ATLANTA (AP) — Georgia’s governor, who has opposed local mask mandates and even sued over one in Atlanta, has signed a new executive order that allows local governments to enact mask requirements to help fight the coronavirus pandemic.As with previous orders, the one issued by Gov. Brian Kemp on Saturday says residents and visitors of the state are “strongly encouraged” to wear face coverings when they are outside of their homes, except when eating, drinking or exercising outside.But unlike previous orders, this one allows local governments in counties that have reached a “threshold requirement” to require the wearing of masks on government-owned property.A county meets that threshold if it has had 100 or more confirmed cases of COVID-19 per 100,000 people over the past two weeks. Very few of the state’s counties are below that threshold.The order says mask mandates can’t lead to fines, fees or penalties against private businesses or organizations. For individuals, the order says penalties cannot include a fine more than or prison time.The order also extends shelter-in-place requirements for people who are considered to be at a higher risk of severe illness from the coronavirus.It also bans gatherings larger than 50 people if individuals are closer than 6 feet apart. 1299

AUSTIN, Texas (AP) — The chairman of a panel considering changes to the U.S. military draft said Monday its recommendations to Congress won't be influenced by a federal judge's recent ruling that the current system is unconstitutional because it only applies to men.The military has not drafted anyone into service in more than 40 years, but American men must still register when they turn 18. Recent efforts to make registration also mandatory for women have set off intense debate in Washington.U.S. District Judge Gray Miller declared a male-only draft unconstitutional in his ruling late Friday, but he stopped of ordering the government to make any immediate changes. He said the time for debating "the place of women in the Armed Forces" is over. Women now make up 20 percent of the Air Force, 19 percent of the Navy, 15 percent of the Army and 8.6 percent of the Marines, according to Pentagon figures.The Justice Department declined comment Monday after losing the case out of Houston.RELATED: Federal judge rules male-only draft is unconstitutionalThe decision comes as Congress awaits a report next year from an 11-member commission to study the issue of selective service. It is chaired by former Nevada Rep. He described a generational divide in public comments his commission has collected about women and the draft."If you talk to those who would be impacted, that is males and females ages 18 to 25, they say, 'yes, women should have to register. It's a matter of equality,'" Heck said. The Defense Department lifted the ban on women in combat in 2013, and Miller stopped of ordering the government to take any immediate action with the draft in his ruling late Friday."I actually thought the judge did that to give them time, because this is such a major change," said Marc Angelucci, a lawyer for the men's group.The last major decision on selective service was the U.S. Supreme Court ruling in 1981 that upheld excluding women because they were not allowed to serve in comment at the time.Miller, who was appointed by former President George W. Bush in 2006, noted that was no longer the case."While historical restrictions on women in the military may have justified past discrimination, men and women are now 'similarly situated for purposes of a draft or registration for a draft,'" Miller wrote. As survivors describe the terror-filled moments after a student opened fire at Santa Fe High School, killing 10 people, stories of heroism are coming to light.One of them is about Christian "Riley" Garcia, a student who showed remarkable courage and selflessness during the shooting.Garcia, 15, died Friday while blocking an art classroom door to keep other students safe from the gunshots, said the family's pastor, Keenan Smith."He was holding the door shut when the shooter was trying to gain access into that art room ... the shooter shot through the door, taking his (Garcia's) life," Smith told CNN. But Garcia succeeded in holding the shooter back long enough to allow other students to escape out a back exit to safety.The pastor said he was with Garcia's family Friday night when other students told officials that the teen had saved their lives."He was against the door trying to help his teacher, trying to help another student, and trying to shield the others there," Smith said."That's not what's supposed to happen to a 15-year-old's life that he has to make those decisions. But he made them without even thinking about it, because it was his heart. This is who he was as an individual."Smith who baptized Garcia, described him as a fun-loving kid who loved football and enjoyed being outdoors. He hopes Garcia's brave sacrifice will bring some comfort to his family."This doesn't ease the pain any. It doesn't stop the void that will forever be there, but it does bring a measure of peace," he said.Even though all the victims of the massacre have been identified, Garcia's family has not yet been able to see his body."They (Garcia's family) are praying and hoping that they will be able to be reunited with him and see their son," Smith said.Garcia and his family attended nearby Crosby Church, which held a memorial service Monday night for the slain teen. 1888
