WASHINGTON (AP) — The standoff over President Donald Trump's billion wall funds deepened Monday, threatening a partial government shutdown in a standoff that has become increasingly common in Washington.It wasn't always like this, with Congress and the White House at a crisis over government funding. But in recent years the shutdown scenario has become so routine that it raises the question: Have shutdowns as a negotiating tool lost their punch?Monday brought few signs of progress. WAYNESBORO, Tennessee — A litter of puppies were rescued from a septic tank in a rural part of Tennessee after they were dumped by their former owner.Officials with the Tennessee Wildlife Resource Agency called workers with the County Road Animal Rescue in Waynesboro were called to take the animals.Seven pups and their mother were found in an old septic tank. A second mother and four pups were also found in a nearby woodshed.Rescue workers believe the dogs hid their pups in order to protect them. Both mother dogs were emaciated and in need of care.In a Facebook post, rescue officials encouraged pet owners to spay and neuter their pets."We can’t possibly keep up with all these dogs. Our waiting list is absolutely full. Call People For Animals today if you haven’t fixed your dog yet," the post stated. 843
