BEIJING, April 5 (Xinhua) -- China's Central Military Commission has issued a set of guidelines aimed at developing a comprehensive system upgrading military information security, a statement from the commission said Monday.Approved by Hu Jintao, Chairman of the Central Military Commission, the Guidelines on Enhancing Military Information Security under New Situations set out an overall arrangement to advance military information security work by "tackling critical issues" facing China's armed forces.Improvement of military information security is a requirement for the modernization of China's national defense and military buildup, said the guidelines.The document stressed the importance of enhancing organizational bodies, working mechanisms, specialized personnel and technical safety to realize improved information security in the ranks. It gave priority to network security and electromagnetic safety as two major working areas, among others.Military officers and solders should receive proper education to get prepared for military information security against the new backdrop, said the guidelines.

SHANGHAI, April 3 (Xinhua) -- Environment authorities in Shanghai will ban burning waste straw in the suburban agricultural areas to ensure air quality during the World Expo period.The Shanghai Municipal Environment Protection Bureau will use satellite remote sensing to monitor the burning of waste straw during the Expo period from May 1 to Oct. 31, the bureau said in a statement Saturday.Statistics show that about 170,000 hectares of barley, wheat, paddy and rape are planted in the suburban agricultural areas of Shanghai, which can produce up to 1.3 million tonnes of waste straw every year, according to the bureau.Burning waste straw will produce carbon dioxide and other pollutants to pollute the air, it said.To help dispose of the waste straw, more than 40 organic fertilizer plants in Shanghai have planned to use more straw as auxiliary material in fertilizer production, the bureau said.The Shanghai World Expo, with the theme of "Better City, Better Life," is expected to draw 70 million visitors from around the world during the six-month period.
BEIJING, May 14 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged reconstruction authorities to protect the fragile ecosystem and improve living conditions during their work in the quake-hit Yushu Tibetan Autonomous Prefecture.Hui was speaking at a meeting held by the State Council on Friday in Beijing to evaluate a report on the reconstruction's impact on resources and the environment.A 7.1-magnitude earthquake jolted Yushu in the Himalayan northwest Qinghai Province on April 14, leaving at least 2,200 deaths.The State Council, or Cabinet, approved the report at the meeting and Hui said reconstruction planners should consider the impact of their projects on the ecosystem.The epicenter of the devastating quake was at the headwaters of three major rivers -- the Yangtze, the Yellow and the Lancang rivers -- that run through China and neighboring countries.The clearing of debris, selection of sites for new towns and development of other industries in the quake area should all prioritize environmental protection, and natural forests as well as vegetative cover should be protected and restored, Hui said.The government has pledged to finish reconstruction work within three years.
TASHKENT, May 22 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Saturday called for efforts to increase cooperation in regional security and economic matters among the member states of the Shanghai Cooperation Organization (SCO).Speaking at a meeting of the Council of Foreign Ministers of the SCO in the Uzbek capital of Tashkent, Yang said that uncertainty and instability have been increasing and it would still take time for the world economy to fully recover.He suggested that the SCO member states make efforts in line with the consensus reached by their heads of state to further enhance coordination of their policies and strategies on affairs of common interest. Secretariat Cooperation after the meeting of the Council of Foreign Ministers.The foreign ministers also met with Uzbek President Islam Karimov.
