SAN DIEGO (CNS) - Prosecutors Friday announced charges against 10 alleged members of a San Diego auto insurance fraud ring, who are accused of buying damaged vehicles and staging car thefts in order to collect more than 0,000 in fraudulent claims.The defendants -- four were arrested this week, while a half-dozen others remain at large -- are accused of buying already-damaged vehicles with high mileage, then submitting false damage or theft claims, defrauding a dozen insurance companies in the process, according to prosecutors and the California Department of Insurance.Investigators allege the suspects filed about three dozen false claims over the course of four years, with 56 vehicles used in the alleged scheme. SAN DIEGO (CNS) -- San Diego County health officials this weekend reported 310 new COVID-19 cases and no additional deaths, raising the region's totals to 10,794 cases while the death toll remained at 338.The number of COVID-19 tests reported to the county Saturday was 4,413, with 7% positive new cases. The 14-day rolling average percentage of positive tests is 2.8%.As of Sunday, the number of cases requiring hospitalization was 1,619 and the number admitted to an intensive care unit was 449.The largest portion of cases, 2,152, have been found in residents age 20 to 29 years old. The second largest portion of cases, 2000, is among residents 30 to 39.Personal care businesses such as skin care and waxing salons, tattoo parlors, massage therapists and nail salons were allowed by the county to reopen Friday.Community-transmitted COVID-19 outbreaks have activated one of the county's public health triggers, placing a pause on any additional openings allowed by the state."We continue to implore the public to wear facial coverings and avoid having gatherings at your home," San Diego County Supervisor Nathan Fletcher said.After public health officials Thursday reported eight community- transmitted outbreaks in San Diego County in the past week, Fletcher said any further openings allowed by Gov. SAN DIEGO (CNS) - The first of more than a dozen truckloads of sand for an international sand-sculpting competition started arriving at the Broadway Pier and Pavilion in downtown San Diego Monday morning.A total of 15 trucks hauled and dumped 300 tons of specialized sand on the pier for the seventh annual US Sand Sculpting Challenge.Event organizers said top competitors from countries around the world, including the US, Russia, Australia, Italy and others, will attend the event over the Labor Day weekend from Friday, Aug. 31, to Monday, Sept. 3.When completed, sand sculptures will stretch nearly 1000 feet over San Diego Bay, organizers said.The first four truckloads of sand arrived between 8:15 a.m. and 8:45 a.m. Monday, Aug. 27, and subsequent loads will arrive in waves throughout the day, according to event organizers. 845

SAN DIEGO (CNS) - San Diego International Airport broke its passenger traffic record for the fifth consecutive year, serving roughly 24 million passengers in 2018, the Airport Authority announced Friday.The total -- up nearly 10 percent over last year -- included one million international passengers, a 19 percent jump from 2017, according to the Airport Authority, which credited several airlines' expanded service and airport-wide traffic increases for the new record.``This is a tremendous time of growth for not only SAN but the entire San Diego region,'' said Kim Becker, the airport's president and CEO. ``With more people choosing San Diego as their destination of choice, we are looking ahead at projects to accommodate this trend and provide the world-class airport experience our customers and community deserve.''Airlines servicing the airport added 16 new routes throughout the year and 15 of the airport's 17 airlines saw overall traffic increases.According to the Airport Authority, Southwest Airlines added 794,401 passengers from 2017 to 2018, the most of any airline flying out of San Diego. SAN DIEGO (CNS) - The San Diego Planning Commission Thursday recommended approval of Riverwalk San Diego project, a proposed transit-oriented neighborhood development along the San Diego River in Mission Valley.International real estate firm Hines has proposed the 200-acre project, which is intended to transform the existing Riverwalk golf course into a neighborhood as well as restore the stretch of the San Diego River that runs through it.The proposal will head to the San Diego City Council on Nov. 17. According to Hines, if it is approved, the company plans to break ground during the second half of 2021.The Hines plan includes 4,300 homes -- 10% of which are planned to be affordable housing -- a Metropolitan Transit System Green Line trolley stop, 152,000-square-feet of retail space, 1 million square feet of office space, 100 acres of parks and new bike and pedestrian paths, including an extension of the San Diego River Trail."I think it could be something to set the standard for what transit- oriented development can look like," said San Diego Planning Commissioner Vicki Granowitz.The Riverwalk plan, established through a partnership between Hines and the Levi-Cushman family landowners, incorporates community input gathered over several years by the Hines team in nearly 100 stakeholder and community planning group meetings."We appreciate that the planning commissioners recognized the extensive community outreach and collaboration that helped form our plan and the care we're taking to create an environmentally responsible, transit- oriented legacy project for San Diego," said Eric Hepfer, managing director at Hines.The planning commission recommended approval by a vote of five in favor, with one abstention and one commissioner absent. 1774
