SAN DIEGO (KGTV) - The California Department of Alcohol Beverage Control (ABC) made changes making it easier for businesses to sell alcohol. This week, the agency made major changes allowing restaurants to sell beer, wine and pre-mixed drinks or cocktails for pick-up or delivery as long as it is sold with food and has a secured top. While the changes will help many business owners, some San Diego bar owners say the ABC needs to take a look at other parts of the law as well."I know my seven employees are hurting, and I am too," said Tony Raso of Bar Sin Nombre.Raso said when the statewide order came down to close, he did. He has bar food he can sell, but where his problem comes in is with the beer that's already on tap."My struggle has been with all of the draft beer," he said. "We're primarily a draft house, and most of my money is in draft inventory."According to the ABC's website, restaurants "selling beer, wine, and pre-mixed drinks or cocktails for consumption off the licensed premises may do so when sold in conjunction with meals prepared for pick-up or delivery. Any such alcoholic beverages must be packaged in a container with a secure lid or cap and in a manner designed to prevent consumption without removal of the lid or cap."Raso said while he appreciates the relaxed restrictions, he's still sitting on at least ,000 in kegs he can't sell."Allow us to repackage the beer from the taps," Raso said. "Allow us to drain the inventory that we already have tapped that's going to spoil and allow us to create some sort of revenue."In a statement to 10News, a spokesperson for the ABC wrote 1623

SAN DIEGO (KGTV) -- The first new hospital tower in 40 years in the South Bay could have a major impact addressing a shortage of beds in the region, officials say. Sharp Health Care is set to open its 106 bed Ocean View Tower this week in central Chula Vista. It is adjacent to the 243 bed Sharp Chula Vista original tower, which has seen an overflow due to a growing South Bay with too much demand for health care. "There's about 4,000 new homes in this area that have been built, so more and more we are going to have to provide health care for that population," said Pablo Velez, the hospital's chief executive. While the South Bay has experienced rapid growth, most of the new hospitals have been constructed in North San Diego, where there are higher paying patients, Velez said. At an open house Saturday, more than one thousand South Bay residents got a first look inside the hospital. Each room will be private, with big screen high definition televisions, large bathrooms, USB ports in beds, and local art. The hospital boasts a top floor cafeteria and large family waiting rooms. "I always go to Sharp, and my dad already knows the doctors here and the nurses because he's been in and out a lot of times since early last year," said Cesar Gonzales, an Eastlake resident who came to the open house with his 92-year-old father, a Sharp Chula Vista patient. The hospital cost 4 million to build. Construction began in November 2016. 1452

SAN DIEGO (KGTV) — Tens of thousands of businesses in San Diego lost momentum in the early days of the pandemic. A leadership and facilitation company, literally named "momentum," was training corporations around the world when the pandemic hit. And it was clear to financially survive they had to pivot.Jason and Deirdre Maloney created the MagicWrap because they felt the world could use some warmth right now.“There's certainly people who are feeling isolated, feeling alone. Everybody likes a hug," Deirdre Maloney says. And a hug is just what a friend needed. But, when they couldn't find the gift they were looking for, they created it and brought MagicWrap to the market.“There's a concept about a blanket that's about covering yourself, and that's not what we wanted. We wanted that warmth like someone had their arms around you," Jason Maloney said. It even comes with a personalized note, and a pocket to keep it in. The pocket also makes a cell phone easy to walk around with. But before MagicWrap and product manufacturing, the Maloney's were a success in the field of corporate training and facilitation. Their company, Momentum, was booked solid into the fall.“For a company that goes around talking to businesses and they no longer exist. We have no business," said Jason. And their record-breaking year for Momentum, vanished.“It was a shock. Pretty much in a week our entire calendar year was put on hold, or canceled,” Jason added. But instead of folding, they found a new purpose, and the chance to spread a little magic in a trying time.“So when we hear back that people feel loved and supported or it's great to have this gift to give, that's really what it's about for us,” says Deirdre. 1714

SAN DIEGO (KGTV) - Surveillance video reveals a City Heights man was seconds away from a showdown with an armed intruder who got away with a "priceless" stone.Along 41st Street, past 6 p.m. Friday, a man whose face is hidden by a bandanna, was recorded creeping into D.R. Peck's back yard from a canyon. "The full mask is the scary part. Notice he has gloves," said Peck.In the video, the burglar discovers an unlocked door and enters a bedroom. More than 10 minutes later, he emerges with a briefcase. He drops it off before heading back inside. Not long after, the cameras show Peck wheeling in the trash can near the front of the home after returning home from running errands. At the same time, the intruder — likely hearing Peck return — bails out of the house through the back entrance. A flash of a knife seen in his hand."I walk in and see a mess ... Oh my God. Someone's been in my house," said Peck.Amid the ransacked bedroom, there were missing items: electronics, a special edition "The Flash" comic book worth more than 0, jewelry, and a red heart stone that he bought for his wife Wendy 10 years ago after proposing. It wasn't expensive, but it was priceless."She knew she was loved, exactly what I was wanting to say to her," said Peck. The two were only married for 27 days before Wendy died after a battle with ovarian cancer. Peck kept that heart stone close to his heart."When I looked at it, it reminded me I had soulmate, and her and I were that," said Peck.Anyone with information on the case is asked to call Crime Stoppers at 888-580-8477. 1573
