SAN DIEGO (KGTV) — Two girls were rescued at Sunset Cliffs by teenage bystanders on Friday after being swept out to sea.Local still photographer Jim Grant was hoping to capture the sunset at Sunset Cliffs Friday evening. But he got much more than just a beauty shot."There were some crazy things going on," Grant said.He ended up witnessing a cliff and water rescue."Two young girls ... They looked to be about 12 or 13," Grant said. "They were down at this point, and a large set came in and swept them off their feet.""The older one hit her head probably down on the reef and had a pretty serious head injury in the water," Lt. Andy Lerum with the San Diego Lifeguards said.Before first responders could arrive on the scene, two boys jumped into the water to help the girls. The two teenage boys worked to keep the girls above water until help arrived, lifeguards said, adding that their efforts were instrumental in saving their lives."It was big surf," Grant remembered. "The girls could not swim or couldn't swim very well, that's for sure. And it just could've been a tragic event if those two guys didn't happen to be here."Grant captured dramatic photos of the rescue, showing responders hoist one of the girls from the cliffs. In the end, Grant did get his sunset shot, just with an amazing cliff rescue in the foreground.Lifeguards remind folks that even in exposed reef areas, strong waves could come crashing at any moment. SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies. He says studies have shown that leaves minority groups without a voice.In an interview with 10News, he pointed out examples, including a claim that Hispanic voters did not have enough representation in Encintas, and a claim that voters in the southern portion of Poway have disproportionally less power than those in other parts of Poway."District elections are just a more fair system," Shenkman says. 1974

SAN DIEGO (KGTV) - San Diegans fled Hurricane Lane's path taking flights Thursday evening from the Hawaiian islands to California.The first time a hurricane will make landfall on the islands since 1992, inspiring fear in vacationers and those who are hunkering down.RELATED: San Diego rescue teams head to Hawaii for Hurricane Lane"Some of the rain would be so loud you couldn’t even talk, you’d be yelling at one another," Steven Bohn said. He moved from San Diego to the big island two years ago for his fiance, who is attending pharmacy school.He said the bands of weather leading up to the brunt of the storm started hitting faster, leaving shorter windows of respite."It looks like it might be coming back pretty soon I don’t think I want to stand out here too long," Bohn said. "The floodwaters have completely destroyed the Bayfront. The downtown road area, there’s no access there whatsoever the cops have blocked that off."He's an occupational therapist and told 10News he was making calls earlier in the day, checking on his clients and ensuring they didn't need medications or help evacuating.He said emergency crews patrolled the area about every 45 minutes, keeping everyone safe. Other signs of disaster preparation were visible in stores, full of bare shelves.Bohn said they're prepared."We’ll be staying indoors," he said. SAN DIEGO (KGTV) -- Two new charges have been filed in the case against a La Jolla restaurant owner accused of sexually assaulting multiple women.Authorities say five victims have now come forward claiming Daniel Dorado, 59, sexually assaulted them.The fifth victim came forward after last week’s arraignment, telling the San Diego Police Department about an incident that happened in 2014.RELATED: La Jolla restaurant owner accused of sexual assault makes first court appearance?Prosecutors say the assaults took place over a nine-year period beginning in 2009 and ending in January of 2018.Dorado pleaded not guilty earlier in April to 14 counts brought against him, including rape of an unconscious person.RELATED: Woman claims she was drugged during job interviewDorado was arrested in March.
