscated more than 2 million bullets and 120,000imitation guns, the ministry said. About 12 percent of all guns confiscated were seized in the southern Hainan Province, while about 17 percent of the confiscated bullets came from the central Henan Province, the ministry said. The southern province of Guangdong seized 34,690 imitation guns, which took up one fourth of the total. Meanwhile, the MPS urged that efforts to crack down on gun-related crime must not be relaxed yet. Police forces should mobilize the public to report to the ministry if they have information about gun-related crimes, the ministry said on its website. About 60 percent of the guns confiscated by the police were handed in by the public voluntarily, the ministry said.

BEIJING, Sept. 6 (Xinhua) -- China Unicom (Hong Kong) Ltd. Said Sunday that it signed a deal with Telefonica, the Spanish telecom operator, to enhance their alliance by spending 1 billion U.S. dollars each on share purchase. China Unicom would acquire shares equal to about between 0.885 percent to 0.892 percent of stake in Telefonica, according to the company's statement to the Shanghai Stock Exchange. Telefonica would increase its stake in China Unicom from 5.38 percent to 8.06 percent, the statement said. Their cooperation would focus on infrastructure and equipment purchase, mobile service platforms, research and development, and service provision to multinational clients, according to the deal.
CHANGCHUN, Sept. 8 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged more efforts to ensure grain production and improve rural livelihoods to ensure fast and steady rural development. Hui made the remark at an agricultural products fair in Changchun, capital of the northeastern Jilin Province on Tuesday, saying the government will continue to see maintaining a fast and steady rural economic development as a top task. He called for promotion of agricultural technology and products to increase the competitiveness of China's agricultural enterprises and their products in the global market. "The overall situation about the country's agriculture and rural development is good, and China has seen a summer grain output growth for six straight years this year", he said. He also urged more efforts to fight drought in parts of China and "try every means" to ensure harvest this fall and a continuous rise in farmers' income. As of Sept. 8, a severe drought has affected 19.72 million mu (1.31 million hectares) of crops in seven provinces of Hunan, Guizhou, Jiangxi, Hubei, Guangdong, Guangxi Zhuang Autonomous Region and Chongqing, according to data from the Office of State Flood Control and Drought Relief Headquarters. BANGKOK, Aug. 15 (Xinhua) -- China's Commerce Minister Chen Deming and the economic ministers from 10 ASEAN member states Saturday morning signed the ASEAN-China Investment Agreement during the 41st ASEAN Economic Ministers Meeting (AEM) and related meetings here. The signing of the investment agreement, together with already-signed China-ASEAN agreements of the trade in goods and services, completed the negotiation process of China-ASEAN Free Trade Area (FTA), which is to be realized by January 1, 2010. "The China-ASEAN FTA will be an advanced FTA that covers an extensive area of 13,000,000 square kilometers with a population of 1.9 billion ", Chen told Xinhua after the signing ceremony. The Investment Agreement, 27 clauses included, tries to provide a free, transparent and justice investment mechanism for investors from both sides, who can enjoy most-favored-nation treatment, citizen treatment, and fair and equitable treatment on reciprocal investment, said Zhang Kening, Counselor from the International Department of the Chinese Commerce Ministry. After the two sides had negotiated since 2003, the agreement would expand trade and investment between ASEAN and China as well as enhance economic ties with China, Thailand's Commerce Minister Porntiva Nakasai said in a news release. Both sides agreed to support foreign direct investment of their investors, as well as promote and protect investments of Parties to the Agreement by giving non-discriminatory and fair treatment to investors, compensating investors in case of expropriation and providing for investors-State dispute settlement, Porntiva said. Investment facilitation and protection will result in increase in production, exports, and trade volume of both sides, Porntiva said. Porntiva said China is an important trade partner of ASEAN and is the fourth largest export market of ASEAN. In 2009 (January-September) ASEAN export to China was approximately 85.6 billion U.S. dollars. China is the third largest source of import of ASEAN. Imports from China valued at nearly 107.0 billion U.S. dollars, the Thai minister said. This will lead to an increase in green field investments and reinvestment of profit in sustainable way. This is in line with the objectives of the ASEAN Economic Community, she said. China is the 8th largest investor in ASEAN, with accumulated investments as of 2008 valued at 6.1 billion U.S. dollars, while ASEAN accumulated investments in China as of 2008 were valued at 5.6 billion U.S. dollars, she said. The 41st meetings have been focusing on the economic integration within the ASEAN region as the ASEAN Economic Community is expected to complete in 2015, in which investment, capital and skilled labor can flow freely. Thai Deputy Prime Minister Korbsak Sabhavasu, who presided over the official opening ceremony on Friday, said that it is crucial that the ASEAN region will be the outward-looking group since it is essential to live harmoniously within other community in the world as the ultimate goal for ASEAN integration. Prior to the official opening ceremony, high level officials from the 10 ASEAN-member countries began on Wednesday discussing and setting up economic policies and topics prior to submitting to the related ministers on these following days. And, on Thursday, the ASEAN economic ministers and Indian Minister of Commerce and Industry Anand Sharma signed a long-awaited free trade agreement (FTA) for trade in goods after over six years of intense negotiations.
