SACRAMENTO, Calif. (AP) — California has recorded a half-million coronavirus cases in the last two weeks, overwhelming hospitals in urban centers and rural areas. Gov. Gavin Newsom says a projection model shows California could have 100,000 hospitalizations in the next month. Mobile field hospitals are being set up outside facilities to supplement available bed space. At least three are being set up in the Los Angeles and Orange County area, which hit 0% ICU bed availability last week. Other "alternative care" facilities, as the governor refers to them, have been set up near Sacramento and along the Mexican border about 50 miles east of San Diego.“The ICU is at 105% capacity,” Orange County Supervisor Doug Chaffee said of St. Jude. “They’re using every available bed. The emergency department has an overflow ... All the Orange County hospitals are in the same situation. It is dire, so they’ll soon be erecting a tent in the parking lot, probably for triage. I think what we’re seeing is not a surge, but a tsunami.”The governor says he’s likely to extend his stay-at-home order for much of the state. He acknowledged the orders for the Southern California and San Joaquin Valley regions will probably be extended. The orders remain in place for three weeks, and are triggered when a region's available ICU bed capacity dips below 15%. Both of those regions, which combined cover 23 of 58 counties and the lower half of the state, have an ICU bed availability level of 0% according to the California Department of Public Health. The San Francisco Bay area has an ICU bed availability of 13.7%, it's at 16.2% in the Sacramento region and 28.7% in Northern California. 1686

(AP) — A federal appeals court ruled Friday the Trump administration acted in an "arbitrary and capricious" manner when it sought to end an Obama-era program that shields young immigrants from deportation.A three-judge panel of the 4th U.S. Circuit Court of Appeals ruled 2 to 1 that the Trump administration violated federal law when it tried to end the Deferred Action for Childhood Arrivals program without adequately explaining why. The ruling overturns a lower court ruling a judge in Maryland made last year, which Trump had previously praised via Twitter.Friday's ruling will not have any immediate effect as other federal courts have already ordered that DACA be kept in place.The 4th Circuit ruling said the Department of Homeland Security did not "adequately account" for how ending DACA program would affect the hundreds of thousands of young people who "structured their lives" around the program."We recognize the struggle is not over and there are more battles to fight in the Supreme Court on this road to justice, but our families are emboldened by knowing that they are on the right side of history," said Gustavo Torres, executive director of Casa de Maryland, the lead plaintiff in the case.Trump and his Justice Department have argued that the Obama administration acted unlawfully when it implemented DACA. The Justice Department declined to comment.Preserving DACA is a top Democratic priority, but discussions between Trump and Democrats on the issue have gone nowhere.Trump's latest immigration plan, unveiled Thursday, does not address what to do about the hundreds of thousands of young immigrants brought to the U.S. as children. White House press secretary Sarah Sanders told reporters that "every single time that we have put forward or anyone else has put forward any type of immigration plan that has included DACA it's failed."DACA's fate could be decided by the Supreme Court, which is weighing the Trump administration's appeals of other federal court rulings.The justices have set no date to take action.If the high court decides it wants to hear the appeals, arguments would not take place before the fall. Gavin Newsom eased the sentences or criminal histories of nearly three dozen current or former felons on Tuesday.They include 10 pardons intended to aid immigrants who face the possibility of deportation.One of the 10 is currently in a federal immigration detention facility. The 10 were among 22 pardons, 13 commutations and four medical reprieves, the last a category prompted by the coronavirus pandemic.The state corrections secretary and a federal court-appointed official recommended the medical risk clemency review.They are in addition to thousands of other earlier releases intended to free space within the state's prison system to slow the virus' spread. 715

  

RICHMOND HEIGHTS, Mo. – Authorities are searching for a person of interest following a shooting at a St. Louis area mall that left one person dead and another injured Wednesday.The St. Louis County Police Department said on Twitter that the two people were shot at the St. Louis Galleria Mall in Richmond Heights shortly before 12:34 p.m. CT.When officers arrived at the scene, police say they located the adult male victims. One victim, a man in his early 20s, was pronounced deceased at the scene and the other was transported to an area hospital for life-saving treatment.The department said it does not consider the shooting an active shooter incident.Police believe two groups of people got into some sort of dispute inside the mall and the altercation escalated into a shooting. Several suspects were reportedly seen fleeing the scene. 849

  

Roughly 200 people are being asked to quarantine for 14 days after going to a gym in West Virginia.A member of Planet Fitness tested positive for COVID-19 after going to the gym on June 24, and the Monongalia County Health Department is urging anyone who was at the gym that day to watch for symptoms.The health department estimates about 205 people were at the Planet Fitness during the window of time they are concerned about.“Out of an abundance of caution, the club is temporarily closed for deep cleaning and we are not aware of any additional members or team members reporting symptoms at this time,” Planet Fitness said in a statement.West Virginia, as well as dozens of other states, has seen an increase in COVID-19 cases in the last few weeks. In the past 10 days, the state has seen an increase of about 400 cases; in the 10 days prior to that, cases rose by about 240. As of late Saturday afternoon, the West Virginia case count was 2,782, according to a statement from Monongalia County.Those who are quarantined should not leave their home unless to seek medical care, and should limit contact with others in their household as much as possible. 1167
