We’re getting a clearer picture of housing inequalities minority families are facing.Two economists analyzed more than a decade of tax assessment and sales information for nearly 120 million homes across the country. They focused on areas where every homeowner theoretically faces the same tax rate.What they found was that minority homeowners still ended up paying a ten to 13 percent higher tax rate on average. For the median Black or Hispanic household, that could be an extra to 0 a year.They also looked at property tax appeals in Chicago, and found Black homeowners were significantly less likely to appeal their property tax assessment. This kind of data is not available nationwide, but it is believed to be a widespread issue.“So much of it is rooted in systemic and historical structures of racism. So, you know, if you’re white and middle class in this country and you feel like your property tax bill is off in a way that doesn’t benefit you, your experience with government has probably been ‘oh, if I appeal or either that there's probably a process by which i can go get that wrong righted and i'll be given a fair shake at that,’” said Chris Hoene, with the California Budget and Policy Center.Hoene said Black Americans overall have had a far different experience with government, and the idea a Black homeowner would go and appeal and be treated fairly is not something they would consider.Hoene suggests creating systems that are less dependent on showing up in person to make their case, possibly allow appeals through an online system.The economists who looked at the nationwide data suggest assessors to look at zip code level home price indexes to reduce overtaxation. They said doing that could reduce the total inequality in property tax assessments up to 70 percent. 1807

WEST PALM BEACH, Fla. — An 8-year-old has gone above and beyond this holiday season.Aiden Foster didn’t give up until a West Palm Beach woman found her cat which ran away weeks ago.The past 10 years Ashley Goldstein and her furry friend, Tobin, have been inseparable. But just days after they settled into a new home, Tobin disappeared.“I was desperate to find him. I put flyers up,”Goldstein said.She searched for several days which then turned into weeks, still no sign of Tobin.“Honestly I thought I was never going to see him again. I kinda gave up,” she said.At that moment, a glimmer of hope.Ashley received a phone call with the news that she’d been desperately waiting for.“It’s this little boy telling me that he thinks he saw my cat,” she explained.It was Foster, the neighborhood pet detective, who promised to help.“I saw him in the backyard he ran over the fence,” Foster said.Aiden kept his word and went above and beyond, using a little creativity in the process.“So I tried to go after him and I just couldn’t so I just put my cat food that was there, I put a trail all the way down there left a whole big pile over there ,” Foster said.60 days after his disappearance, Ashley received her Christmas miracle. WASHINGTON, D.C. – Tuesday is the last day for small businesses to apply for a loan through the Paycheck Protection Program.About 4.8 million businesses received a PPP loan, with a total of 9 billion lent out. But as of Tuesday, there's still more than 0 billion left in the pot.As to why that is, the Small Business and Entrepreneurship Council says there's a few reasons, like concerns over how much would actually be forgiven, constantly changing rules, and strict limits to how the money can be used.“Not all businesses are the same. So, you know you've got businesses with high overhead, maybe few on payroll,” said Karen Kerrigan, President and CEO of the SBE Council. “This program really didn't align with their needs.”Business owners and advocacy groups complain that the money in the PPP was not fully put to work because it created obstacles that stopped countless small businesses from applying.A report from a research group says the program’s shortcomings also made it more difficult for minority businesses to get loans.The owners of a Colorado brewery who got a PPP loan say it helped, but only goes so far."It didn't solve the problems. What it did was sustain us for a few more months."The SBE Council is working with lawmakers on both sides of the aisle for further policy solutions. They're pushing to broaden what expenses can be forgiven, especially when it comes to technology.Through a survey, the group found 87% of small businesses said they wouldn't have been able to survive without cloud-based services.“We know that consumers are on social media and technology platforms looking for new businesses, looking for new brands, looking for new things that they need, and that's where small businesses can really fill that gap,” said Kerrigan.The Small Business Administration says it will be up to Congress to decide what to do with leftover funds from the PPP. 1900

WATCH LIVE:LAKE HUGHES (CNS) - A fast-moving brush fire quickly scorched about 10,000 acres in the Lake Hughes area Wednesday, burning what appeared to be homes and prompting a multi-agency effort and mandatory evacuations for at least 100 homes.The Lake Fire was reported at about 3:30 p.m. near North Lake Hughes Road and Pine Canyon Road in the Angeles National Forest, according to Marvin Lim of the Los Angeles County Fire Department, which was battling the blaze with Angeles National Forest crews, as well as assistance from the Los Angeles, Culver City, Beverly Hills and Santa Monica fire departments.The fire west of Palmdale had a "rapid rate of spread," amid temperatures in the mid-90s, low humidity and gusty winds, according to the U.S. Forest Service. The forest service and county fire departments quickly called in second-alarm responses.By 4:30 p.m., the flames had burned 400 acres, and officials said the fire had the potential to burn 1,000 acres, according the Los Angeles County Fire Department. That quickly changed two hours later, when the flames exploded across an estimated 10,000 acres, with no containment.The fire was entirely on federal land as of 6:30 p.m., according to the Los Angeles County Fire Department.The sheriff's department issued mandatory evacuation orders affecting at least 100 homes, and an evacuation center was set up for displaced residents at Highland High School in Palmdale.By 7:15 p.m., the flames had jumped Pine Canyon Road, two miles west of Lake Hughes Road, and shortly after, flames were seen on aerial footage burning what appeared to be homes in the area.ABC7 reported at 7:20 p.m. that homes had started to burn in the fire. 1698

WEST ORANGE, New Jersey (WPIX) — A snowstorm that caused chaos for commuters Thursday also left hundreds of students stranded in New Jersey schools overnight.School buses were unable to get to schools in West Orange, forcing the district to keep the children overnight into Friday.Eight West Orange Public School District schools, including a preschool, had students spend the night.More than 200 students in all slept at West Orange schools.Liberty Middle School housed the most students, with about 25 teachers looking after about 100 students overnight.The school’s principal kept the public updated with pictures and the latest information on their students, who were kept entertained and fed.As of 5:30 a.m. Friday, staff began serving students French toast for breakfast.District officials hoped roads would be clear Friday morning so buses could return the students home, but snow began to fall again.Police escorted students home who were not able to be picked up by their family, school officials said.A handful of students remained at school as of 9 a.m.West Orange public schools will be closed Friday. 1121
