[File]American fast-food giants McDonald's and Kentucky Fried Chicken (KFC) are being bombarded for their work contracts which offer their part-time Chinese employees just four yuan per hour, well under the state requirement, state media reported. An employee is entitled to no less than 4.3 yuan per work hour, said a rule released by the Guangzhou city government last November. The hourly pay averages 7.5 yuan in the city. An unnamed source in Guangzhou told the New Express newspaper that the contract violated the legal rights of employees. "Once administrative departments discover acts of violations, officials will order these enterprises to revamp and compensate the employers for their losses," the source told the Guangzhou-based paper. "If the problem is so grave that a punishment will be handed out," the source said without giving details. The source also cast doubts on the probation system implemented by the fast-food giants. "Part-time employees don't need to undergo a one-month probation period." McDonald's and KFC have nearly 3,000 outlets all over China and a work force of nearly 200,000, according to a state media report. Zhu Yongping, a Guangzhou lawyer, has begun to move for the rights of employees. He told the paper that the work contracts have 'seriously violated' the legal rights of employees. A Lin, a McDonald's employee in Guangzhou, regarded McDonald's as a respectable foreign-funded enterprise before starting to work there. But the working experience has changed her mind. "I don't have enough rest. It seems that I was overly exploited." Cui Minghuan, Manager of KFC'S Guangdong market, refuted the claims of rights violations, saying the current rule of the minimum hourly rates of pay for the non-full-time employees implemented in the province is not applicable to the part-time employees working for KFC. The central government has beefed up efforts to protect the rights of its huge crowd of employees to quell any likelihood of unrest and maintain social stability. China is planning to adopt an unemployment law that aims to build an unemployment benefit system. The draft law is aiming at promoting employment around the country. The law states that the government will implement new policies, such as boosting professional training and increasing financial investment in employment promotion. As discrimination turns rife in China, the draft law contains a clause on anti-discrimination in an effort to provide employment equality in the country. The clause states that discrimination against job seekers with respect to their background, ethnicity, gender, religious beliefs, age, or physical disability, will be prohibited. The government is also taking actions to set up trade unions in foreign-funded enterprises in China. Up to date, about 26 percent of China's 150,000 overseas-funded enterprises have established trade unions, with a total membership of 4.29 million, previous media report said. However, McDonald's and KFC have not set up unions so far.

People in the southern city of Guangzhou appear to be suffering mental problems at ever younger ages as they struggle to adapt to life outside the home and school, a source with the local health authority said.There are currently 43,803 registered cases of mental illness in the city. Up to 40 percent of them are between 16 and 25 years old, according to the Guangzhou health bureau."A decade ago, most people with mental illnesses were between 18 and 30 years old. But now they are five years younger," Zhao Zhenghuan, director of the Guangzhou Brain Hospital, said.Zhao attributed the situation to young people's "relatively poor social adaptability.""Children from single-child families receive a lot of care at home and school, but when they leave home and school, they find it hard to adapt to life. They easily develop mental problems such as anxiety and depression," Zhao said.Pan Jiyang, a psychologist with the first Affiliated Hospital of Jinan University in Guangzhou, Thursday called for "early treatment and mental education" for teenagers who are mentally ill.Not seeking helpPan said some 80 percent of people who suffer from mental illness do not seek help after their conditions are diagnosed."Delayed treatment at the early stage will lead to more serious conditions. Most parents just cannot believe their kids have developed mental problems," Pan said, adding that young mental patients could attempt suicide or commit crimes if they are not treated well.In one case, a 21-year-old student believed to be suffering from a mental illness stabbed six of his classmates at an IT college in Zhuhai, Guangdong Province, last month.To better cope with the situation, the Guangzhou Teenager Service Center, a psychological treatment center affiliated to the Guangzhou Communist Youth League, has employed eight psychological experts.The experts will work with people suffering from mental illness through a hotline (12355).Meanwhile, nearly 100 psychologists will soon be deployed in communities, schools and work units to promote mental health among young people.

