(CNN) -- A task force that looked into scores of horse deaths at California's Santa Anita Park found no animal cruelty or criminal activity, Los Angeles County District Attorney Jackie Lacey said Thursday.The number of horses that were being euthanized or dying after accidents at the famed facility gained nationwide attention when officials briefly suspended racing in early March over concerns about the number of deaths."Horse racing has inherent risks but is a legally sanctioned sport in California," Lacey, who led the panel of prosecutors and investigators, said. "Greater precautions are needed to enhance safety and protect both horses and their riders."RELATED: 3-year-old horse euthanized after suffering injury at Del MarThe task force looked into the 56 deaths that occurred between July 1, 2018, and November 30, 2019, and "did not find evidence of criminal animal cruelty or unlawful conduct relating to the equine fatalities."The task force, formed in March, had recommendations for post-death investigations, identifying preexisting conditions, track maintenance and enforcement. It proposed an annual fatality report, facility investigations, enhanced penalties for violations, and establishment of a tip line to encourage reporting of suspected animal abuse.CNN reached out to Santa Anita Park and to the California Horse Racing Board for comment but didn't get an immediate reply.RELATED: Del Mar Thoroughbred Club upgrades horse safety for 2019 racing seasonWhen Santa Anita reopened for racing in late March there were numerous changes: Trainers had to apply two days in advance before working out a horse; jockeys had to replace whips with softer "cushion crops" and restrictions on steroids, anti-inflammation drugs and race-day medications were instituted.The task force report says improved safety policies had "reduced the number of fatal racing and training incidents."The report shows the 49 deaths in the fiscal year (July 1, 2018, to June 30, 2019) were higher than the previous fiscal year but lower than the two years before then."Since 2009, the national average for catastrophic racing breakdowns has declined almost 20 percent," the report says.The number of deaths listed in the report differs from those in recent media stories because the panel looked at a longer period of time. It included 49 deaths from the fiscal year 2018-2019 and seven since then. It also includes two horses that were not racers. 2452

SAN DIEGO (KGTV) -- A potential partnership between the San Diego Unified School District and UC San Diego could help prevent the spread of the coronavirus within the school district.On Tuesday, officials with SD Unified and UC San Diego will discuss a collaborative effort that will provide COVID-19 testing -- with rapid results -- for district students and staff members every two weeks.Under the proposed testing program, all students and staff would be tested even if no symptoms are shown. The plan is to get their more than 100,000 students and 15,000 staff members tested twice a month.School Board Vice President Richard Barrera said, “We can’t wait for the federal and state government to provide so we can reopen our schools. We have to take the initiative ourselves ... being able to test on our campuses both students and staff is the best way to get large numbers of people being tested. UC San Diego would bring health professionals onto our campuses to do the testing.”San Diego Unified School District schools are currently in Phase One of the district's reopening plan. Under Phase One, which began Oct. 13, teachers have returned to campuses to provide appointment-based, in-person instruction for elementary school students identified as having “the greatest needs.”Phase Two of the district’s reopening plan would begin for elementary school students on Jan. 4, 2021. Middle and high Schools will start Jan. 25, at the beginning of the third academic quarter.SD Unified Superintendent Cindy Marten, district School Board President Dr. John Lee Evans, and UC San Diego Chancellor Pradeep K. Khosla are among the leaders expected to speak on the proposed partnership on Tuesday on the UC San Diego campus.The school board will vote on the million testing plan at its regular meeting Tuesday afternoon.The district wants to use the million from its budget, which includes funding from the CARES ACT to put up the initial costs to start up this program.    IMPERIAL BEACH (CNS) - County officials today re-opened parts of the shoreline near Imperial Beach that had been closed due to sewage-contaminated runoff.  Beaches from the U.S.-Mexico border to the northern boundary of the Tijuana Slough National Wildlife refuge were closed on Feb. 11, after testing showed unsafe water quality.   The unhealthy water quality came after a Feb. 9 partial power failure at a treatment facility in Tijuana that allowed an estimated 560,000 gallons of water to flow through the Tijuana River across the border unhindered, according to the International Boundary and Water Commission. Additional sewage flows occurred on that day, as well as Feb. 15 and Tuesday, the commission said.   Officials sample the water quality in the area weekly, according to the San Diego County Department of Environmental Health, and sewage from the Tijuana River frequently results in beach closures during the winter rainy season. 994
