SACRAMENTO, Calif. (KGTV) — California has become the third state to declare a state of emergency due to the threat of the coronavirus.Gov. Gavin Newsom told reporters Wednesday that the state is declaring a statewide emergency in order to take advantage of additional government resources. The declaration comes after developments that a California patient died of coronavirus after reportedly being infected on a cruise from San Francisco to Mexico from Feb. 11 to Feb. 21.The victim was an elderly adult with underlying health issues and was in isolation at the time of death, Placer County health officials said. The cruise ship that the victim had been on earlier is currently being investigated by the Centers for Disease Control and Prevention. Another passenger who is infected is in stable condition at a Sonoma County hospital.The ship is currently at sea, but testing kits will be flown out to its crew for passengers to be tested before the ship docks in San Francisco."There’s a reason that we didn’t want the ship in the Port of San Francisco and in the state of California at this time," Newsom said. "The ship will not come on shore until we appropriately assess the passengers."RELATED: Screener at Los Angeles airport tests positive for coronavirusPassengers currently aboard who were also on the February voyage will also be tested. The CDC is working to identify other passengers from the ship's previous trip and where they got off the vessel. At least nine counties have declared an emergency over the virus, according to state officials. The figure is 45 percent higher than five years ago.Health officials are particularly concerned by the hike because 30 women had stillbirths due to congenital syphilis, the highest number since 1995.STDs can cause serious health problems if untreated. Syphilis can cause permanent loss of hearing, vision and neurological issues. Chlamydia and gonorrhea can lead to pelvic inflammatory disease and infertility, ectopic pregnancy and chronic pelvic pain."STDs are preventable by consistently using condoms, and many STDs can be cured with antibiotics," said CDPH Director and State Public Health Officer Dr. Karen Smith. "Regular testing and treatment are very important for people who are sexually active, even for people who have no symptoms. Most people infected with an STD do not know it."Chlamydia and gonorrhea rates are highest among people under age 30, health officials said. Rates of chlamydia are highest among young women, and males account for the majority of syphilis and gonorrhea cases.  1277

Evacuation producers must also be tested, isolating anyone who tested positive for COVID and quarantining others on board.According to the CDC rules, volunteers 18 and older must have written certification by a healthcare provider, that they don't have any pre-existing medical conditions that could place them at high-risk for COVID-19. 1553

ROCHESTER, N.Y. — New York Attorney General Letitia James is promising to expedite the release of body camera footage in cases of alleged police misconduct that her office investigates. James spoke Sunday in Rochester, which has been in turmoil since the footage of Daniel Prude’s fatal encounter with police was released more than five months after his death. James said her office “will be proactively releasing footage to the public on our own.” It's unclear how many cases will be affected by the policy, since the attorney general’s office does not review all footage of police interactions with the public. 620
