Gavin Newsom will concluded his "California for All'' Health Care Tour in San Diego Saturday by holding a rally to reaffirm his position on women's reproductive health services.Newsom had been on on the promotional tour since Tuesday, stopping in San Francisco, Los Angeles and Sacramento to discuss the health care initiatives in his proposed budget for the 2020 fiscal year.According to Newsom, his proposed initiatives would lower health care costs, expand on former President Barack Obama's Affordable Care Act and make progress toward a single-payer health care system.The program would also bring back the Obamacare-era healthcare mandate that penalizes anyone who doesn't have healthcare coverage. Should state legislators approve Newsom's proposed budget, it would expand Medi-Cal coverage to adults ages 19-25 in California without illegally, offer subsidies to middle-income families with private health insurance and allocate 0 million for reproductive and sexual health care education and programs."No state has more at stake on the issue of health care. California must lead,'' Newsom said before the start of the tour. SAN DIEGO (CNS) - Four men allegedly bringing several dozen pounds of drugs through the coastal North County were arrested today following a road chase from Solana Beach to Carlsbad, authorities said.The pursuit began about 10:30 a.m., when detectives tried to pull over a vehicle with five people in it on Interstate 5 near Lomas Santa Fe Drive, according to sheriff's officials.The driver refused to yield, continuing on to the north for about four miles before exiting onto Encinitas Boulevard, Sgt. Bill Kerr said.There, one of the passengers, 24-year-old Gabriel Albert Delosreyes, got out of the vehicle and allegedly made a futile attempt to escape on foot.As deputies chased down Delosreyes, the fleeing driver -- later identified as Juan Manuel Villalobos, 28 -- got back onto I-5 and went north for several more miles, then exited at La Costa Avenue and headed east along the southern shoreline of Batiquitos Lagoon, Kerr said.Reaching a residential area off Levante Street and Caminito Monarca, just east of El Camino Real, Villalobos pulled over, jumped out of the vehicle and ran off with his remaining companions.One of the four, an unidentified woman, managed to escape, but deputies quickly captured Villalobos along with cohorts Marcos Martinez, 34, and 26-year-old Eddie Anthony Navarro.Inside the trunk of the car Villalobos had been driving, deputies found a truck tire with 25 1/2 pounds of methamphetamine stashed inside it, according to Kerr."Small amounts of other drugs were also found on the suspects,'' the sergeant said.The arrestees were expected to face various criminal charges, including possession of an illicit narcotic for sale, illegal transportation of a controlled substance and conspiracy. 1736

SAN DIEGO (CNS) - A man was sentenced to nearly a decade in state prison Wednesday for his role in the fatal shooting of a Navy sailor who pulled over on a San Diego freeway ramp to help a seemingly stranded motorist.Harvey Liberato, 26, pleaded guilty to voluntary manslaughter and other charges stemming from the Oct. 27, 2018 slaying of 21-year-old Curtis Adams on the connector ramp between southbound state Route 15 and northbound Interstate 5.Adams was driving on the freeway with his girlfriend at around 2 a.m. when he stopped to assist a disabled vehicle on the side of the freeway, which was actually a car that had sustained flat tires in a shootout from a bungled vehicle burglary earlier that night.RELATED: Man found guilty of murder in slaying of Navy sailor on freewayThe disabled car was occupied by Liberato, Susana Galvan, 40; Brandon Acuna, 23; and Brandon's brother, Edson Acuna, 26.Believing Adams was the person they had engaged in a shootout with earlier in the night, Edson Acuna exited the car and shot Adams in the chest.Edson was convicted by a jury earlier this year of first-degree murder, robbery, burglary, various firearm counts and a special-circumstance allegation of committing the murder in the commission of a burglary. SAN DIEGO (CNS) - Authorities Tuesday publicly identified a 15-year-old boy who was fatally shot last week in Barrio Logan.Patrol personnel responding to reports of gunfire in the area of Chicano Park shortly before 10 p.m. Friday found a large gathering of people standing in a parking lot and a motorist beginning to drive away in a silver sedan, according to police.Seeing the arriving officers, the group, including two people in the car, scattered, Lt. SAN DIEGO (CNS) -- A San Diego man who allegedly had Molotov cocktails in his possession at last month's La Mesa police brutality protest is facing federal charges, the U.S. Attorney's Office announced Tuesday.Zachary Alexander Karas, 28, is charged with possession of an unregistered destructive device for allegedly having two glass bottles containing gasoline and wicks while at the protest, which began May 30 and carried over into the morning of May 31.According to the charging document, officers spotted Karas and his girlfriend sitting on the pavement at the corner of Allison Avenue and Spring Street at around 2 a.m. May 31.Karas was arrested for not leaving the area after dispersal orders were given by law enforcement, following the declaration of an unlawful assembly, according to the complaint.In an interview with law enforcement, Karas allegedly said "he brought the Molotov cocktails to the protest at the police station because he intended to use the Molotov cocktails to set fires, but ultimately did not cause any fires."Fires were set at the Chase and Union Bank branches and Randall Lamb Associates building near the site of the protest, but the complaint does not allege Karas set any of the fires sparked following the protest."The Constitution strongly protects the First Amendment right of all to speak out and peacefully protest," said U.S. Attorney Robert Brewer.
