PARIS, April 27 (Xinhua) -- French President Nicolas Sarkozy says he wants to enhance Franco-Sino relations at all levels because China has an indispensable role to play on the global stage. The French president was speaking in an interview with Xinhua Tuesday before his visit to China, where he will attend the 2010 World Expo in Shanghai.President Sarkozy described bilateral ties and partnership as comprehensive as well as strategic."Comprehensive, because it covers all aspects of our relationship; strategic, because China has become an absolutely essential player on the international stage. There is no more big issue today that we can tackle without China," Sarkozy said.Referring to the establishment of the France-China diplomatic relations 45 years ago, the president said some misunderstanding between the two countries had belonged to the past and he held a firm confidence in China's future."This is why I made the strengthening of the Franco-Chinese partnership a priority of our foreign policy," Sarkozy said.He said relations between the two countries had warmed and France would like to further ties with China "in all dimensions."

BEIJING, April 5  --The People's Bank of China says the country will be more open to foreign capital this year even though the prospect of a strong economic recovery is still unclear.Although the impending withdrawals of various countries' economic stimulus packages may also complicate the efforts to end the global economic crisis, the Chinese government has decided to increase the penetration of foreign capital into the country's financial industry in an appropriate way.An editorial in the "Global Times" quotes some western officials who said if China opened its market to western financial institutions the way it opened its market to five-star hotels, the potential risks would be huge for the country itself and the world at large. The editorial warns the doors to free trade should not swing open too quickly and that market openness should be managed at the right pace, as China has done during the past three decades. But it also notes that the stakes are higher in the country's financial industry. It argues that if China is fully open to foreign capital, the capital operation pattern common in developed economies such as the United States and several European nations will not suit its existing financial system on such short notice. As a result, chaos would erupt sooner or later in the financial sector. The editorial concludes that China should gradually liberalize its financial industry, because a sudden torrent of foreign capital would be undesirable. It calls for a prudent approach to financial liberalization that would yield a productive outcome as evidenced over the past three decades of gradual financial reform whereby more market competition has been encouraged and distressed loans have been effectively curbed. Such a policy has shielded China from being hit as severely by the current financial crisis and enabled it to rebound quicker than other advanced nations.

BEIJING, March 26 (Xinhua) -- China's health authorities stressed Friday a ban of hepatitis B tests for college admission and employment, saying checks, if necessary due to occupational requirements, are subjected to the Health Ministry's approval.A notice of the ministry reiterated that health institutions are not allowed to give hepatitis B virus (HBV) tests in health checks carried out for college admission and job recruitment, a policy introduced in February to prevent discrimination on HBV carriers. If candidates' liver functions must be tested to qualify special job posts, the checks must get approval from the Health Ministry, the notice said. The notice also said health institutions cannot provide HBV tests in regular health checks unless at the request of testers, in which case reports must be sealed and handed directly to testers or someone they entrust.Clinical tests must seek consent from patients and their privacy should be respected, according to the notice.Previously, an HBV test was a must on the health check list for college admission and job recruitment, and carriers were usually denied the opportunities, which caused complaints of discrimination and calls for a ban of such tests. The World Health Organization says HBV is transmitted from mother to child, through unsafe injections practices, blood transfusions or sexual contacts, and it cannot be transmitted through casual contact.

BEIJING, May 12 (Xinhua) -- China's Communist Party officials must eradicate "empty words" and political jargon from their speeches and documents, Vice President Xi Jinping said Wednesday.Xi told more than 900 officials and new student cadres at the Party School of Communist Party of China (CPC) Central Committee that they must show "substance" in word and deed.Party officials should diligently study the Party's basic theories, constantly acquire new knowledge, and learn from "ancient Chinese" literature to make their communications simple and concise, Xi said at the opening of the school's spring semester in Beijing.Xi cited no examples of empty words and jargon, but writing and speech styles of Party officials, especially leaders, had gradually improved in the past 30 years, said Xi, president of the Party School.Xi said "unhealthy" writing or speech styles would seriously undermine the efficiency of Party and government operations and waste time resolving practical problems. He asked Party leaders to deliver short, concise and straightforward speeches with new approaches and creativity in solving problems. He urged Party leaders to learn "colloquial wisdom" from the public and make their speeches and articles more easily understood by common people.
