SAN DIEGO (KGTV) - A San Diego man has been sentenced to more than six years in prison after pleading guilty to multiple gun charges in a Tucson, Arizona federal court.Joshua Pratchard came to the FBI's attention after a short-lived attempt to join what prosecutors call a border militia group in Arizona in January 2018. The group kicked Pratchard out after just a few days, saying he did not want to follow their rules, including repeatedly asking to get physical with detainees and demanding to put a silencer on his weapon. He was also deemed eager for confrontations with criminal bandits known as "rip crews" who seek to steal drug loads in the desert.Pratchard continued to be involved in activity in Arizona, leading to contact with a member of the group who was a FBI informant. Pratchard revealed that he manufactured and sold weapons. The informant reported this to the FBI, which led to an investigation. Eventually, Pratchard was arrested after selling firearms to the informant. A search of Pratchard's apartment in Pacific Beach led to the discovery of a "gun factory." Along with the machinery to build firearms and bullets, agents found four homemade guns and enough gunpowder for 9,000 rounds of ammunition.The FBI investigation also discovered Pratchard's criminal history, which includes a conviction for having ecstasy when he was serving in the Marine Corps, and a 2007 felony assault conviction.Although he has been sentenced on the gun charges, Pratchard's legal trouble may not be over. During the sentencing hearing, prosecutors made multiple references to a non-profit organization Pratchard ran in San Diego which could see fraud charges filed in the future. 10News uncovered Pratchard's involvement leading a charity known as "Second Chance Fields," which is dedicated to rebuilding or refurbishing athletic fields at San Diego schools. His website touts to significant projects, including renovation of the baseball field at Mission Bay High School and a large-scale renovation of football and lacrosse facilities at Del Norte High School. For the latter project, Pratchard recruited former San Diego Padres star Adrian Gonzalez, who appeared at a press conference with Pratchard at the school and whose foundation donated ,000, according to the Second Chance Fields website.10News asked the FBI if there was an investigation underway into Pratchard and Second Chance Fields. SAN DIEGO (KGTV) — A San Diego man is back in the U.S. after being held in a Mexican jail since Sunday. Rob Thomas, a Marine veteran and avid surfer, had been kept in custody after Mexican authorities determined he was at fault for a traffic collision that sent four people to the hospital, according to friends and local news outlet Rosarito en la Noticia.Under Mexican law, drivers found at fault in a collision can be detained until they prove they can cover the estimated costs of the crash. Thomas did not have valid car insurance in Mexico, so authorities demanded a cash bond, said longtime friend Mikey “Beats” Beltran. The amount of the bond was negotiated by an attorney representing Thomas, but it could be ,000 to ,000, friends said. “This is without a doubt a traveler’s worst nightmare, ending up in a foreign jail surrounded by people that don’t speak your language,” he said. “They don’t feed the people in detention, and so friends of ours that are down there, they’ve had to feed him daily.”Thomas was in Rosarito on a surf trip. SAN DIEGO (KGTV) -- A new report found that nearly half of U.S. renters are spending 30 percent or more of their income on rent.The report also found that nearly one quarter of renters spend half of their income or more on rent.The share of cost-burdened renters has doubled since 1960, when just 24 percent of renters were burdened in the U.S., according to Apartment List.RELATED: Rent increases in San Diego due to higher demand, lack of supplyIn San Diego, those numbers rose significantly. In 2016, more than 57 percent of San Diego renters were cost-burdened, meaning they spent 30 percent of their income or more on rent. San Diego ranked 94 for affordability out of the nation’s top 100 largest metros. SAN DIEGO (KGTV) - A judge decided Friday to place a sexually violent predator in the East County community of Boulevard. Michael Joseph Martinez, 64 has multiple previous convictions including child molestation and lewd and lascivious acts upon a child under 14, according to County Supervisor Dianne Jacob’s office.The judge added Friday that the sheriff’s department will be extra vigilant and security will be heightened.The judge decided to place Martinez at the Department of State Hospitals recommended location of 2135 McCain Valley Road. The schools closest to the address include Clover Flats Elementary School and Jacumba Elementary School, according to the San Diego County Sheriff's Department.A mother of one of the victims from 25 years ago spoke at the hearing saying, “I know that you can’t change the order and I’m glad that there’s going to be very strict ordering, but I hope this doesn’t happen to another child or family.”RELATED: Dianne Jacob slams proposed placement of predatorJacob said the placement would put public safety at risk. SAN DIEGO (KGTV) - A Normal Heights dog owner is warning about a hidden danger at dog parks.Bosco, a 2-year-old bullypit, loves his treats and just about anything else his mouth can reach."He's a vacuum. He's eaten some weird stuff," said Mark Groveman.On Friday morning, the list of stuff got longer sometime during a 40-minute period. During that time, Groveman walked Bosco to the off-leash area at Ward Canyon Park and let him play. Eventually they walked home. Groveman put him in the house, left for work and returned home five hours later."He was laying on the bed, scared and shivering. He had wet the bed a couple times. He was arching his back in a weird way, swaying side to side. I thought he was having a stroke," said Groveman.Groveman decided to rush Bosco to the emergency vet."In the car, he was bobbing his head forward. He kept nodding off. Honestly I thought he was going to die. A lot of panic and some praying as well," said Groveman. At the vet, Bosco got a quick diagnosis."They said they are seeing it every day," said Groveman. Bosco likely ingested marijuana, which tests later confirmed. Experts say in some cases, eating marijuana for dogs can lead to seizures and in rare cases, death. Edibles and tinctures - with higher THC concentrations - are most concerning.
