SAN DIEGO (KGTV) - Newly-released census numbers show residents are fleeing California in sizable numbers.Angie Romero of was outside a U-Haul trailer, packed with rented wine barrels she will be using as decor for her 50th birthday party.  She'll likely be renting another U-Haul in the not-so-distant future."The cost of living puts you in another mindset.  I'm getting older and start wondering about my future," said Romero.Romero, who works in sales, plans on packing up and leaving the state within the next two years.  One reason: the rent for her apartment near San Diego."I've lived there three years, and every year it's gone up either or ," said Romero.Romero is hardly alone. According to the latest census numbers, in the year-span ending July 2017, adding up all the people moving into and out of California translates into a net loss of 138,000 people. In San Diego County, there is also an apparent exodus with a net loss of nearly 16,000 people in the year ending in July 2017. In the previous year, there was a loss of 8,300 people.         1148

SAN DIEGO (KGTV) — New data released by the San Diego County Office of Education show three-fourths of all K-12 students in the County are now studying online and experts believe that number will increase by the start of the new year.Poway parent, Caroline Epps, told her three children recently that they would be going back to virtual learning."I could tell they were disappointed," Epps said. "It's been nice having them there even though it's been such a short time. It's going to be a little difficult having them at home the whole day again."Poway Unified is one of the few school districts that are still offering modified in-person instruction, only to elementary students. But earlier this week, the district announced they would be recommending all students to revert to distance learning after winter break."My oldest will have the most difficult time with that because her assignments are more complex," Epps said.The decision comes after another surge in COVID-19 cases. Bob Mueller with the County Office of Education says 75% of K-12 students are now learning remotely, up from 68% last month."We are seeing the impact of gatherings for Thanksgiving," Mueller said. "It's likely that we will see the surge deepen for a time as we feel the impact of gatherings for the December holidays."School staff getting sick or having to quarantine are resulting in a serious staffing shortage."We are seeing unprecedented demand for substitutes," Mueller said. We need more people to work in those roles than we've ever needed before."Epps says while it is not ideal, she understands the situation. So she and her children will have to adapt and overcome."I don't think anyone wants the school year to be the way it has been," Epps said. "I feel like we have to take it with a grain of salt and just not get too worked up and not too stressed out about it."Poway Unified School District plans to return to on-campus learning by January 19, 2021. 1957

SAN DIEGO (KGTV) - People who live near Mini Square Park in City Heights are fed up with what they say is a rise in crime and noise. They're calling for a curfew to be imposed at the park from 9 pm - 5 am."Every rule that's posted here is broken all day long and mostly all night long," says one woman who asked 10News not to identify her because she feels unsafe in her home next to the park. "I can get practically high from the marijuana that comes into my window cause it overlooks the park. The noise becomes just unbearable at times."The park opened in 2014, on 43rd Street in between Polk and University Avenue. Sitting between a senior center, an apartment complex and a health clinic, It was designed as a way to give adults in the community a gathering place.Instead, neighbors say it's been overrun with crime and drugs.A search of the website crimemapping.com shows 148 crimes reported within 1000 feet of the park over the last six months. That includes 21 stolen cars, 19 assaults and 16 robberies.It's gotten to the point where some people say they're afraid to walk by it, especially at night."Of course I would like to be in this park, to spend my free time there," says Isaac Musaazi, who lives in the apartment complex next door. "But I can't because of the people who are there."A community meeting to discuss a curfew and how to enforce it is scheduled for Thursday with the Community Parks Committee. SAN DIEGO (KGTV) — Murder during rape is a special circumstance, meaning no bail for the man accused of killing an elderly woman in her Normal Heights home in 1987.Kevin Ford, 62, didn’t have much to say in court Tuesday, charged with the murder and rape of 79-year-old Grace Hayden. Some advances in technology and persistent police work helping make today happen after three decades.The video remains just as chilling today as it was 31 years ago. Hayden's body was wheeled out of her home. Her neighbor told 10News reporter Steve Fiorina back then, that she was a friendly neighbor."She was loveable, friendly, never bothered, as far as I know, anyone," the neighbor said."Never went out because she was something like handicapped. She was a nice lady," another neighbor said.The case went cold until a single fingerprint found on Hayden’s stove. And some hard work led investigators to an arrest in North Carolina.San Diego DA investigator Tony Johnson was reviewing the unsolved case when he found that fingerprint. He submitted it to a national database and got a hit from a 20-15 warrant out of North Carolina.Three years ago he talked with KPBS saying, “a case goes cold primarily when the initial team that’s investigating the case has run out of leads.”Ford was extradited to San Diego. Tuesday, he was arraigned before a judge. A public defender said ford denies all charges.Ford is due back in court on Aug. 7. 1460

  

SAN DIEGO (KGTV) - New numbers show just how quickly housing has become unaffordable in San Diego county.Housing received a thumbs-down because the Housing Affordability Index for San Diego County decreased from 26% in December 2017 to 24% in December 2018. In 2012, more than 45% of county residents could buy a median-priced home.The report on housing affordability was part of the annual Quality of Life Dashboard released by the Equinox Project, The Nonprofit Institute at University of San Diego. "The change is steep and following the state trends," said Christiana DeBenedict of The Nonprofit Institute.RELATED: San Diego among top hot housing markets for 2019, Zillow reportsAccording to the report, 38% of local homeowners devote more than a third of their income to their mortgage. The renters' situation isn't much better. According to the U.S. Census Bureau, in San Diego County, 57% of people pay more than 30% of their income on rent. San Diego, Orange and Los Angeles counties have the highest proportion of people paying over 30% of their income on rent.DeBenedict says add it all up, and it hurts locals employers trying attract and keep talent. That money isn't being put back into the economy," said DeBenedict.According to the Equinox Project, the affordability crisis translates into an estimated .4 billion economic loss for the region every year.DeBenedict says with no sudden housing turnaround expected, expect policies to continue favoring more affordable housing projects and options like granny flats. 1679
