XICHANG, Sichuan, Sept. 30 (Xinhua) -- Preparations for China's second unmanned lunar probe, Chang'e II, are almost complete at the Xichang Satellite Launch Center (XSLC) in southwest China, and the satellite is ready for a Friday launch, based on satisfactory weather forecasts.Weather will be the only question for Friday as the rocket's first and second stage boosters were fueled with conventional propellants Thursday, said authorities with the XSLC.Li Shangfu, Chief Director of the XSLC, said the center's Thursday weather forecast for Oct. 1, the first launch window, predicted light rain and very limited chances that thunder and lightning would occur from the time of the rocket fueling to an hour after the launch window.Further, the launch is not likely to be influenced by the high-altitude winds and the electric field on the ground, he said.The launch center will hold a meeting at 10:30 a.m. Friday to decide whether to begin the final stage of fueling of the Long March 3C rocket, the last procedure before the launch, based on weather conditions, said Li.Once the fueling of the rocket's third stage booster begins, the launch of the satellite will be "irreversible" and occur in eight hours, he said.With the help of radar and satellites, weather forecasts at the XSLC are 80 to 90 percent accurate for no more than 48 hours, and for weather conditions within four hours they can be over 90 percent accurate, said Jiang Xiaohua, a meteorological expert at the center.The rocket will carry the Chang'e II to a trans-lunar orbit, and then the satellite is expected to take about 112 hours, or nearly five days, to arrive at its lunar orbit for a six-month mission.The lunar probe will test key technologies and collect data for future landings of Chang'e III and Chang'e IV, and provide high-resolution photographs of the landing area.Chang'e II was built as an alternative to Chang'e I, which was launched in October 2007 and maintained a 16-month lunar orbit. The series of Chang'e probes is named after a legendary Chinese moon goddess.

BEIJING, Oct. 15 (Xinhua) -- The 17th Central Committee of the Communist Party of China (CPC) opened its fifth plenary session in Beijing Friday to discuss the nation's next five-year development plan.The four-day meeting will review proposals for the country's 12th five-year program (2011-2015) on national economic and social development.The period would be critical for building a moderately prosperous society, the Political Bureau of the CPC Central Committee announced last month.It would be a time of difficult issues for deepening the reform and opening-up process while accelerating the transformation of the nation's economic development pattern, said the announcement.China has pledged to build a "xiaokang" -- moderately prosperous -- society in the first two decades of the 21st century."The next five-year program will be vital for dealing with difficulties to realize the objective by 2020," said Prof. Hu Angang, a prominent expert on China's national situation in Beijing."The new program will basically be in accordance with the principles of Scientific Outlook on Development," Hu said.Despite of high GDP growth for years, China still faces huge challenges in development, ranging from unbalanced economic growth pattern, widening gap between urban and rural areas and between different regions, to environmental problems as well as international trade protectionism."China's export-driven economic growth is unsustainable," said Justin Yifu Lin, World Bank Chief Economist and Senior Vice President."Transformation of the country's economic growth pattern should still be a major issue for the next five years, 15 years and even a longer period of time."The CPC Central Committee Political Bureau said in a last month's statement that transformation of the economic growth pattern should be based on improving people's livelihoods.President Hu Jintao has pledged to adopt "Inclusive Growth," a concept created and advocated by Asian Development Bank in 2007, for resolving social problems as a result of economic development.According to Hu, inclusive growth means to spread the benefits of economic globalization and development among all countries, regions and people and to realize balanced economic and social progress through sustainable development.World Bank President Robert Zoellick said developing countries will play a more important role in balancing and stabilizing the world economy, and China's effort will be of great significance for restructuring the world economy after global downturn.A draft version of the proposals for the 12th five-year program has been offered to some delegates of the CPC's 17th National Congress and organizations outside the Party.The document was further revised based on their suggestions.Sources with the CPC said the proposals, accumulated from throughout the Party and other organizations, would become a guideline document for China's continued reform and opening-up process as well as socialist modernization.

  

BEIJING, Nov. 3 (Xinhua) -- Senior Communist Party of China (CPC) official Zhou Yongkang on Tuesday concluded a visit to India that helped promote development of mutual trust and bilateral cooperation between the two Asian nations.Zhou, member of the Standing Committee of the Political Bureau of the CPC Central Committee and also secretary of the Commission for Political and Legal Affairs of the CPC Central Committee, met Monday with Indian Prime Minister Manmohan Singh in New Delhi, India's capital.During the meeting, Zhou said strengthening political mutual trust with India was the key to deeper cooperation with the country and that the leaders of the two countries should often exchange views in great depth and with great frankness on major issues of mutual concern.Zhou said China and India had a combined population of 2.5 billion and there existed a great space for developing cooperation in the economy and trade, and people-to-people and cultural exchanges.He said both China and India faced the heavy task of developing their own economy, improving people's living standards and safeguarding social stability.Zhou said, while China was making its 12th five-year plan for socioeconomic development in the 2011-2015 period and India making its 11th five-year plan, China wished to increase political trust with India, expand cooperation of mutual benefit, and deepen the strategic cooperative partnership with India.Prime Minister Singh said the friendly relations between India and China played an extremely important role in promoting peace, stability and development in Asia and even in the whole world.Zhou also met on Monday with ruling Indian National Congress party President Sonia Gandhi and party General Secretary Rahul Gandhi.During the meeting, Zhou said the development of China and India provided opportunities rather than posed challenges to each other.Both China and India believed the world was big enough to accommodate the common development of China and India, Zhou said, adding the Chinese side was happy for every achievement that India made in its development.As for the China-India trade, which is expected to reach 60 billion U.S. dollars this year, Zhou said there was still great potential for the two big emerging powers to tap.He hoped both sides could deepen the strategic cooperative partnership further, strengthen practical cooperation in various fields, and increase personnel exchanges at different levels.Sonia Gandhi said India had always paid great attention to China's development and welcomed the improvement in the living standard of the Chinese people.She said India's and China's development had speeded up the recovery of the world economy in the face of the international financial crisis and she hoped both sides could strengthen coordination and cooperation further and tackle various global issues in a better way and maintain the favorable momentum of development.Zhou also met with Indian Minister of External Affairs S. BEIJING, Sept. 26 (Xinhua) -- Chinese Public Security Minster Meng Jianzhu on Sunday urged police forces from Beijing and six provincial-level regions around the capital to share information and work closely to beef up security work.Meng made the remarks at a work conference on police cooperation in regions around Beijing.Police chiefs of Beijing, Tianjin, Hebei, Shanxi, Liaoning, Shandong and Inner Mongolia signed a framework agreement for the cooperation.Liu Qi, chief of the Beijing Municipal Committee of the Communist Party of China (CPC), also called for joint and efficient efforts of the police in the regions around Beijing to ensure the regions' security and stability.
