BEIJING, Feb. 8 (Xinhua) -- Senior leader Li Changchun has called on Chinese artists and writers to help promote the prosperity of socialist culture and contribute to the Chinese nation's rejuvenation."The promotion of prosperity of a socialist culture is facing a very good opportunity," said Li, who is a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China (CPC), Sunday at a seminar with the country's well-known writers and artists.The Chinese artists and writers should remain closely connected with the public so that their works reflect people's concerns and wishes, he said.He also encouraged them to be innovative and to explore new areas of arts to meet the demand of the public and the market.He hoped the artists and writers could introduce more works to foreign countries to enhance the international influence and competitiveness of the Chinese culture.Li visited a new center built for the Chinese writers and artists Sunday and extended festival greetings to the representatives.The Chinese are to celebrate their Spring Festival, or Lunar New Year, in mid February this year.

BEIJING, Feb. 3 (Xinhua) -- China has decided to start public hospital reform with pilot programs in selected cities or districts in each province, autonomous region and municipality, according to a cabinet guideline passed Wednesday.The guideline on public hospital reform was discussed and approved by an executive meeting of the State Council chaired by Premier Wen Jiabao.The public hospital reform is aimed to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to a statement issued after the meeting.It was stressed at the meeting that public hospitals must retain its orientation of serving public interests and giving top priority to people's health.According to the statement, a coordination mechanism should be established between big public hospitals and grassroots medical service institutions so that they could cooperate with each other with proper division of labor.The management system of public hospitals should also be reformed so that operation and supervision of the hospitals are conducted separately, it said.The quality of public hospitals' medical services should be improved, whereas their incentive mechanism of income distribution should be perfected, the statement said.Public hospitals should also gradually quit profiting from drugs and rely on medical service charges and government subsidies.The guideline also encourages non-governmental sectors to invest in and set up non-profit hospitals.

BEIJING, March. 4 (Xinhua) -- Anti-corruption authorities of the Chinese government and the Communist Party of China (CPC) have been ordered to make sweeping investigations of all major state-funded construction projects begun since 2008.The order was issued at a conference on Thursday on cleaning up the construction sector in 2010.The investigations would cover the bidding and tendering processes, land use rights, construction quality and transparency of the entire process, said He Yong, deputy secretary of the CPC's Central Commission for Discipline Inspection, the CPC's anti-graft body, at the meeting.He, also head of the national team to stop corruption in construction projects, said 2010 would be a crucial year in stepping up the fight against corruption and misconduct in the construction sector.He warned anti-corruption authorities to take the investigations seriously."Those who are merely going through the motions will be held accountable," He said, according to a statement issued after the conference.The fight against corruption and misconduct in the construction sector would contribute to steady and relatively fast economic growth, he said.Since the initiation of a nationwide two-year campaign against the corruption and misconduct in construction sector in July last year, the country's discipline inspection authorities had investigated 5,803 cases linked to the construction sector, and had penalized 3,374 people, said the statement.

UNITED NATIONS, Jan. 27 (Xinhua) -- China's UN Ambassador Zhang Yesui on Wednesday called on concerned parties to create " favorable conditions" for an early resumption of Palestinian- Israeli peace talks.Addressing the Security Council in an open debate, Zhang, the council president for January, said that China remains "deeply concerned over the stalemate in the Middle East peace process and the bleak prospects for resumption of the peace talks.""We hope the parties concerned will strengthen their belief in the peace talks,overcome the difficulties and interruptions, create favorable conditions for an early resumption of the peace talks, and avoid acts that may erode the mutual trust or prejudge the outcome of the negotiations," he said.Zhang urged Israel to freeze all settlements activity and cease the building of separation walls."We urge Israel to open all the border crossings to Gaza, and ensure that the region achieves reconstruction as soon as possible and its people return to normal life," he said.Zhang also emphasized the importance of Palestine's internal reconciliation, voicing hope that all factions "bear in mind the long-term interests of the nation and work together to strive for the Middle East peace process."He also urged the international community to "redouble its efforts to push for all parties to build the momentum for negotiations and inject new impetus into the peace process."
