FUZHOU, Nov. 11 (Xinhua)-- Alibaba.com Ltd., operator of China' s largest online-commerce site for businesses, said its paying members in the third quarter exceeded 1 million for the first time, as shown in its unaudited financial figures for the quarter, released on Thursday.Alibaba boasts 56.7 million registered users, 8.2 million storefronts and over 1 million paying members, up by 25 percent, 35 percent and 30 percent respectively, year on year, according to the report."We specifically stepped up our efforts in enforcing a trusted and safe environment in our marketplace by eliminating paying members who committed fraud, as well as those who have a high probability to commit fraud. BEIJING, Nov. 16 (Xinhua) -- China exported 16,000 tonnes of rare earth to Japan in the first nine months of the year, equivalent to 49.8 percent of its total rare earth exports, the Ministry of Commerce (MOC) said Tuesday.The figure was a 167-percent year-on-year rise, MOC spokesman Yao Jian said at a press conference.Exports to the United States increased 5.5 percent year on year to 62 million tonnes during the same period, equivalent to 19 percent of China's total rare earth exports.China exported 32,200 tonnes of rare earth in the first nine months of the year at an average price of 14,800 U.S. dollars per tonne.Yao said the Chinese government has tightened regulations concerning the development, production and export of rare earth out of concern for the environment.China cut its 2010 rare earth export quota 39 percent year on year while rare earth development and production capacities were reduced by 25 percent and 23 percent, respectively, he said.In addition, China has added a 15- to 25-percent export duty on rare earth exports while banning the export of 41 rare earth-related processed products.China's restrictive policies have been criticized by Japan, the United States and European countries. They said China's restrictions on rare earth exports violate World Trade Organization rules. China refutes such claims."China's restrictive measures comply with WTO rules, as the steps were taken in the whole process of exploitation, production and export," Yao said.China continued to export rare earth in recent years even as environmental pressures grew and resource-depletion approached, he added.He said China hopes other rare earth-rich nations will develop their own resources while adding that China is ready to cooperate with other nations to mine and process rare earth in an environmentally-friendly way.Rare earth is a key component in the manufacture of high-tech products ranging from computers to airplanes. But mining rare earth is a highly-polluting process.With a 90 percent share of the world rare earth trade, China's export quotas are a sensitive issue. In early November, the MOC denied suggestions there would be a drastic reduction in 2011 rare earth export quotas.

BEIJING, Nov. 25 (Xinhua) -- China on Thursday again called on the relevant parties to make joint efforts to safeguard peace and stability of the Korean Peninsula.Foreign Ministry spokesman Hong Lei made the remarks at a regular press briefing.The Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK) exchanged artillery fire Tuesday in waters off the west coast of the Korean Peninsula, leaving four people dead.Hong initially expressed China's stance Wednesday with regard to the exchange of fire between the ROK and the DPRK.On Thursday, Hong again called on parties involved to stay calm and exercise restraint, and urged the ROK and DPRK to engage in dialogue and refrain from similar actions.China has always maintained that the relevant parties resolve disputes through negotiations and by peaceful means and be committed to safeguarding peace and stability in the Korean Peninsula, Hong said.China opposed any acts that harmed the peace and stability of the Korean Peninsula, he went on."It is very urgent and important to restart the six-party talks at the current stage," Hong said, adding China had maintained close contact with all the parties involved, including the United States.He said China hoped parties involved could make concerted efforts to properly handle their concerns through talks and consultation within the framework of the six-party talks, which involved China, the DPRK, the United States, the ROK, Russia and Japan.China would like to make concerted efforts with all parties to help ease tension, seek peace and stability in the Korean Peninsula, Hong said.With respect to the planned joint military drill between the United States and the ROK in waters off the west coast of the Korean Peninsula from Nov.28 to Dec. 1, Hong said China was concerned."China holds a consistent and clear stance on the issue," Hong said without elaborating.

BEIJING, Dec. 30 (Xinhua) -- China experienced the most frequent and severe weather during 2010, compared to weather in other years of the past decade, a weather official said here Thursday.Chen Zhenlin, a spokesman with the China Meteorological Administration (CMA), said the numbers of extremely high temperature days and extreme precipitation cases that China experienced in the year were rarely seen in history, as was the intensity and area effected by this weather.Extreme weather refers to rare weather phenomena that substantially differ from average conditions and which represent only five percent or less of total weather incidents.According to Chen, China experienced the longest hot spell this year since 1961, as the national average number of days of extremely hot weather climbed to 3.5 days more than the normal level, while the average extreme high temperature reached a historical high not seen since 1961 -- 2 degrees Celsius higher than normal conditions.Meanwhile, average daily precipitation at China's 97 meteorological stations was the highest ever, and the annual number of extreme precipitation cases was the largest since 1961, he said.Further, seven tropical cyclones made landfall in southern China this year.
