BEIJING, Aug. 16 (Xinhua) -- China's top legislature will discuss the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the city's Chief Executive and forming the Legislative Council in 2012, during a bimonthly session scheduled from Aug. 23 to 28.The draft amendments to Annexes I to the Basic Law of the Hong Kong Special Administrative Region concerning the methods for the selection of the Chief Executive was submitted to the National People's Congress (NPC) Standing Committee for approval by Hong Kong Chief Executive Donald Tsang.The draft amendments to Annexes II concerning the formation of the city's Legislative Council was submitted to the NPC Standing Committee for the record.The Legislative Council of Hong Kong passed the draft amendments in June, before Donald Tsang gave his consent to draft amendments later in the month.According to Monday's Chairmen's Council of the NPC Standing Committee, presided over by NPC Standing Committee Chairman Wu Bangguo, lawmakers will also continue to deliberate draft amendments to the law on officers in reserve service, the draft law on mediation, as well as the draft law on the application of laws to civil relationships involving foreign interests.Lawmakers will also deliberate for the first time draft amendments to the law of deputies to the NPC and local People's Congresses, draft amendments to the Criminal Law, the draft law on intangible cultural heritages, and the draft revision of the soil and water conservation law.Also on the agenda of the upcoming session are discussions of the reports on implementation of the national economic and social development plan and budgets, among others.

NANNING, June 20 (Xinhua) -- Chinese Premier Wen Jiabao has urged that more efforts be implemented to fight floods, while reassuring those residents living in areas ravaged by flooding and inspecting flood damage, during his visit to Wuzhou city of Guangxi Zhuang Autonomous Region, which has been plagued by torrential rains.During the two-day visit ending Sunday, Wen checked on water levels and river banks in Wuzhou, and visited households in mountainous areas, urban downtowns and rural areas, pledging the government would use all means to prevent and fight flooding.Further, Wen called on local authorities to closely monitor weather changes and strengthen forecasting and warning systems to ensure an advanced emergency response.Further, more efforts were demanded to prevent damages from floods and landslides, Wen said. He highlighted the importance of relief work in schools, mines, railways and roads, as well as tourism sites.Wen required immediate reports and instant responses on risks of dam and reservoir breaks from local officials. More efforts should be taken to safeguard public safety, he added.Also, more relief funds and materials were needed to ensure food, clothing, accommodations, drinking water and health care are delivered to flood victims, Wen said.As of Sunday morning, mud flows and floods triggered by the intense rainstorms that began in mid-June had left 132 people dead and 86 missing in south China's nine provinces and regions, including Guangxi, Fujian, and Jiangxi, according to the Office of State Flood Control and Drought Relief Headquarters.More than 10 million people have been affected by severe floods, which has accounted for economic losses of 14.5 billion yuan (2.1 billion U.S. dollars), officials noted.

YICHUN, Heilongjiang, Aug. 25 (Xinhua) -- The government of Yichun, a city in northeast China's Heilongjiang Province, has corrected Tuesday night's plane crash death toll to 42, saying one dead body that was torn apart in the disaster was formerly counted as two.A local publicity official said earlier on that 43 dead bodies were retrieved.According to the death roll released by the city government, the dead were aged roughly from 12 to 55, calculated from their birth dates indicated in their ID numbers. Among them, however, was a Chinese holding a passport and three crew members whose ID numbers were not available.Rescuers wrapped up the bodies early on Wednesday and have transported them to the city's funeral homes for families to identify them.The ERJ-190 jet, manufactured by the Brazilian aerospace conglomerate Embraer with maximum passenger capacity of 108, crashed near the runaway of Lindu airport of Yichun at 9:36 p.m. Tuesday, some 40 minutes after it took off from the provincial capital Harbin.Ninety-one passengers, including five children, and five crew members boarded the plane, sources with the Civil Aviation Administration of China (CAAC) said.Officials in Yichun confirmed a group of officials from Ministry of Human Resources and Social Security were also on board, including a vice minister and six division chiefs. Most of them survived with injuries, and the vice minister Sun Baoshu was in critical condition.

  

SALZBURG, Austria, July 26 (Xinhua) -- Austrian President Heinz Fischer and Chancellor Werner Faymann on Monday met respectively with visiting Chinese Foreign Minister Yang Jiechi in Salzburg in the northern part of the country.Fischer recalled with pleasure his January visit to China, and asked Yang to convey his greetings to Chinese President Hu Jintao.In the 40 years since Austria and China established diplomatic ties, bilateral relations have witnessed continuous development, with frequent exchange of high-level visits, fruitful outcome in trade and other areas, as well as close consultations on international affairs, said Fischer during the meeting.He added that Austria would like to further strengthen its friendly relations with China.Yang conveyed President Hu's greetings to Fischer. He said leaders of the two countries had reached a series of important consensus on Sino-Austrian relations since President Fischer's successful visit to China.The minister also noted the two countries had maintained momentum in the exchange of high-level visits and achieved new progress in bilateral cooperation in such areas as infrastructure construction, new energy, environmental protection, aviation and tourism.While meeting with Chancellor Faymann, Yang pointed out that a good relationship between China and Austria is in the interest of both sides and also conducive to the development of China-Europe relations.China and Austria should make joint efforts to strengthen dialogue, deepen mutual trust, and enhance coordination on major international issues, said Yang.Faymann recalled his visit two months ago to Shanghai for the Austria National Pavilion Day at the World Expo, and said China's development had deeply impressed him.He hoped he would have the opportunity to pay an official visit to China to help deepen mutual understanding and promote the further development of bilateral relations.

  

CHANGCHUN, Aug. 7 (Xinhua) -- Floods have left 85 people dead and 66 missing in northeast China's Jilin Province over the past two months, local authorities said Saturday.More than 5 million people have been affected since the flood season began in June and some 1.5 million people have been evacuated, the Jilin Provincial Civil Affairs Department said in a statement.Additionally, almost 82,000 houses have collapsed and 198,000 others have been damaged, the statement said.Soldiers pack stones to reinforce a bank in Yongji County, northeast China's Jilin Province, Aug. 4, 2010. Floods hit dozens of counties in Jilin, causing more than 300,000 houses collaped and over 70 people died since this July.Direct economic losses were estimated at more than 45 billion yuan (6.6 billion U.S. dollars), it added.In the hardest-hit areas, flash floods have cut roads, isolated villages and disrupted communications and water supplies.