Japanese Prime Minister Shinzo Abe has said he will face up to history to help improve Sino-Japanese relations. He made the remarks in an interview with China Central Television (CCTV) which was broadcast yesterday ahead of Premier Wen Jiabao's visit to Japan on Wednesday. Starting with a Chinese greeting Ni Men Hao (How are you), Abe said the China-Japan relationship is one of the most important of bilateral ties for his country; and hoped they could develop into a strategic relationship for mutual benefit. He said he is looking forward to Wen's visit in spring, a season "when the ice is melting and flowers are starting to blossom", and hopes to visit China this year. Abe paid an "ice-breaking" trip to China last October soon after taking office. He met President Hu Jintao and reached agreements that thawed relations chilled by former Japanese prime minister Junichiro Koizumi's repeated visits to the Yasukuni Shrine that honors top Japanese World War II war criminals. Abe said he firmly believes that the "ice" in relations will finally melt when more Chinese people get to know Japan's post-war road of development. He said he hopes Wen's trip, including the summit meeting, would produce substantive results in various fields such as energy, environmental protection and regional security. As Wen's visit also coincides with the 35th anniversary of the normalization of China-Japan relations and the Year of Cultural and Sports Exchanges, Abe said he would like to use the opportunity to invite more Chinese people, especially the younger generation, to visit his country and enhance mutual understanding. Abe said China's development provides a big opportunity to not only Japan, but also Asia and the world at large, citing bilateral trade had hit a record eight years in succession. The volume of trade between the two countries has increased nearly 200 times from .1 billion in 1972, when Sino-Japanese ties were normalized, to 7.4 billion in 2006. "Such an achievement was unimaginable even 10 years ago," Abe said. In another development, a survey published yesterday said that most undergraduates in China and Japan regard the other country as an important nation and 37 percent of them are positive about future China-Japan relations. The survey, jointly conducted by the China's Outlook Weekly and mainstream Japanese newspaper The Daily Yomiuri, polled 1,020 Japanese and 987 Chinese college students in March. Though a majority of respondents are not satisfied with the current state of relations, 37 percent believe relations will "improve" or "greatly improve" in the future. More than 40 percent think the relations will "remain unchanged". More than two-thirds of the Japanese undergraduates chose China as Japan's most important partner for economic growth; whereas Chinese students ranked Japan in second place, following the United States. A majority of both Chinese and Japanese students believe China will become the most influential country in the world. More than half of the Japanese students deemed China would overtake Japan in the next 10 years in terms of GDP.

  

Effective preparations and accurate weather forecasts greatly reduced the number of casualties caused by typhoon Wipha, Zheng Guoguang, head of the China Meteorological Administration (CMA), said on Thursday."Up to now only five people have died from landslides triggered by the heavy rain. The number of casualties is rare in history," said Zheng.The fact that the central government has paid great attention to natural disasters was one of the reasons for the few casualties, while meteorological authorities stepped up forecasts to allow local governments to have time to evacuate people, Zheng added.A total of 2.67 million people in Zhejiang, Fujian, Shanghai and Jiangsu had been relocated by Wednesday, said the Ministry of Civil Affairs. The typhoon destroyed more than 9,600 houses and damaged 42,000 others.In Zhejiang alone, 1.79 million people were evacuated before Wipha struck, the largest mass evacuation in the history of the province. More than half a million were evacuated because their houses were in poor condition.Typhoon Wipha hit Wenzhou, in Zhejiang Province, at 2:30 am Wednesday but was later downgraded to a tropical storm.It turned into a temperate depression at noon on Thursday in the Yellow Sea, and was still weakening, according to the Liaoning Meteorological Observatory.

  

Two labor watchdog officers in north China's Shanxi Province have been detained by police in connection with the country's growing slave-worker scandal. Hou Junyuan, head of an inspection team in Yongji City's Labor and Social Security Bureau, was accused of dereliction of duty and detained yesterday afternoon. Another officer from the team, Shang Guangze, was arrested on charges of abuse of power and fired from his job. The two had transferred an underage laborer, who was from central China's Henan Province and was being sent back home, to another kiln for new employment, authorities said. Police have arrested 168 people and are seeking more than 20 other suspects involved in the forced-labor scandal. By Sunday night, 45,000 officers had raided more than 8,000 kilns and small coal mines in Shanxi and Henan provinces and freed 591 workers, including 51 children. Those charged with crimes are suspected not only of illegal employment practices but also of abduction, limiting others' freedom, employing underage workers and even murder. Meanwhile, the government of Shanxi's Hongtong County, where one of the most notorious kilns was located, has dispatched work teams to 12 provinces to compensate victims who were compelled to work in captivity. The central government plans to launch a nationwide survey of labor conditions in small kilns and collieries, and those who illegally employ children, force people to work or deliberately injure workers will be severely punished, the State Council warned.
